B9ARecord keeping and reporting requirements for coating operations that:

(a)are subject to OAC rule 3745-21-07(G)(2),

(b)always employ photochemically reactive materials,

(c)employ control equipment to meet the 8 lbs/hr and 40 lbs/day emission limitations, and

(d)it is reasonable for the entity to maintain hourly records

Note:OAC 3745-21-07 has been modified to include only emission units for which installation commenced prior to the effective date of the rule revision (2/18/08).

Note:The appropriate parametric monitoring terms and conditions for the control equipment should also be included in the permit, where required.

B.9.aRecord Keeping Requirements[OAC rule 3745-21-07(G)(2)]

(1)The permittee shall collect and record the following information for each day for the coating operation:

  1. the company identification for each coating and photochemically reactive cleanup material employed;
  2. the number of gallons of each coating and photochemically reactive cleanup material employed;
  3. the number of gallons of each coating and photochemically reactive cleanup material employed each hour of the day;
  4. the organic compound content of each coating and photochemically reactive cleanup material, in pounds per gallon;
  5. the total controlled organic compound emission rate for all coatings and photochemically reactive cleanup materials, in pounds per day (i.e., calculated using the overall control efficiency from the most recent performance test that demonstrated that the emissions unit was in compliance); and
  6. the total controlled organic compound emission rate for all coatings and photochemically reactive cleanup materials, in pounds per hour for each hour of the day (i.e., calculated using the overall control efficiency from the most recent performance test that demonstrated that the emissions unit was in compliance).

[Note: The coating information must be for the coatings as employed, including any thinning solvents added at the emissions unit. Also, the definitions of “photochemically reactive” and “nonphotochemically reactive” are based upon OAC rule 3745-21-01(C)(5).]

Please note that the following section must be added to this term and condition if the emissions unit is subject to an annual organic compound emission limitation. The information required by this section may be collected and recorded at a frequency determined by the permittee (e.g., daily, monthly, quarterly, or semiannually).

(2)The permittee shall collect and record the following information for the purpose of determining annual organic compound emissions:

  1. the company identification for each nonphotochemically reactive cleanup material employed;
  2. the number of gallons of each nonphotochemically reactive cleanup material employed;
  3. the organic compound content of each nonphotochemically reactive cleanup material, in pounds per gallon; and
  4. the total controlled organic compound emission rate for all nonphotochemically reactive cleanup materials, in pounds (i.e., calculated using the overall control efficiency from the most recent performance test that demonstrated that the emissions unit was in compliance).

B.9.bReporting Requirements[OAC rule 3745-21-07(G)(2)]

Note:If the permit is modified, the reporting requirements would follow OAC 3745-15-03; and the appropriate reporting terms would be found in the terms entitled “Reporting Requirements for PTIs, FEPTIOs, and PTIOs”, term # RPT.

(1)The permittee shall submit quarterly deviation (excursion) reports that include the following information:

  1. an identification of each hour during which the controlled organic compound emissions from the coatings and photochemically reactive cleanup materials exceeded 8 pounds per hour, and the actual controlled organic compound emissions for each such hour; and
  2. an identification of each day during which the controlled organic compound emissions from the coatings and photochemically reactive cleanup materials exceeded 40 pounds per day, and the actual controlled organic compound emissions for each such day.

The deviation reports shall be submitted in accordance with the General Terms and Conditions (currently known as the Standard Terms and Conditions) of this permit.

Please note that one of the following sections must be added to this term and condition if the emissions unit is subject to an annual organic compound emission limitation and the permittee has not proposed an equivalent approach for reporting the annual organic compound emissions.

This term may be used for a Title V or non-Title V Facility:

(2)The permittee shall also submit annual reports that specify the total organic compound emissions from this emissions unit for the previous calendar year. These reports shall be submitted by January 31 of each year.

Or if the facility is a Title V facility, the annual reporting requirement may be satisfied with the submission of the fee emissions report, due April 15th of each year.

(2)The permittee shall also submit annual reports that specify the total organic compound emissions from this emissions unit for the previous calendar year. The reports shall be submitted by April 15 of each year. This reporting requirement may be satisfied by including and identifying the specific emission data for this emissions unit in the annual Fee Emission Report.
