Performance Outcomes

Undertake service and sector planning and developmentin order to optimise the coordination and delivery of services for young people aged 10 to 25 years and their families in the City of Bayside.

Key responsibilities

  • In consultation with key stakeholders, support the development, implementation and review of the Wellbeing for All Ages and Abilities Strategy and Youth Action Plan.
  • Co-ordinate the administration of the Youth Resilience Survey to Bayside primary and secondary schools.
  • Provide advice to Council on youth issues, including state and federal policy and demographic information as required
  • Actively seek external funding for projects that meet identified community needs, including the preparation of funding submissions.
  • Consult with young people and their families through forums, surveys and engaging with Youth Services youth committees.
  • Convene the Bayside Glen Eira Kingston Youth Network in partnership with Kingston and Glen Eira Councils.
  • Work collaboratively with community agencies and strengthen relationships to provide better outcomes and opportunities for young people. This may take the form of formal and informal networks and meetings and projects.
  • Contribute to the direction of the team through providing input to review policy, systems and processes within the team to ensure flexible and responsive service delivery that meets community expectations.
  • Participate in Youth Services events and programs, where required and relevant, to ensure regular interaction with young people and Youth Services staff. This may require after hours work.
  • Assist in the evaluation of Youth Services programs and projects as required.

Organisation relationships

Reports to:Youth Services Coordinator

Supervises:Students, volunteers as required

Internal contacts:Youth Services unit, units across the Community Services Divisionand other internal stakeholders as required

External contacts:Liaise with a range of Federal, State and Local Government agencies, private and community sector organisations, external service providers and residents, in particular young people in Bayside.

Accountability and extent of authority

  • Provide accurate, relevant and timely advice to Council regarding youth-related policy and legislation.
  • Identify, develop, implement and evaluate options for the development of innovative Youth Services programs and specific projects within agreed budget and time frames.
  • Competently and effectively represent Council on local and regional committees and consultation as required.

Judgement and decision making

  • Advise Council on youth-related policy and legislation.
  • Determine the content, direction, and compliance issues related to preparing draft policy documents.
  • Analyse current and emerging youth issues and formulate service delivery response options
  • Make operational decisions to successfully manage projects such as the Youth Resilience Survey
  • Determine when matters need to be referred to the Youth Services Coordinator
  • Guidance and advice is available from the Youth Services Coordinator.

Specialist knowledge and skills

  • Knowledge and understanding of Federal, State and Local government policy directions in relation to young people aged from 10 to 25 years and their families.
  • Understanding of local government’s roles and responsibilities in relation to Community Services and Youth Services.
  • Experience in conducting research projects.
  • Proven ability to implement and evaluate projects in response to the identified needs.

Management and interpersonalskills

  • Highly developed written communication skills, including drafting local government policy, Council reports, position papers, minutes and agendas
  • Effective public speaking skills that can adapt to different target audiences including professionals, young people and community members
  • Highly effective skills in community consultation and networking
  • Ability to gain cooperation and assistance from a range of people including other staff, community representatives, service providers, statutory and government representatives.
  • Ability to work effectively within a team.
  • Ability to supervise students, volunteers as required
  • Ability to manage projects and partnership agreements to meet agreed key performance indicators.

Qualifications and experience

  • A bachelor qualification in Youth Work, Social Sciences, Policy Development, Community Development or related field is essential.
  • Minimum of two years’experience in research, policy, planning, development and/or evaluation of services for young people
  • Experience in working on community-based partnership projects
  • Experience in leading public consultations and forums
  • Current full Victorian Drivers Licenceand use of comprehensively insured motor vehicle.
  • Current Level 2 First Aid.
