CONSULTANTS FOR THE INVENTORY STATUS OF ENVIRONMENTAL HEALTH SURVEILLANCE SYSTEM AND DEFENITION OF THE BASE LINES IN THE MEMBER COUNTRIES

The Amazon Cooperation Treaty Organization, hereinafter referred to ACTO, invites professionals of the Amazon countries to report to the public call for the hiring of eight consultants (one by each ACTO's Member Country: Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname and Venezuela) to develop the diagnostic situation of environmental health surveillance system, and the definition of the Base Lines (BL) in the participating countries, as part of the project "ENVIRONMENTAL HEALTH SURVEILLANCE SYSTEM IN THE AMAZON REGION."

The referred process will be conducted according to the instructions contained in the document "Consultants Recruitment/Hiring Process ", available on the web site of ACTO (www.otca.info), which is subject to the administrative processes of the organization and the provisions of the Regional Technical Cooperation Agreement Non-Refundable Nº RG-T1275 – ATN/OC-10774-RG "Environmental Health Surveillance System in the Amazon Region," signed by ACTO and the Inter-American Development Bank, hereafter referred to as IDB.

The payments regarding the provision of consultancy will be conducted with the resources of the Program.

REQUIEREMENTS OF THE CONSULTANTS

DETAILED EVALUATION PROCEDURE, SELECTION AND CONTRACTION

1.  PURPOSE OF THE PROCESS

This process aims to select and hire the services of eight individual consultants (one consultant from each ACTO Member Country: Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname and Venezuela) to conduct the inventory status of the environmental health surveillance systems and definition of the Base Lines (BL) as part of the "ENVIRONMENTAL HEALTH SURVEILLANCE SYSTEM IN THE AMAZON REGION", including its development, harmonization, coordination and agreement with the Member Countries participating in the program.

2.  ELIGIBILITY

The consultants must meet the following eligible requirement:

(i) Being citizens or permanent residents of a Member Country of ACTO and / or IDB

(ii) Maintaining only a contract financed by the IDB.

(iii) Not being working or having worked in a fixed or temporary ACTO IDB or in the ten-month period preceding the last date for submission of expressions of interest:

(iv) Not having participated directly in the preparation of the project IDB-ACTO "ENVIRONMENTAL HEALTH SURVEILLANCE SYSTEM IN THE AMAZON REGION" financed by this contraction.

(v) The Consultants must have the following personal profile:

a)  Professional with university degree in Health Science, Environmental Social Policy, Pharmaceutical Chemistry and / or related sciences. Post-graduate (doctorate or masters or specialized degree) in Public Health, Environmental Health, Toxicology, Epidemiology, or in related areas.

b)  General professional experience of at least 10 years

c)  Specific professional experience of at least 5 years in:

-  Leadership, management, conduct, implementation, monitoring and development of programs or projects of Public Health, Environmental Health, Toxicology and / or Epidemiology, Health Surveillance Systems, Analysis of Health Situation and socio-environmental determinants and / or ecosystem.

-  Formulation and implementation of public policies and institutional and inter-sectorial development strategies; application and use of systems of information and of health and environment surveillance for decision making, planning, organization, execution and evaluation of preventive, protective, adaptation and mitigation in cases of environmental alteration, pollution and damage, such as derivatives of climate change and others that affect human health.

d)  Articulation and work with networks of health services and other sectors at local, national and international levels.

e)  It is desirable to have work experience at the international level, bilateral or multilateral.

f)  Working experience in the country of a candidate.

g)  Fluency in the language of the country of the work.

3.  START AND DURATION OF THE CONSULTING, SCHEDULE AND PLACE OF WORK

The activities may not be initiated at a date prior to the signing of the contract which, in turn, cannot be earlier than the "no objection" from the engagement by the IDB.

The Consultancy will last for 2 (two) months, with anticipated start for the first half of December 2011. It will be developed in accordance with the terms of reference set. Workplaces are the cities where Environmental Health Surveillance Systems (or equivalent, or in the absence of these cities-headquarter of the Ministries of Health) of the eight Member Countries.

4.  PROCEDURE OF SELECTION

4.1  Technical Committee of Selection

The Technical Committee of Selection is made by the Executive Director of IDB-ACTO, the Health Coordinator, the Administrative Director and the Coordinator of the UER of the Project "ENVIRONMENTAL HEALTH SURVEILLANCE SYSTEM IN THE AMAZON REGION."

4.2  Process of Selection

(i)  Phase of review to determine whether applicants meet the selection requirements.

(ii)  Phase of evaluation of the selected candidates, according to the following scores:

The consultants who have obtained a score above 70 points will be pre-selected.

The first three pre-selected consultants for each participating country of ACTO will be subject to interview, which will be worth up to 30 additional points to the score previously obtained.

The ACTO may request, at any time during the presentation of the documents mentioned by the consultant in its curriculum.

5. Interview

The three consultants who obtained the highest scores, among the consultants from each participating country of ACTO, will be interviewed by the Technical Advisory Committee. This interview will score up to 30 points. The interview may be in person, virtual or telephone.

The criteria to be evaluated in the interview are the following:

a)  Bases and concept of an Environmental Health Surveillance System

b)  Knowledge of the methodology for construction of indicators of environmental health recommended by the Pan American Health Organization (PAHO);

c)  Political, technical and strategic Environmental Health Surveillance System of the Country where intends to work;

d)  Mechanisms and initiatives to drive the inventory status of environmental health surveillance systems, definition of the Base Line in the Country where intends to work;

e)  Proposal of a Document Index of Inventory and Baseline in the country where intends to work.

Each item will have a maximum of 6 points.

The consultants who obtained the highest scores (sum of the scores obtained in the previous items), among those from each Member Country of ACTO, will be notified to address the technical and economic aspects detailed in the Terms of Reference and contractual aspects of consulting. Having an agreement, which will be referred to in the contract, ACTO will request the IDB statement of no objection to the hiring of the consultant. Not having a definition, ACTO notify the candidate about the situation in writing and shall convene the next candidate with the highest score in order to undertake a review of the technical, economic and contractual aspects. This procedure will be adopted on until an agreement is reached.

6. Contraction

The documentation of the selection process will be brought to the knowledge of the IDB.

Upon receipt of the statement of no objection from IDB, ACTO notifies the relevant candidates to proceed to the signature of contracts.

CONSULTANTS FOR THE INVENTORY STATUS OF ENVIRONMENTAL HEALTH SURVEILLANCE SYSTEM AND DEFENITION OF THE BASE LINES IN THE PARTICIPATING COUNTRIES

"ENVIRONMENTAL HEALTH SURVEILLANCE SYSTEM IN THE AMAZON REGION"

1.  Background

On 1 December 2008, the Amazon Cooperation Treaty Organization, hereinafter called OTCA, and the Inter-American Development Bank, hereafter referred to as IDB, signed a Technical Cooperation Agreement No. RG-T1275 - ATN / OC-10774-RG for the implementation of the program “Environmental Health Surveillance System in the Amazon Region", in each of its member countries (Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname and Venezuela).

The program aims to adopt an operational and instrumental framework and consensual instruments of indicators and strategies to institutionalize the Environmental Health Surveillance in the Amazon region in the context of national health systems, consistent with the International Health Regulations (World Health Organization 2005). The aforementioned framework will enable public policy makers to determine the risk factors and actions designed to monitor environmental health in order to facilitate the prevention, protection, adaptation and mitigation in the event of alteration, contamination, pollution and environmental damage, such as the derivatives of climate change and others that affect human health.

The project is divided into three components:

a)  Consensus and definition of the operational framework, based on national and international guidelines, indicators, standards, parameters, protocols and methodologies, and harmonization of these aimed at institutionalizing.

b)  Regional guidelines and diagnostic instruments; and

c)  Pilot projects for joint management of the operational framework and instruments for the implementation and evaluation of the harmonized system at border level.

2.  Profile of Consultants by Product

This process aims to select and hire the services of eight individual consultants to conduct the inventory status of environmental health surveillance systems and definition of the Base Lines (BL) in each of the eight member countries of ACTO (Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname and Venezuela), as part of Component 1 - Definition and agreement of the operational framework- of the project "ENVIRONMENTAL HEALTH SURVEILLANCE SYSTEM IN THE AMAZON REGION," including its development, harmonization, coordination and consensus with the Member States participating in the project.
