SECTION 1 - CUSTOMER INFORMATION

SPECIAL NOTICE TO AGENCIES: Small Business Participation

BCPI Strongly supports the participation of small business concerns in the FederalSupply Schedules Program. To enhance Small Business Participation the SBA policy allows agencies to include in their procurement base and goals, the dollar value of orders expected to be placed against the Federal Supply Schedules, and to report accomplishments against these goals. For orders exceeding the micro purchase threshold, FAR 8.404 requires agencies to consider the catalogs/pricelists of at least three schedule contractors or consider reasonably available information by using the GSA Advantage online shopping service ( The catalogs/pricelists, GSA Advantage and the Federal Supply Service Home Page ( contains information on a broad array of products and services offered by small business concerns. This information should be used as a tool to assist ordering activities in meeting or exceeding established small business goals. It should also be used as a tool to assist in including small, small disadvantaged, and women-owned small businesses among those considered when selecting pricelists for a best value determination.

1a.Maximum Order: $1,000,000.

This established threshold does not limit the total dollar value of an order but it provides a base price for the Government customer to seek a price reduction from BCPI.

1b.Minimum Order: The minimum dollar value of orders to be issued is $100.

2.Geographic Coverage - The geographic scope of this contract is the 48 contiguous states, the District of Columbia, Alaska,Hawaii and the Commonwealth of Puerto Rico, all U.S. Territories and overseas. BCPI will provide domestic and overseas support services.

5.Quantity Discount–Additional discounts will be determined on a task-orderbasis based on size and complexity of the scope of work. GSA has already determined the prices under schedule contracts to be fair and reasonable.

6.Prompt Payment Terms - Prompt Payment terms are Net 30 Days. Payment under the blanket purchase orders will be made monthly or quarterly upon agreement, except where cash payment procedures are used. Invoices shall be submitted separately to each Government office ordering services under the contract.

9.Delivery Time

  1. Time of Delivery: Will be based on the Awarded Task Order and will be in accordance with the RFQ.
  2. Expedited Delivery:Will be based on the customer’s request for expedited delivery to meet their requirements.
  3. Overnight Delivery:Will be based on the customer’s request to meet their requirements.
  4. Urgent Delivery:When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the contractor for the purpose of obtaining accelerated delivery. The contractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the contractor in writing.) If the contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract. 28.Uncompensated Overtime

BCPI has an established cost accounting system, approved by DCAA, whichrecords all hours worked, including uncompensated hours for all employeesregardless of the contract type. All uncompensated overtime hours areincluded in BCPI’s base for allocation of overhead costs. No uncompensatedeffort will be performed without supervision. Uncompensated effort is supportedby clerical and secretarial personnel only when necessary; i.e., if theuncompensated effort would otherwise beunproductive. Employees arerequired or encouraged to perform uncompensated effort only when necessaryto refine work products, meet deliverable deadlines, or otherwise respond tocustomer requirements.

SECTION 2 – GSA MOBIS SCHEDULE SCOPE OF WORK

These services will facilitate agencies’ response to dynamic, evolutionaryinfluences and mandates and will enable them to meet and improve missionperformance requirements. As these influences and mandates evolve, or are enacted, it isanticipated that the specific support provided by contractors under thisschedule will evolve accordingly. These efforts should ultimately result inincreased customer satisfaction and enhance the public’s confidence in theirgovernment.

Some examples of these influences and mandates are the GovernmentPerformance and Results Act; Federal Acquisition Streamlining Act, government re-invention or business improvement initiatives such as improving customer service, benchmarking andstreamlining; strategic sourcing; downsizing; and privatization.

Offerors shall propose and contractors shall provide professional services to assist agencies in accomplishing mission oriented business efforts.

Services covered include: Consulting Services; Facilitation Services; Survey Services; Training Services; Acquisition Management Support Services; Program and Project Management Services; and new services.

The acquisition of professional services covered by other GSA Schedules is permitted under MOBIS as long as the services are incidental to the overall business service requirements and are directly linked to the successful performance of the task
