BACKGROUND INFORMATION ABOUT NEA

(i) NEA – the national energy action charity

National Energy Action (NEA) is a major national charity whose work to improve and promote energy efficiency brings social, environmental, housing and employment benefits. Working in partnership with central and local government, fuel utilities, housing providers, with consumer groups and voluntary organisations, NEA aims to eradicate fuel poverty and campaigns for greater investment in energy efficiency to help those who are poor and vulnerable. It currently employs 77 people, 46 based at the national headquarters in Newcastle upon Tyne, and 31 staff based in the English regions, Wales and Northern Ireland. NEA has a subsidiary company which, Warm Zones CIC, which employs around 50 people.

NEA achieves its objectives through:

* research and analysis into the causes and extent of fuel poverty and the development of policies which address the problem;

* providing advice and guidance on good practice in delivering energy efficiency services to low-income customers;

* developing national qualifications and managing their implementation to improve standards of training, practical work and the quality of energy advice;

* campaigning to ensure social and environmental objectives are brought together under national energy efficiency programmes;

* developing and managing demonstration projects in communities which show innovative ways of tackling fuel poverty and bring the wider benefits of energy efficiency to local communities.

(ii) The Development and Delivery Directorate

The charity’s head office is in Newcastle upon Tyne and it delivers projects across England, Wales and Northern Ireland. NEA currently comprises of six Directorates which deliver complimentary functions; External Affairs, which undertakes policy advice, development, research, stakeholder relations, partnership development and leads on income generation; Support Services headed by the Programme Director/Deputy Chief Executive which manages NEA’s finance, HR and business support functions; NEA Cymru and NEA Northern Ireland which manages the charity’s activities in the devolved nations; the Directorate of Development and Delivery which delivers our well established work programme activities and the directorate of Special Projects which delivers new and innovative streams of work with NEA members and partners using funding secured from non-traditional sources.

This post is part of the Directorate of Development and Delivery. The work of the Directorate tackles the problem of fuel poverty through the promotion of best practice in energy efficiency and affordable warmth and the provision of training and skills development to a wide range of organisations such as local authorities, the health sector, housing providers, fuel utilities, community organisations and the energy sector.

The Directorate delivers practical demonstration projects benefitting local communities. These projects seek to pilot innovative solutions to tackle fuel poverty, to promote the development of partnerships for this purpose and to facilitate the exchange of information between organisations that work with vulnerable households. The work of the Directorate is funded by private sector sponsorship for specific work programmes, charitable trusts, commissioned work and self-generated consultancy income. In 2015-17 the Directorate will also work in collaboration with the Special Projects Directorate to deliver NEA's innovative Health and Innovation Programme - a new £26.2 million scheme to deliver energy efficiency measures and related advice and additional support to vulnerable and fuel poor households.

(iii) The post of Project Development Co-ordinator (Technical Support)

This post will report into the Technical Development Manager. The post will be based in Newcastle and their role will be to: supervise, administer, deliver and monitor NEA work programmes for which the post holder has responsibility; support the development of new programmes of work including identifying new projects and those linked to the Health and Innovation Programme; negotiation with funders, preparation and presentation of proposals to relevant funding bodies; and liaising with appropriate voluntary, statutory, local authority, private sector, government and other relevant organisations to secure the effective delivery of projects. An important part of the post will be to provide data and statistical analysis services to the wider technical team, supporting all technical projects as directed by the Technical Development Manager (or equivalent).

Applicants should be able to demonstrate understanding or experience of energy efficiency, heating and insulation technologies and their application in domestic settings.

TERMS AND CONDITIONS OF EMPLOYMENT

Salary: The salary range is £26,208 to £30,451 local authority scale points 29-34.

Hours of work: 37 hours per week, Monday to Friday on a flexi-time basis. Applicants must be willing to work away from home as required. In the event of work undertaken on evenings or weekends, and which may involve travel away from the office, time off in lieu of payment is given.

Contract: This post is for a permanent full-time position.

Holidays: 25 days, plus 3 additional days in the Christmas/New year period, plus all public holidays.

Pensions and other benefits: NEA offers a money-purchase, non-contributory pension scheme, and 11½ % of basic salary will be paid by NEA into the pension. NEA also offers a death-in-service benefit scheme.

Office: The post is based at NEA’s Head Office in Newcastle upon Tyne.

Responsible to: Technical Development Manager

Responsibilities:

1  To supervise, administer, deliver and monitor NEA work programmes for which the post holder has responsibility.

2  To support the development new programmes of work including identifying new projects, negotiation with funders, preparation and presentation of proposals to relevant funding bodies.

3  To liaise with appropriate voluntary, statutory, local authority, private sector, government and other relevant organisations to secure the effective delivery of projects.

4  To engage with individual householders, communities and landlords to deliver project aims, and support these stakeholders where appropriate.

5  To maintain and process appropriate records, statistics and performance data in order to ensure the progress of work towards project targets is monitored and that project outcomes may be fully demonstrated, evidenced and evaluated.

6  To produce regular written reports on project progress and achievements for project funders and for NEA management, including interim and final reports detailing project achievements and outcomes.

7  To conduct literature searches and reviews to support project reports and funding applications.

8  To provide data and statistical analysis services to the wider technical team, supporting all technical projects as directed by the technical Development Manager (or equivalent).

9  To contribute to the delivery of other NEA work programmes and projects.

10  Other responsibilities commensurate with the grade and nature of the post may be agreed from time to time.

PERSON SPECIFICATION


Project Development Co-ordinator (Technical Support Officer)

Candidates should meet the following requirements:

Essential Requirements

1  Educated to degree level with relevant experience of technical monitoring or evaluation.

2  Experience of designing, specifying and managing technical projects in the fields of energy efficiency.

3  Experience of qualitative and quantitative research methodologies including the design of questionnaires, data collection and data validation.

4  Experience and ability to statistically analyse and interpret large volumes of technical data.

5  Experience and competence in the use of the Microsoft Office suite of applications, including Word, Excel, PowerPoint, Access and Outlook.

6  Ability to write high quality accurate technical and non-technical reports aimed at a variety of audiences.

7  Excellent interpersonal skills and ability to build trust and rapport with a range of communities and individuals.

8  Excellent written and oral communication skills.

9  Self-motivation and the ability to prioritise work with limited supervision.

10  Ability & desire to work on a wide range of projects, of a technical and non-technical nature.

11  Ability and desire to work as part of a team, offering advice and support to others when necessary.

12  Be committed to Continual Professional Development (CPD) and be willing to attend additional training where agreed with management.

13  Ability and willingness to travel extensively throughout the UK.

Desirable Requirements

1  Awareness of the environmental, social and economic problems of deprived areas and the roles of the public, private and voluntary sectors in tackling them.

2  Experience in the provision of energy efficiency advice to low income households.

3  Knowledge of energy efficiency measures and solutions for householders.

4  The ability to work with a wide range of people and experience of working with low income and/or other disadvantaged groups.

5  Knowledge of funding mechanisms available for energy efficiency improvements in low-income households.

6  Experience of the preparation, administration and delivery of training.

7  Competence in the use of SQL and the Visual Basic (VB) programming languages.

8  Knowledge of Domestic Energy Assessment with experience of surveying properties and generating Energy Performance Certificates.

9  Experience of conducting literature searches and reviews, with the aim of supporting project reports and funding bids.
