HUD NOFA Q&A
Cheryl Patrick / REMINDER – Everyone needs to update the information in the Applicant Profile. Attach a PDF of your Applicant Profile to submit with your applications.
Also, be sure that you have the current FMR amounts for 2015. Instructions for this information are on page 32 of the detailed instructions.
Question 3B Q2
This question on the Project application was discussed in length.
3B 2, reads "Does your project participate in a CoC Coordinated Entry Process?” If you select "Y" you will not receive another question, however if you select "N" you will receive a box to explain why. During the meeting Natasha was asked draft some language for the CoC to use if they wish to answer that follow up question. Kate also supplied some language you could use. You are also welcome to use you own answers. Ultimately it is up to you as a Project Applicant to answer this question as you choose.
COC
"The BoS of Kansas CoC does not participate in a fully functional Coordinated Assessment system, as defined by this application, due to the depth of what such a process would require plus the manyobstacles facingthis BoS Continuums including but not limited to geographic, political and financial. Our CoC does have a Coordinated Entry Committee in place working to iron out process and implementation of certain components and hope to have the entire geographic area on board in the coming year. One region of our CoC, the South East Region, currently is piloting the VI-SPDAT as a common assessment toolandis workingtirelessly to smooth out that procedure and integrate it with our HMIS. This regional teamadministers the survey on all homeless individuals and families to identify need and then coordinates servicesamong themselves to house the identified clients." N.D.
“The Kansas BoS CoC is making progress toward participation in a Coordinated Assessment system. A Coordinated Entry Committee was established to provide technical assistance and support to all BoS CoC Regions as they move toward a Coordinated Assessment system. As such, the Kansas BoS CoC is taking a graduated approach starting with piloting the VI-SPDAT in the South East (SE) Region CoC currently. The SE Region CoC has a dedicated team in place working to streamline using the VI-SPDAT as the standardized assessment tool. A second VI-SPDAT pilot is being planned to roll out in the central area of Kansas later this year. While progress is being made, the Kansas BoS CoC does experience some significant challenges including geographic, political and financial that will be difficult to overcome in many of our Regional CoCs.” K.W.
Question 3B Q4 – Housing First
This also was discussed at length. The group decided that because we are only implementing a coordinated assessment pilot in the Southeast Region and not statewide, we could not answer “Yes” for this question. However, it would be ok to check the boxes under 3B Q4b for those items that you are currently doing. / Cheryl will send out the MOUs and the most recent version of the GIW
BHOC & HMIS Updates

If you have not received the Plan, please contact Natasha with the correct contact information for who this needs to be sent to.
