Minutes of AGM 2/10/13

5.  Chairman’s Report - (See separate sheet after A.O.B.) Dave Moore reiterated his vote of thanks to those who attended the celebration of his service to the association and encouraged all those involved in schools’ football to read the FA Guidance recently sent to all member schools,

6.  Secretary’s Report - (See separate sheet after A.O.B.) Dave Moore gave a vote of thanks to Chris Wilding for his fifteen years of service, referring in particular to his role in developing girls’ football within the borough.

7.  Treasurer’s Report - (See separate sheet after A.O.B.)

Dave Moore was pleased to report that the usual deficit for district football was not apparent this year. This was largely as a result of excellent fundraising efforts from parents and staff. This leaves a healthy balance for leaner times.

8.  Competitions

11-aside competitions:

Barking & Dagenham Cup: Winners – Five Elms Primary

Barking & Dagenham Trophy: Winners – Ripple Primary

Last season, eight schools were expelled from the Barking & Dagenham Cup for not completing matches. This caused increased work and many problems for further rounds. The finals were held at Eastbrook Comprehensive School. In the Cup competition, Five Elms beat St Margaret’s 2-1, with Ripple beating St Peter’s 3-2 in the Trophy final.

Chris Wilding will continue as competition secretary, with a record 30 schools having entered this season. The format has been changed slightly, with groups of three rather than four. This should cut down the amount of games that schools need to make and should therefore help get games played. In keeping with new FA regulations, the competitions will now be 9-a-side.

Alan Harris raised concern over the lack of 9-a-side pitches and goals in the borough. Until the transition to 9-a-side is complete, schools may use the facilities that are available for the time being. 9-a-side pitches should be 80 X 50 yards with 16ft X 7ft goals. The Football Foundation provides grants for up to 50% of the cost of new goalposts. Information is available on their website.

Thank you to Eastbrook Comprehensive School for the use of their facilities for finals and to the Barking & Dagenham Post for their continuing sponsorship and coverage of schools’ football.

PLEASE NOTE: Y5 pupils are NOT permitted to take part in 9-a-side football under any circumstances. Schools breaking this rule leave themselves open to legal proceedings in the event of an accident. As a result, any school found to have done so will be removed from the competition.

Y5 Hat-trick Academy Trophy: Winners – Parsloes Primary

Graeme Farquhar has agreed to oversee the Evans Moore Cup to be held on Saturday 9th November at Monteagle Primary. Schools were reminded that this is a 7-a-side competition for Y5/6 only (best team). Alan Harris suggested that players should retreat to the halfway line for goal-kicks. No final decision was made. However, it was pointed out that Y5s can only play a maximum of sixty minutes of competitive football on any one day and teachers would need to manage that carefully during the tournament. The finalists will be eligible for the Essex round of this national competition, The Tesco Cup on November 12th. Following a qualification tournament, Henry Green and Godwin will represent the borough in the equivalent girls’ competition.

The Evans-Moore Plate is a B-TEAM 7-a-side competition held in the summer term. As such, no boys’ district, academy or Evans-Moore Cup players should feature. Boys and girls are both eligible from Y5 and Y6. Provisional dates are the 14th or 21st June at Monteagle Primary. Graeme Farquhar will act as competition secretary.

The Monteagle Shield is a girls’ 6-a-side competition to be held early in the summer term. Provisional dates are the 26th April or 3rd May at Monteagle Primary. Graeme Farquhar will act as competition secretary.

Chris Wilding will continue to act as competition secretary for the BDSFA Girls’ League. This year, the competition will be sponsored by Hat-trick Academy. Fixtures have been finalised and sent to schools, with a record nineteen entrants. Deadlines will be strictly enforced.

PLEASE NOTE: The small-sided competitions adhere to the ESFA’s “two year” rule with regards to the eligibility of players. ESFA guidance states that the “two year” rule applies to pupils who are one school year apart. To not comply with this would invalidate borough insurance. Therefore all BDSFA small-sided competitions are Y5/6 ONLY to prevent any confusion. Should schools wish to play pupils in Y4 during friendly matches, no Y6 pupils should be playing etc. To clarify, Y3/4 can play Y3/4, Y4/5 can play Y4/5 and Y5/6 can play Y5/6.

2013 saw the introduction of a new competition – The Hat-trick Academy Y5 Trophy, which was established in response to requests from schools to prepare for district trials in September by taking an early look at possible players. The competition was played at the Goals Centre, Dagenham in July. It proved very popular, with eighteen schools entering and over two hundred pupils in attendance. The tournament will be played again, with a provisional date of 4th July. Graeme Farquhar will act as competition secretary and will investigate alternative venues.

Donna Rose proposed a Y3/4 tournament. It was agreed that a non-competitive festival was most appropriate. Donna agreed to act as competition secretary with more information following in the spring term.

9.  Boys’ District Football

The boys’ district side will be run by Dave Moore and Graham Farquhar. Donna Rose and Richard Tyne will be helping out. BDSFA is also grateful to be assisted by Pete Duggins, who acted as a regular referee and accompanied the squad to Jersey.

Last season was once again very successful as Barking & Dagenham were crowned Essex Finch League champions for the second time in three years. This was complemented by victory in the Essex 7-a-sides and second place in the Jersey Festival. The team suffered from the unavailability of key players in the Crisp Cup and Southern Counties Cup rounds, with the consequence of fielding weakened teams resulting in defeat. The association continues to set an example to other districts and enjoys a very high reputation in schools’ football. Alan Harris expressed thanks to Graeme and Dave for their hard work and efforts.

The team has been entered in the Essex SFA Finch League, London SFA Lester Finch Trophy, London SFA Crisp Shield, Southern Counties Cup and the Essex 7-a-side tournament. In addition they will play a number of friendlies. Home games will take place on Saturdays at May & Baker, 10:00 a.m. kick off. We hope to run the Jersey trip again this year

Thanks to teachers who have assisted in the selection of the district side by putting players forward and relaying messages to pupils/parents. Also thanks to Eastbrook for allowing us to use their facilities for trials. Any teachers wishing to assist should speak to Dave or Graeme.

10.  Girls’ District Football

The Girls’ District side will continue to be run by Chris Wilding and Graeme Farquhar. The previous squad was:

After five years and forty-odd games, the Barking & Dagenham girls’ district team finally lost a match. Several matches, actually. However, they represented the borough well in the Camden Cup, Islington Trophy and friendlies with Sutton and Camden. Unfortunately, the season was disrupted by opponent’s cancelling games at short notice. This happened on four occasions, decimating the fixture list.

Trials for this year’s squad will take place after Christmas.

12.  A.O.B.

Adults Other Than Teachers/Referees –

“All teams must be under the ultimate control of either

(i)  A practising teacher, recognised as such by the Department for Education, or

(ii)  A retired teacher, or present or past employee of the education service who has direct approval in writing from the appropriate local or county Schools’ Football Association to undertake such responsibilities.

(iii)  A person who has direct approval in writing from the appropriate local or county Schools’ Football Association who:-

(a)  Has at least a Level 1 FA coaching qualification.

(b)  Has undergone a (CRB) Criminal Records Bureau check – any payment associated with this shall be the responsibility of the local/county Schools’ Football Association.

(c)  This information must be registered with the ESFA on the appropriate form and the CRB certificate must be attached to the form. This registration is to be done on a three-year basis. Approval may be withdrawn by the ESFA, or the local or county schools’ football association at any time.” (English Schools’ FA Handbook)

This means that a qualified teacher should be in charge. A retired teacher or employee of the education service (mid-day assistant, caretaker etc) can also take a team if BDSFA provide written permission. Other individuals must have an FA Level One Coaching qualification, valid CRB and be registered with English SFA. Alternatively, non-teachers may run teams, if a teacher is present.

It is the responsibility of individual schools to request approval letters from BDSFA, which are issued by Chris Wilding, following approval from the committee. Failure to do so invalidates ESFA and borough insurance. Schools with registered AOTTS: Hunters Hall (L Copperthwaite), Monteagle (T Hurley), Dorothy Barley Jnr (L Wilton, A Gullefer), Henry Green (R Tyne), John Perry (J Gray), Thames View Jnr (J Wight), Becontree (M Lewis).

Teachers may also find themselves open to legal difficulties if they knowingly enter a fixture where the opposing school fails to meet these requirements. Similarly, referees should either be a qualified teacher or a qualified referee. Other persons are permitted to officiate in matches IF they have written permission from BDSFA.

Essex & London SFA Competitions

Graeme Farquhar will again act as competition secretary for the Essex SFA Jim Smith Trophy and Parish Cup. The Essex tournaments are already under way, with Barking & Dagenham the most prevalent local authority. The London competitions were not played again last year and the leadership of London SFA is yet to be organised for this season.

Essex FA runs four girls’ events in the borough, for Y3/4 and Y5/6, Dates for this year’s festivals have already been sent out, with the first one taking place at the Goals Centre on 25th October. Interested schools should contact Andrew Crowl at Essex FA.

Other Tournaments – Schools are reminded that official permission from English Schools’ FA must be given if they are to enter fixtures against club teams. This includes county festivals and 4X4 tournaments.
