POSITION OBJECTIVES

The Stormwater Audit & Education Officer will foster sustainable behaviours and bring about real and measureable change by reducing stormwater pollution risks and raise awareness of environmental issues such as pollution and water quality.

FUNCTIONS AND RESPONSIBILITIES

Job Tasks

·  Implementation of an Audit Program for the industrial/commercial zones within the Bankstown LGA, for premises that have been levied. This will include:

o  Inspection of premises for stormwater pollution prevention opportunities;

o  Inspection of premises for stormwater harvesting and re-use opportunities.

·  Develop and conduct monitoring initiatives to assess the ongoing performance of the Audit Program.

·  Liaison with Council staff to develop and implement educational and promotional initiatives that improve the activities of commercial/industrial businesses in order to achieve best management practice.

·  Independently negotiate and provide solutions to owners/occupiers of industrial/commercial premises in relation to improved environmental practices.

·  Keep abreast of new technology regarding water pollution prevention, cleaner production and water conservation.

·  Deal with public enquiries and issues relating to the Stormwater Levy, including inspection of properties to determine if they are exempt from the stormwater management service charge.

·  Assist with determining priorities for Stormwater Levy funding.

·  Assist the unit to fulfill its obligations under Council's Community Plan in relation to the Stormwater Levy.

·  Prepare reports and answer correspondence related to the Storwmater Levy on behalf of the Manager.

·  Initiate regulatory compliance with respect to environmental legislation pertaining to water pollution in the premises inspected.

·  Undertake investigation of water pollution incidences under the POEO Act.

·  Exercise the delegations of authority and responsibility of the position.

·  Support the Team Leader, Environmental Education & other team members to implement the Community Environmental Education Strategy, focusing on litter and water programs and events to bring about real and measurable behaviour change.

·  Work in collaboration with all relevant units and departments within Council to help achieve the Team, Unit and Council objectives.

·  Represent Bankstown Council on relevant working groups and committees; and network with relevant industry and council officers to collaborate, and exchange ideas and resources.

·  Provide support to the Team Leader, Environmental Education and Manager, Resource Recovery as required.

Occupational Health & Safety

·  Comply with all responsibilities and authorities as detailed in the document – WHS Responsibilities and Authorities Document (Ref 229) as amended from time to time.

·  Act as an authorised or delegated staff member when requested by the manager to assist teams to comply with the requirements of the WHS Management System or WHS documentation that require specialist knowledge, training and skills.

·  Authorised or delegated persons will undertake occupational health and safety tasks as requested by their manager, only for which they have the appropriate training and skills.

QUALIFICATIONS AND EXPERIENCE

ESSENTIAL CRITERIA

Qualifications

·  Tertiary qualifications in Environmental Management or Environmental Science, or relevant industry experience.

Skills / Experience

·  Demonstrated high level experience in the process of environmental reviews/audits, collection of data and interpretation of results.

·  Sound knowledge of stormwater pollution control and source control techniques related to commercial/industrial practices.

·  Project management skills including allocation of resources, establishing priorities and scheduling of works.

·  Knowledge and understanding of relevant environmental legislation, including the Protection of the Environment Operations Act 1997.

·  Awareness of the requirements of regulatory authorities such as OEH, Sydney Water and WorkCover Authority, as relevant to environmental review programs.

·  Sound knowledge of water conservation and recycling practices.

·  Exceptional report writing skills, and well-developed oral communication skills, in particular conflict resolution and negotiation skills.

·  Current Class C1 Driver's licence, with a good driving record.

·  Experience in investigation and enforcement of environmental laws.

·  Awareness of Community Based Social Marketing and production of educational material.

·  Experience working in Local Government.
