DECLARATIONS OF INTEREST:

3637/15 POLICE MATTERS
a) PCSO K Bradley presented the crime figures and information for November 2015.

PRESS RELEASE
Leicestershire Police has unveiled Blueprint 2020 – a five year programme which will decide how to make significant savings and take the force into a new era of policing.
The force is facing an unprecedented financial challenge. The government has indicated that public sector organisations need to expect cuts of between 25% and 40%. For Leicestershire Police, this means further savings of between £17m and £28m. The exact figure will not be known until the government’s Comprehensive Spending Review (CSR) on 25 November. This is on top of savings of £36.1 million which the force made between 2010 and 2015.
Blueprint 2020 has been set up to look at how our future savings can be made and how the force will look, feel and operate in the coming years.
Leicestershire Police is committed to neighbourhood policing and ensuring officers and PCSOs are visible in their communities. We already have more than 90 neighbourhood offices in shared buildings in the heart of communities. The intention to share space and costs is one which most partners across Leicester, Leicestershire and Rutland are already signed up to. The proportion of police officers on the operational frontline has grown from 91% in 2010 to 93% in March this year.
We aim to maintain the number of operational frontline officers over the next three years.

3639/15 CHAIRMAN’S REPORT
a) Star Councils – The Chairman updated the Parish Council that the Clerk was awarded “runner-up” in the Clerk of the Year awards which was a great achievement as there are over 9,000 Parish Councils in the country. Cllr A Saffell complimented the Clerk on all her hard work over the last 15 years. RESOLVED: To receive the information.

a) Comments register. RESOLVED:
Complaint / Resident reported overgrown hedges on Bosworth Road and Starkie Avenue properties.Resolved / E-mail sent to NWLDC to investigate.
Complaint / Several residents reported fly tipping on Short Lane.
Resolved / E-mail sent to NWLDC. Meeting took place with NWLDC, CDPC and Clowes Developments to establish road ownership and confirmed as responsibility of Clowes Development who are in the process of arranging removal of fly tipping.
Complaint / Resident of Peartree Close complained that children were playing on grass area opposite his house (Council owned) and were causing a nuisance and had damaged his car.
Resolved / Resident advised that Parish Council unable to assist and to contact Police regarding damage to car.
Complaint / Stonehill resident requested ditches on Stonehill playing field be cleared of rubbish and litter.
Resolved / Lengthsman cleared ditches
Complaint / Resident reported dog fouling on Stonehill playing fields and reported details of an offender.
Resolved / Information reported to NWLDC for action.
Complaint / Resident from The Biggin enquired as to who was responsible for cutting a grass area in front of his bungalow.
Resolved / NWLDC confirmed area is their responsibility and to contact resident direct.
Complaint / Spitfire Road resident complained regarding dog fouling requesting additional signage and leaflet drops.
Resolved / Resident advised of NWLDC enforcement team details along with dog orders etc and how to report fouling.
Complaint / Complaint received regarding a bin at the junction of Castle Hill with a seat next to it as it is too small and keeps overflowing with foxes rummaging causing a mess.
Resolved / E-mail sent to NWLDC requesting a larger bin to be installed.
Complaint / Argonaut Avenue resident complained regarding HGVs and contractor vehicles are parking inconsiderately, mud on the road and earlier than stated start times of contractors that are accessing the new development off Argonaut Avenue.
Resolved / Resident advised to contact NWLDC Planning department and developer direct. Requested photos of issues to be emailed to CDPC to assist with problem.
Complaint / One complaint received regarding the installation of Christmas lights due to noise etc into the early hours of the morning.
Resolved / Resident advised of processes in place and to speak to the contractor.
b) Fly tipping, Short Lane – Successful meeting held with the landowner, Clowes Development, NWLDC and the Parish Council. The landowner has agreed to clear the various fly tips and means of better securing the area. NWLDC/CDPC are to look at CCTV/signage. RESOLVED: To receive the information.
c) Code of Conduct training – The Clerk advised Councillors of a Code of Conduct training session scheduled for 8 December 2015 6-8pm at NWLDC. RESOLVED: Councillors to advise the Clerk of their attendance.
d) Councillors Declarations of Interests – Following a query to the Parish Council the Clerk reminded the Councillors that they should review all interests in line with the approved Code of Conduct on a regular basis. RESOLVED: To receive the information.
e) Annual Conference – The Clerk attended this event in October; it was a very interesting and informative event and a number of good points and tips were obtained. The SLCC is looking for cast study stories about Parish Councils and the work they do; The Clerk suggested that perhaps this Parish Council should try and promote itself wider. Also, next year is the Queens 90th Birthday; the Clerk requested that Castle Donington Parish Council needs to think what it will be doing. Discussion took place and various suggestions were made including a national litter pick on the first weekend in March. RESOLVED: The Clerk is to investigate litter pick information and to defer item to December Full Council.
f) Snow Warden Scheme – Training has now taken place. Central area footpaths can be cleared as part of the scheme, and the Parish Council will be reimbursed for any snow warden duties undertaken from the LCC. The Parish Council are to purchase 2 additional grit bins. RESOLVED: To receive the information.
g) Development on land off north of Park Lane – At the last meeting the Parish Council suggested Lysander Close for the new road on the development; however, the developer didn’t like this. A compromise has now achieved of Canberra Close. RESOLVED: To receive the information.
h) Donington Park – Meeting held at Donington Park to discuss early plans for the possible Superbikes village event. Race diaries are still being formalised and definitive plans are at very early stages. Donington Park is looking to bring a successful event into the village similar to the Historic Cars; Donington Park agreed to make relevant donations towards the running of village events in terms of producing leaflets, offering floodlights/signs for events, etc. Donington Park is also holding a Christmas Fayre 12/13 December 2015. Donington Park also advised that the Sunday Market had reverted back to them from April 2015. RESOLVED: To receive the information.
i) Borough Street/Pharmacy car park – Meeting had been held with the pharmacy owner and NWLDC in terms of a complaint received about disabled access. The pharmacy has agreed to look at some minor improvements on the entrance to the surgery to improve the wheelchair access including realigning the water run-off grills. NWLDC is to look at improving wheel chair accessibility from the lower car park to the pharmacy and doctors surgery. This may necessitate line marking or a new path. LCC is look at the tactile pavement and ensure this is as wheelchair friendly as practicable. RESOLVED: To receive the information.
j) Bloor Homes – The water easement drain is now being installed across Parish Council land at Bentley Road, the Clerk is waiting for the legal agreements. RESOLVED: To receive the information.
3641/15 REPRESENTATIVES REPORTS
a) Footpath meeting with LCC – Cllrs C Burton and A Sowter met with LCC Footpath Facilitator to discuss footpaths at EMDC – (West Meadow), Broad Rushes and Donington Park as to making some of the unofficial footpaths official. LCC Footpath Facilitator felt it was better to approach the land owners to see if they could provide footpaths / circular walks/picnic areas etc. The history of the various walks and agreements were discussed; issue of dog fouling and potential signage were also discussed. RESOLVED: Cllrs C Burton and A Sowter to progress in approaching land owners direct and obtaining definitive maps for the various sites.
b) Object of meeting initially to see if concessionary paths could be made official.
c) Castle Donington Volunteer Centre – Cllr G Stewart updated the Parish Council on the recent meeting and reported on the new Helping Hand Scheme being run and the recent Celebration of Volunteers evening. RESOLVED: To receive the information.
d) Bowls Club – Cllr R Sizer updated the Parish Council on the recent meeting where plans were finalised for the presentation evening on 27 November and their concerns that planning application for the Farmers Market had not been approved yet and who would be liable for any issues if they occurred in this period. RESOLVED: To receive the information and the clerk to chase the issue of planning and insurance.
