Beresford City Council

May 2, 2016

The Beresford City Council met in regular session in the City Library Community Room on May 2, 2016 at 7:30 p.m.

Members present: Mayor Jim Fedderson presiding, Steve Cain, Gerald Dahlin, Tom Erickson, Art Schott, Teresa Sveeggen and Dan Williams.

Also present: Kathy Moller, Finance Officer, Jerry Zeimetz, City Administrator and Tom Frieberg, City Attorney.

Absent: None.

Adopt Agenda: Motion by Dahlin, seconded by Schott to adopt the agenda. All present Council Members voted aye, motion carried.

Minutes: Erickson made the motion, seconded by Dahlin to approve the April 18, 2016 Council Minutes. All present Council Members voted aye, motion carried.

Dept. Head Reports

Jay Nordquist – Electric Department – Authorize purchase of bucket truck off NJPA bid: Motion by Cain, seconded by Schott to authorize Nordquist to purchase a 2017 AM60-E73 Altec bucket truck from the NJPA bid of $305,800. Erickson amended the motion to add, finance the bucket truck for 4 years. Council discussed and decided the loan term can be determined at a later date. Erickson withdrew his amendment. All present Council Members voted aye on the original motion, motion carried.

Committee/Mayor Reports:

Kathy Moller: Moller informed Council that the yearly audit starts May 11th, 2016.

Tom Erickson: Erickson indicated the need to strengthen communication between BEDCO, HRC, and Council. Phil Peterson from BEDCO, is working on a power point presentation to bring to Council in the near future.

RESOLUTION 2016-04

RESOLUTION OF APPRECIATION

WHEREAS, Dan Williams has served the City of Beresford as Councilman for the past four years; and

WHEREAS, Dan has served the public and fulfilled the duties of Councilman with dedication and outstanding service to the public;

NOW, THEREFORE Be It Resolved that the Mayor and City Council extends its sincere thanks and appreciation to Dan Williams for his dedicated service and wish him well in the future.

Mayor Declares Adjournment of Council

At 7:55 p.m. a motion was made by Williams, seconded by Dahlin, to adjourn Council, motion carried.

Mayor Fedderson called the meeting to order with the new Council at 8:00 p.m.

Oath of Office and Certificate of Election

Present Certificates of Election and administer oaths of office for Mayor, K. James Fedderson, Ward I Councilperson, Vacant, Ward II Councilman Steve Cain and Ward III Councilwoman Teresa Sveeggen:

City Attorney Tom Frieberg administered the Oaths of Office for the above named Council Members and presented their certificate of election.

Members present: Mayor Jim Fedderson, presiding, Steve Cain, Gerald Dahlin, Tom Erickson, Art Schott, and Teresa Sveeggen.

Absent: None.

Adopt Agenda: Motion by Erickson, seconded by Schott to adopt the amended agenda. All present Council Members voted aye, motion carried.

New Business

Consider Councilperson Appointment to Ward I vacant position – Administer Oath of Office: Mayor Fedderson interviewed six candidates for the vacant Ward I position. He requested a motion to appoint Jason Muellenberg to Ward I. Schott made the motion, seconded by Erickson to appoint Jason Muellenberg to Councilperson Ward I with the term expiring May 2017. All present Council Members voted aye, motion carried.

Oath of Office

City Attorney Tom Frieberg administered the Oaths of Office to Jason Muellenberg Ward I Councilperson.

Nominations for President of Beresford City Council: A motion to nominate Tom Erickson as Council President was made by Sveeggen, second by Schott. All present Council Members voted aye to appoint Tom Erickson as Council President, motion carried.

Nominations for Vice-President of Beresford City Council: A motion to nominate Gerald Dahlin as Council Vice President was made by Sveeggen, second by Cain. All present Council Members voted aye to appoint Gerald Dahlin as Council Vice President, motion carried.

Mayoral Appointments: A motion to approve the following Mayor appointments was made by Schott, second by Sveeggen. All present Council Members voted aye, motion carried.

Authorize towing of unauthorized vehicles parked in Beresford City Park – Ordinance #2016-03: The first reading of Ordinance 2016-03 An Ordinance of the City of Beresford, South Dakota Regulating Parking of Vehicles in City Parks and Providing a Penalty for Violations Thereof was read and placed on file at the City office.

Hire additional Lifeguard: Motion by Erickson, seconded by Schott to approve hiring Hannah McKelvey part time for the Swimming Pool Lifeguard position at $10.80/hr. All present Council Members voted aye, motion carried.

P/T Hire at Liquor Store: Motion by Dahlin, seconded by Sveeggen to approve hiring Vanesa Schoenewald part time for the Liquor Store at $8.55/hr. All present Council Members voted aye, motion carried.

Step pay increase for Renee Goltz – Finance Office: Finance Officer Moller stated that Renee Goltz is doing a great job and recommended approving her step pay increase. Motion by Dahlin, seconded by Schott to approve City Hall employee Renee Goltz a step pay increase from $15.77/hr. to $16.24/hr. All present Council Members voted aye, motion carried.

Recognition of 2015 Operation and Maintenance Award for the Beresford Wastewater Treatment Facility: Mayor Fedderson and Council congratulated the Public Works Department for being awarded the 2015 Operations and Maintenance Award for operating in compliance with its surface water discharge permit.

Set hearing date for two-day temporary malt beverage license for Beresford Volunteer Fire Dept. for Wheels and Squeals Celebration: Motion by Erickson, seconded by Schott to authorize advertising for a public hearing to be held in conjunction with the City Council Meeting on May 16, 2016 for a two day malt beverage license for the Beresford Volunteer Fire Department. All present Council Members voted aye, motion carried.

Approval of Travel Requests

A motion to approve the following travel requests was made by Erickson, seconded by Sveeggen. All present Council Members voted aye, motion carried.

Adjournment: As there was no further business, the meeting adjourned at 8:31p.m. on a motion by Cain seconded by Muellenberg. All present Council Members voted aye, motion carried.
