Non-JPL Author License to Publish and Certification of Clearance

Before submitting work to the Jet Propulsion Laboratory (JPL) for external publication by the Laboratory, a non-JPL

author must have his or her contribution cleared for public release by his or her own organization. This contribution

could be solely authored outside of JPL or be co-authored with JPL employees and/or JPL on-site contractors.

Information must be deemed suitable for public release, by an appropriate authority in the non-JPL author’s

organization. Furthermore, the author or author’s organization’s authorized representative must grant the Jet

Propulsion Laboratory, California Institute of Technology, a non-exclusive license to publish the contribution. Granting

such a license does not preclude the author from using his or her work elsewhere.

Copyright License

The undersigned hereby grants to the Jet Propulsion Laboratory, California Institute of Technology, and to the United

States Government, a non-exclusive, paid-up, worldwide license to reproduce, distribute copies, prepare derivative

works, and perform, display, and publish the Contribution in the JPL Publication in any form or media. Provided,

however, if the author is a U.S. Government employee and prepared the Contribution within the scope of his or her

official duties, the Contribution is notsubject to U.S. Copyright protection, and this Copyright License does notapply.

Warranty

The undersigned warrants that: (1) the Contribution is original to the Author, (2) the Contribution does not infringe any

copyright or violate any other right of any third party, and (3) to the extent that the Contribution incorporates text

passages, figures, data, or other material from the works of others, the undersigned has obtained any necessary

written permissions and has properly credited the source(s).

Clearance

The undersigned hereby certifies that the Contribution has been cleared for public release by an appropriate authority

in the Organization, consistent with the export laws and regulations of the author's country. The undersigned hereby

certifies that the Contribution does not contain any JPL data received under an export license or Technical AssistanceAgreement (TAA).

The undersigned certifies that he or she has the power and authority to make and execute this agreement on behalf of all the non-JPL authors and/or their organizations, and represents that the information regarding the Contribution, asprovided in this agreement, is correct. If one individual does not have authority to sign on behalf of all non-JPL authors or organizations, each non-JPL author (or the authorized representative of each author’s organization) must submit separate JPL Form 7071 license agreements.
