Summary: Responsible for services and support in the areas of project management, contract management, and risk management in coordination and integration of project, contract, and interface programs, policy, requirements, functions, and resources.

Working Title: Project Integration Manager

Duties

-Directs development of annual operations plans

-Provides UCOR Company level leadership in development and maintenance of project management policies, plans, and procedures.

-Serves as the interpretative authority of DOE 413.3B and associated project management procedures and associated guidance.

-Interfaces with DOE in the project management arena and represents UCOR in the external project management community.

-Develops professional project management resources and assists line management in resourcing project teams with training qualifications; coaching and mentoring; and career planning and development plans in conjunction with responsible line management.

-Provides oversight of the development and maintenance of the UCOR Project PMB.

-Oversees implementation of the EVMS Surveillance Plan.

-Serves as UCOR interpretive authority for ANSI/EIOA-748, which defines the criteria and requirements for EVMS.

-Maintains project/company level cost performance.

-Responsible for contract compliance

-Oversees the administration of the PEMP

-Responsible for contract maintenance and performance

-Responsible for the review and impact analyses of revised DOE Orders.

-Ensures alignment between the regulatory, technical, project baseline, and the UCOR contract.

-Provides functional management, coordination, leadership and strategic direction for the UCOR estimating function.

-Provides independent and objective reviews of critical proposals.

-Ensures estimates are based on sufficiently defined scope; an execution plan sufficiently defined and documented to detect and establish changes; clearly identified critical assumptions within the plan; and a schedule that accurately reflects the scope, execution plan and known constraints

-Ensures an appropriate analysis of project risk and objectivity derived estimates for growth, contingency and fee.

-Oversees the development and maintenance of the company level Programmatic Risk Management Plan, company/project level Risk Assessment Reports, and risk management database.

-Ensures the Risk Management Plan processes and requirements are being implemented effectively.

-Oversees the development and maintenance of an Integrated Priority List for the UCOR Project

-Oversees the development of budget scenarios and responses to DOE-HQ budget requests.

-Oversees the establishment of inter-contractor interfaces and the administration and maintenance of associated interface agreements.

Job-Related Qualifications Required

-Bachelor’s degree in engineering, construction, business or related field, or demonstrated equivalent and related experience.

-15+ years of total experience with engineering, procurement and construction projects and operating nuclear and industrial facilities

-Working knowledge of project management (Earned Value Management System) methodology and implementation, including experience developing and maintaining schedules.

-Demonstrated cost and scheduling experience

-Demonstrated ability to effectively lead multiple groups or organizations on a complex project

-Basic working knowledge of Microsoft Word, Excel, and Outlook

-Demonstrated knowledge and understanding of Project Controls concepts to include CPM logic, resource management, schedule development, change control, and cost/schedule integration.

-Demonstrated knowledge and experience with computer-based Cost and Schedule systems (Primavera)

-Experience in developing, analyzing, and maintaining schedules and cost/progress reporting systems

-Demonstrated ability and knowledge of analytical and Cost Estimating concepts

-Experience in using Project Management software and presentation software tools

-Knowledge of financial reporting systems and controller account codes

-Strong verbal and written communication skills

-Strong presentation skills

-Ability to effectively communicate with customers and multiple stakeholders

-Ability to obtain a DOE L-clearance
