Indoor Soccer Rules– Portland State Intramural Sports

  1. Eligibility
  2. In order to be eligible to participate in intramural activities, participants must be a current Portland State student enrolled in at least one credit hour, or a faculty/staff member.
  3. All participants must provide a valid Portland State ID prior to every game in order to be eligible to play.
  4. Jewelry may not be worn at any time.
  5. All participants must sign an Assumption of Risk waiver to participate.
  6. Participants may not participate if they have played the sport under the university’s varsity program within the last calendar year.
  7. Participants may request to protest an opposing participant’s eligibility, and the enforcement of specific rules.
  8. In the case of an ejection, the participant must leave the premises. The participant must also meet with the Intramural Sports Coordinator before he/she may participate again in any intramurals activity.
  9. If a team does not have the minimum number of participants (four [4]) present after five (5) minutes, the game will be considered a forfeit.
  10. Dropping below the minimum number of participants, by ejection, will constitute a team disqualification and the game will be considered a forfeit.
  11. Team rosters will freeze one (1) week prior to the beginning of league playoffs.
  12. Equipment
  13. Casts and/or any other item deemed to be dangerous by the official or supervisor may not be worn during the game.
  14. All participants must wear non-marking, rubber-soled, close-toed athletic shoes.
  15. Shin guards and mouthpieces are recommended, but not required.
  16. The Game
  17. The game will consist of two (2) eighteen (18) minute halves.
  18. There will be a two (2) minute half time.
  19. The clock will be running during both halves, except for time outs and injuries.
  20. Each team gets two (2) time outs per game.
  21. Teams will play with five (5) players; four (4) field positions and one (1) goalie.
  22. Substitutions may only be made during dead ball situations.
  23. If a player enters a game in progress the official may issue a yellow card to that player.
  24. Games will begin after captains play rock-paper-scissors for first possession.
  25. Everything above the glass walls will be considered out of bounds.
  26. Any ball traveling in the air over the three major lines in the MAC Court, two free throw lines and the half court line, without touching a player or wall will result in a turnover of possession. (3 Line Rule)
  27. Fouls
  28. When the ball is touched by the hand or arm of any participant, other than the goalie, it will be considered a handball.
  29. If the participant’s hand is in what the referee deems a natural position, play may be allowed to continue.
  30. Body contact not deemed to be incidental may be whistled for a foul.
  31. Incidental contact may also be called a foul according to the officials’ discretion.
  32. Slide tackles may not be committed by any participant.
  33. Any slide tackle will result in an automatic yellow card.
  34. Goalies are allowed to slide for the ball, but they may not slide feet first.
  35. Participants may not perform a substitution without an official’s signal.
  36. Fouls: Indirect Free Kick
  37. An indirect free kick must be touched by another player of the team possessing the ball before a goal can be scored.
  38. The indirect free kick will be taken from the spot where the foul occurs.
  39. If the ball crosses the plane of the goal directly from the kick being taken, the goal will be disallowed, and the defensive team will receive an indirect free kick from the spot of the original free kick.
  40. An indirect free kick will be awarded if a goalkeeper, inside his own goal box, commits any of the following:
  41. Takes more than six (6) seconds while controlling the ball with their hands to release the ball.
  42. Touching the ball with their hands after it has been handled, and before another participant from the opposing team has touched it.
  43. Touches the ball with their hands after having it be deliberately kicked to them by a teammate.
  44. Touches the ball with their hands after receiving it directly from a throw-in taken by a teammate.
  45. An indirect free kick will be awarded if a participant, in the opinion of the referee:
  46. Plays in a dangerous manner.
  47. Impedes the progress of an opponent.
  48. Prevents the goalkeeper from releasing the ball from his hands.
  49. Fouls: Direct Free Kick
  50. A participant may take a direct free kick as a direct shot at the goal.
  51. The direct free kick will be taken from the spot where the foul occurs.
  52. A direct free kick will be awarded for one of the following six (6) offences;
  53. Kicking, or attempting to kick an opponent.
  54. Tripping, or attempting to trip an opponent.
  55. Jumping at an opponent.
  56. Charging an opponent.
  57. Striking or attempting to strike an opponent.
  58. Pushing an opponent.
  59. A direct free kick will also be awarded if a participant commits any of the following five (5) offences:
  60. Tackling an opponent to gain possession of the ball, and making contact with the opponent before touching the ball.
  61. Holding an opponent.
  62. Spitting at an opponent.
  63. Deliberately handling the ball.
  64. Pushing an opponent into the boards.
  65. Fouls: Yellow/Red Cards
  66. Any yellow card will result in the participant receiving a two (2) minute suspension from the game.
  67. The participant’s team will play man-down during this time.
  68. The referee will notify the player when they may return.
  69. If a goal is scored by the team at full strength, the team playing man-down will be allowed to return to full strength.
  70. Any red card will result in the participant being ejected from the game.
  71. Any ejected participant will be asked to leave the facility and surrounding area before play will resume.
  72. Any ejected participant will be suspended from their team’s next match.
  73. Any ejected participant will need to meet with the Intramurals Coordinator before participating in any other IMs activity.
  74. If a player receives two yellow cards in a game it will result in a red card.
  75. Two (2) red cards committed by one (1) team will result in the game being forfeited.
  76. Three yellow cards given for unsportsmanlike conduct will result in the game being forfeited.
  77. Fouls: Penalty Kicks
  78. A penalty kick (PK) will be awarded for any of the above offenses committed by the defense inside their own penalty area.
  79. The kicker has only one attempt to score. The attempt must be taken in one motion; if the kicker stops moving forward it will be considered a missed shot and the opposing team will be awarded a goal kick.
  80. Goalies must keep their heels on the goal line. Once the kicker has begun their forward movement the goalie may move laterally along the goal line.
  81. Once the participant has contacted the ball, the goalie may move forward or backward off the goal line.
  82. Goalies may not be exchanged for a PK.
