Barrier analysis for promotion of good behaviours/practices in WASH, Shelter and CBDRM

(CBDRM component of BDRP programme)

  1. Background

Concern Worldwide is an international, non-governmental, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern’s aim is to help people living in extreme poverty achieve major improvements in their lives which last and spread without on-going support from Concern. To achieve this aim Concern engages in long term development work and seeks to address the root causes of extreme poverty. Concern has been working in Pakistan since 2001, when it initiated an emergency response project to address the Afghan refugee crisis in Baluchistan. Concern later moved into emergency, early recovery, and long-term development programming being implemented though local NGO partners in Baluchistan, Khyber Pakhtunkhwa (KP), Punjab, and Sindhprovinces.

The goal ofBuilding Disaster Resilience in Pakistan (BDRP) programme funded by DFID is to increase Pakistan’s capability to reduce disaster risk, though better planning, preparedness, response, and resource allocation at the governmental and community levels. The consortium, led by Concern Worldwide in partnership with ACTED, Welthungerhilfe (WHH) and International Rescue Committee (IRC) will implement the Community Based Disaster Risk Management (CBDRM) component of BDRP initially in four districts (Muzaffargarh, Rajanpur- Punjab, Ghotki, and Kashmore- Sindh), during the first phase (two years). The programme would be up scaled in other disaster prone districts of Pakistan over a period of three years in the second phase. The CBDRM component of BDRP will assist village communities to mitigate and prepare for disasters.

  1. Purpose of the consultancy

The specific purpose of this consultancy is to conduct formative research to: determine key barriers to behavioural change in target groups’ practices associated with CBDRM, Shelter and WASH; and to better understand existing channels of communication in target communities in order to inform the Behaviours Change Communication (BCC) strategy to improve the behaviours.

The analysis should establish detailed information, identifying target groups’ current behaviours as well as barriers to intended behavioural change related to:

Community Based Disaster Risk Management - CBDRM

  1. Targeted communities[1] use early warning systems through their local currently existing CBDRM structures and other relevant sources.
  2. Targeted communities take-on pre, during and post safety tips (for example: adoption of safety precautions indoor and outdoor, preparation of grab bag and timely evacuation to identified safe havens.)

Shelter

  1. Targeted communities construct flood-resilient shelters[2].
  2. Targeted communities have knowledge of what steps to be taken to uptake maintenance of their shelter pre/during/post disasters or extreme weather events

WASH

  1. Targeted communities wash their hands with soap or detergent at five critical times.
  2. Targeted communities use latrine for defecation all times.
  3. Targeted communities use safe drinking water applying appropriate water treatment methods[3].

All these behaviours should be measured taking into account gender, age and disability in targeted communities.

  1. Essential and Desirable Experience/Qualifications

Concern Worldwide is seeking an experienced consultant with the following expertise:

  • Advanced university degree in social science, Anthropology or other related fields.
  • 5-7 years’ experience of conducting relevant surveys and assessments
  • A reputable consultant with documented experience in conducting studies relating to WASH, shelter and CBDRM, gender, associated barriers analysis and Management capability to conduct formative research.
  • The consultant must have a strong background in quantitative and qualitative data analysis
  • Confident and proficient in the use of MS Office
  • Excellent reporting and presentation skills and Proven ability to work independently
  • Strong interpersonal skills and ability to effectively work in a multi-cultural environment
  • Available in Pakistan during assignment period and can visit office and field time to time as needed
  • Experience working in/knowledge of the Pakistan context and local language skills in Urdu and Sindhi
  1. Objectives and Specific Tasks to be undertaken by the Consultant(s)

The objective of this assignment is to carry out barrier analysis for behaviours related to WASH, Shelter and CBDRM in targeted 300 villages in Districts Rajanpur and Muzaffargarh in Punjab province and Ghotki and Kashmore in Sindh province.

The following are the major tasks consultant is expected to undertake.

  1. Develop questionnaire for doers and non-doers surveys (for both quantitative and qualitative data collection) in consultation with Consortium members and after a field testing exercise
  2. Design methodologies for data collection from representative sample sizes for doer and non-doers
  3. Analyse data from doers and non-doers survey and carry out barrier analysis in purview of doers and non-doers survey
  4. Present a barrier analysis and action plan for key behaviours mentionedin section 2
  1. Outputs

The consultant(s) will produce following key outputs (subject to further refinement after consultation):

  • Finalize questionnaires and methods for both quantitative and qualitative data collection from doers and non-doers survey
  • Sampling of villages for data collection
  • Field data collection from doers and non-doers according to statistically representative sample of population in the targeted area
  • Data analysis as per the Design Behaviour Communication (DBC) framework
  • Development of BCC framework for targeted behaviours according to DBC template
  • Documentation of the key assessment findings, including a very brief summary report for each Barrier Analysis undertaken
  • Detailed BCC final strategyaction plan, including milestones and indicators to monitor and evaluate the success of the plan based on the context
  • A set of field-tested and tailored messages related to key studied behaviours.

Payments will be made in instalment as per the set millstones agreed in the contract agreement. Apart from this Digital copies of all reports/documents will be required by Concern at the end of the set deadline.

  1. Lines of Communication

The consultant will report to Concern’s Deputy Team Leader for Community Based Disaster Risk Management component of Building Disaster Resilience in Pakistan (BDRP) programme and will liaise closely with MER and other relevant Specialists. Apart from this regular meetings and interactions with the relevant team of consortium members and Concern HQ will be made to discuss and finalize each output mentioned in section 5. In addition if required, consultant may be asked to present his/ her work in Consortium Technical Working Groups/ to HQ for broader understanding and feedback of Consortium members and Concern HQ.

The consultant will complete the work over a period of 22 working days with the following break up.
