CALL TO ORDER
The chairperson called the meeting to order at 6:30 PM. Those assembled saluted the flag and the chairperson read the open public meeting statement in accordance with the law.

Motion by Malay, second Carpenter to excuse Pavlini for family emergency.

Motion by Carpenter, second Gaziano approve Resolution #1715- adjourn to closed session at
6:31 pm – T-Mobile, Lucas Construction and Beaver Electric.

e. Discussion – Benefits of a Utility vs Authority
CFO Johnson gave a presentation outlining the advantages of changing the Authority to a utility. CFO Johnson, Director Timko, and Attorney Belardo answered questions and discussed various topics including pension liability, budget, public meetings, management structure, fees, accounting method, and savings and efficiencies.

10. Consulting Engineer’s Report
BTSA ENGINEER’S REPORT
January, 2017 Meeting
AUTHORITY PROJECTS:
Monarch Circle (Crown Court) Pump Station
The Contractor has completed roof framing and shingling. He is currently completing the building cladding, soffits, and fascia. Excavation work on the new precast structures is starting the week of January 11, 2017, weather permitting. The contractor’s updated construction schedule proposes a completion date of April 2017, approximately 100 days past the contract completion date. Mott MacDonald is continuing shop drawing review and site inspection.
Harrison Brook STP Flow Metering Improvements
The Contractor is currently completing calibration services for the new effluent meter and is working with the SCADA integrator to connect the meter readings for the influent and effluent to the SCADA system for communications.
Sewer Rehabilitation 2016
The Contractor has completed the Contract and additional areas of work requested by BTSA. The Contractor was completed with lining work on December 5, 2016 and completed contract work on December 22, 2016. All other requested work by BTSA was also completed in December. Mott MacDonald has reviewed the submitted post lining inspection videos and will advise the Authority of any deficiencies in the contract work which the Contractor will need to correct before final completion. A request for additional construction phase services is currently being prepared for review by the BTSA based upon additional work performed that was not previously anticipated at the time of project proposal.
Harrison Brook STP-RAS/WAS Rehabilitation
Work on the final design for this project will proceed once final input is made by BTSA on the pump selection recommended by Mott MacDonald.

Comments
· Accepted delivery of 2017 F250 utility body service truck.
· Alex Ortiz returned to full duty.
· Juniper Way comminutor installed.
· East Oak comminutor being repaired.
· Fieldstone Drive comminutor being repaired. Replaced riser ring JW-00-10.
· Jetted Cooper Drive and Harcourt Lane. Inspected frames and covers on both roads.
· TV inspection of Juniper Way area.
· Installed new service water pump #2. (Installation performed by plant personnel saving BTSA approx. $1200.00).
· Investigated possible blockage at #30 Stockmar Drive, our line was clear.
· Investigated possible blockage at #182 Morristown Road, our line was clear.
· Scum pump #2 out for repair.
· Checked syphons.
· Changed carbon at Juniper.
· Checked Barons.
· Exercised plant and station generators.
· Monthly storm drain inspections.
· Exercised sluice gates.
· Routine work and samples completed.
· We continue to meet permit parameters without any problems.
SAFETY
· Safety Director attended NJUA 12/15/16 meeting.
· Monthly safety inspections completed.
· Lost time accident free for 205 days.
· Annual fire safety inspection and training 12/20/16.
PROJECTS
I&I: No report
Manhole Rehab/Pipe lining: Tri State completed pipe lining, working on punch list.
Grit Unit Upgrade: Shop drawing review.
Monarch Circle: Roof replaced, wet well delivered, reviewing shop drawings.
Plant Flow Meters: Effluent meter still being calibrated. Influent meter start up completed and personnel trained with project nearing completion. The contractor is working on punch list.
Plant Paving: Completed and working on punch list.
