SECTION A BEFORE THE FIRST TRACK SESSION

1.0  BEFORE RACE WEEKEND

Race Organiser : -

Ensure that the contents of Clerks' Briefcase are complete and up to date.

Discuss the Event Supplementary Rules and Regulations and the Schedule with the Clerk and Deputy Clerks

Clerk and Deputy Clerks : -

Review the Regulations and Bulletins referred to in Appendix "D" herein.

Review BARC Race Plan.

Review BARC Emergency Plan.

Review CASC Race Rules, GCR, Series Rules, ASN Canada Rules, ASN Canada Series Rules, CASC Bulletins

2.00 CLERK/CONTROL TOWER

Post Insurance Certificate, Race Permit(s), in Control and ensure that Stewards have copies.

Inspect the track and invite Chair of Stewards to do so also.

Check that the Track Permit is posted in Control.

Check contents of Clerk of the Course Briefcase. Contents are listed in Appendix "C"

Clerk attend Marshals’ pre race briefing in Chalet.

3.00 CONTROL TOWER DUTY ASSIGNMENT

Assign Deputy. Clerks' duties

·  Marshal Telephone Net

·  Track Rescue Services (TRS) Channel 2

·  General Race Administration Channel 1

·  Pacecar dispatch Channel 3

·  Other duties as assigned

Seating arrangements in control from left to right shall be MMS CCM, Marshal Net, Track Rescue, Administration

6.0  RACE DEPARTMENTS' READINESS

All departments shall be operational and in position 10 minutes before first track session.

Check department readiness using Appendix "G"- Tower Clerk pre-competition checklist

6.01 COMMUNICATIONS

Arrange for radio battery changes. Ensure Control has spares and chargers.

6.02  TRACK RESCUE SERVICES (TRS)

Inspect track, in particular: -Guardrail, walls ,gravel, water, shoulder washouts, holes.

Meet with doctor.

Ensure that the list of telephone numbers for use in an emergency is readily available. This is in Appendix “H” of this document.

Confirm location and capabilities of response vehicles, road ambulances, tow truck and flat-bed truck.

Be aware of TRS protocol

Distribute all trackside and pit materials including extinguishers in mock grid and impound and water extinguishers for alcohol fires.

Arrange to keep in contact with Canadian Tire Motorsport Park Track maintenance crew

6.03 JUDGES OF FACT

6.04  CHIEF COURSE MARSHAL

Check on Marshal turnout and agree any needed action by BARC

Agree with Clerk on spot-check post race impounds

Check Emergency Plan impound location in the garages.

6.11 STARTER

Check flags, last lap board, black flag ALL board, "lights on" board, Pit Window Open board, and numbers

6.12  STEWARDS

Ensure stewards have all required documentation.

Ask Chair of stewards if she/he wishes to talk at Driver meeting

Offer track inspection to stewards

6.13 TIMING AND RESULTS

Arrange "last lap" procedure with CTA

Check CTA to Results transmission system.

6.14 HOSPITALITY

Agree on lunch delivery, pop/water/coffee runs and provision of water at podium ceremony.

6.15 LUNCH BREAK ON-TRACK ACTIVITIES

Discuss program with Race Organiser

6.16 PODIUM

Agree with Race Control and CTA on communication of race results.

Check that all podium equipment, backdrops, presentation scripts, sponsor gifts and a camera man are available.

SECTION B OPERATING PROCEDURES

1.0  USE OF A PACECAR (Under full Course Yellow)

A pacecar will be used whenever a full course yellow is used.

The procedure shall be used in all Races.

Clerk Of the Course calls for pace car

Clerk Of the Course Confirms the lead car number with CTA and informs CCM and BARC Communicator

Chief Course Marshal calls for full course double yellow and advises all stations that the pace car will be coming on circuit

BARC Communicator "Pace car stand by." and calls for radio silence

BARC Communicator "Pace car, your leader is car # ____

Pace Car starts engine, lights on, advises "Pace Car Copy" and moves up to pit out (leaving clear space for exit of race traffic in pits

Clerk Of the Course advises chief course marshal of leader car number to be tracked

Chief Course Marshal advises stations of leader and requests leader tracking at all stations

Trackside Marshals confirm yellow flag status and track leader

Chief Course Marshal confirms track is yellow all around, listens for leader calls and repeats loudly

BARC Communicator confirms yellow track, leader car number, and repeats leader calls on BARC radio for pace car's information.

BARC Communicator confirms "Leader In Station 9"

"Pace Car Roll".

Pace Car "Pace Car copies, pace car rolling" and enters track - if leader is several cars behind the pace car this is what we want - pace car concentrates on getting out, not looking for the leader

Chief Course Marshal announces "pace car on circuit"

Pace Car reports car number immediately behind once and constantly reports track position by station

Pit Out Hold cars exiting Pits from when pacecar passes Start until pack has passed Pit Out

BARC Communicator constantly repeats pace car position & observes leader's position behind pace car.

At this point in the procedure the track is assumed to be under pace car control - marshals and vehicles proceed to remove the on-track situation. Once the track has been cleared to the satisfaction of the Clerk the remainder of the procedure takes place.

BARC Communicator When approved by the Clerk, advises pace car to wave cars past until car number ___ (the leader) is behind the pace car

Chief Course Marshal advises marshals "cars will be passing the pace car"

Pace Car waves cars past till correct car is reached, reporting when they have the requested car directly behind (still reporting their position at every station)

Chief Course Marshal requests tracking of last car to pass pace car

Trackside Marshals report when last car past pace car has reached the pack

BARC Communicator requests pace car lights off, advises starter green flag next time around

Pace Car turns off lights and acknowledges to control "lights out"

Chief Course Marshal advises cars are under starter's orders

Starter restarts race

2.00 PITS

Set-up and monitor Radar equipment

Set-up pit horn

Ensure one fire extinguisher is at every second pit.

Ensure that water extinguishers positioned.

Refer to rules for specific Series running in an event.

3.00 TIMING, LAP SCORING AND RESULTS

3.01  TIMING & LAPSCORING

This needs a rewrite

The Competitor shall discuss his/her T/L inquiry with the Clerk. If the T/L inquiry cannot be resolved orally, the Competitor shall record the T/L inquiry in writing (BARC provides a "Competitor's request for change of class designation form" to expedite and standardize this). The Clerk shall submit the T/L inquiries, grouped together by sessions; to the chief timer at mutually convenient times indicating the time when a reply is required.

Upon receipt of a response from the Chief Timer the Clerk shall inform the Competitor in writing of the decision.

T/L inquiries can only question the Competitor's own lap times, not other Competitors' times or finishing order. These must be protested.

CTA shall transmit them to the Results and Grids Department and to give one copy to the Clerk and one copy to the Stewards. The Clerk shall not sign or initial the results sheets.

When results are required by Podium in order to award trophies, the Clerk shall inform Podium of the results of that race ASAP. Should the results be subject to possible penalties which may change the finishing order, the Clerk shall inform Podium of this situation

3.02  RESULTS DISTRIBUTION AND GRID SHEETS

Mark the time of posting on each result sheet and post copies on the notice board. Make copies for Competitor pickup and for the following people: -

Race Organiser 1 copy

Announcer 1 copy

Post notices as requested by Control.

Receive Grid sheets prepared by T & L. Prepare copies as required by Mock Grid.

4.00 MOCK GRID

Agree number of grid sheets required with Results

Check PA system is working

Check extinguisher is in place.

Check type of scrutineering stickers with scrutineering.

5.0  PADDOCK

Record the location of all teams in the paddock and communicate with these teams as and when requested by Control.

6.00 RADIO SYSTEMS

6.01 SYSTEMS

All radios shall have 10 channels.

Channel 1 General Race Administration

Channel 2 Track Rescue dispatch, pace car, race Medical, and cleanup

6.03  RADIO PROTOCOL

The BARC radio nets may be monitored by anyone possessing a scanner and are therefore not a secure means of communication.

Radios shall be monitored at all times.

Radio silence is required during a pace lap and the first lap of a race, refrain from using the radio unless the call is urgent.

Radio operating procedures are described in APPENDIX "J" HOW TO USE YOUR RADIO

The radio nets shall not be used to broadcast unflattering or derogatory remarks about anyone. These types of remarks, even though they may be made jokingly, may be offensive or hurtful to someone monitoring these transmissions.

Channel 4, the "private" channel, shall only be used when Control has given permission for its use.

7.00 END OF DAY AND END OF EVENT ACTIONS

All staff shall remain on the radio nets until Control gives permission to go off net.

The Race Organiser shall ensure that ASN Canada FIA Incident Reports and the ASN Canada FIA Competition Event Report are completed and sent to ASN.

The Clerk shall ensure that the Stewards have a complete set of results, copies of ASN Canada FIA Incident Reports, Log of Driver Enquiries, Clerk's penalties, Marshal log, and all other documents required for the Stewards' Report.

All staff shall return all radio equipment to Communications, all CASC equipment to the CASC Trailer and hand in Emergency Team cards to the Castrol Tower.

The Clerk shall attend the post event Stewards' meeting if one is held.
