Terms Last Revised: 5/31/2016

B15ERecord keeping and reporting requirements for new coating operations that:

(a)have hourly and daily organic compound emission limitations pursuant to a PTI and BAT determination,

(b)are required to employ only nonphotochemically reactive materials,

(c)are not followed by an oven which is subject to OAC rule 3745-21-07(G)(1),

(d)employ control equipment, and

(e)it is reasonable for the entity to maintain hourly records

Note:OAC 3745-21-07 has been modified to include only emission units for which installation commenced prior to the effective date of the rule revision (2/18/08).

Note:This term and condition can be used if the emissions unit is or is not subject to an annual organic compound emission limitation.

Note:The appropriate parametric monitoring terms and conditions for the control equipment should also be included in the permit, where required.

Note:If the control equipment is employed to meet a control efficiency rather than the 8 lbs/hr and 40 lbs/day emission limitations, use the appropriate term for the control equipment in terms numbered B12I, B12K,B12 M, B12O, or B12Q, to obtain the appropriate excursion-based reporting requirements for the control equipment parameter being monitored.

B.15.eRecord Keeping Requirements[OAC rule 3745-31-05(A)(3)]

(1)The permittee shall collect and record the following information for each day for the coating operation:

  1. the company identification for each coating and cleanup material employed;
  2. the number of gallons of each coating and cleanup material employed;
  3. the number of gallons of each coating and cleanup material employed each hour of the day;
  4. the organic compound content of each coating and cleanup material, in pounds per gallon;
  5. the total uncontrolled organic compound emission rate for all coatings and cleanup materials, in pounds per day;
  6. the total uncontrolled organic compound emission rate for all coatings and cleanup materials, in pounds per hour for each hour of the day;
  7. the total controlled organic compound emission rate for all coatings and cleanup materials, in pounds per day (i.e., the value from (e) multiplied by the overall control efficiency from the most recent performance test that demonstrated that the emissions unit was in compliance); and
  8. the total controlled organic compound emission rate for all coatings and cleanup materials, in pounds per hour for each hour of the day (i.e., the value from (f) multiplied by the overall control efficiency from the most recent performance test that demonstrated that the emissions unit was in compliance).

[Note: The coating information must be for the coatings as employed, including any thinning solvents added at the emissions unit.]

[OAC rule 3745-31-05(A)(3)]

B.15.fReporting Requirements[OAC rule 3745-31-05(A)(3)]

Note:If the permit is modified, the reporting requirements would follow OAC 3745-15-03; and the appropriate reporting terms would be found under the General Reporting Terms, the “Reporting Requirements for PTIs, FEPTIOs, and PTIOs”, term # RPT.

XXXX1:specify the hourly emission limitation in “a”

XXXX2:specify the daily emission limitation in “b”

(1)The permittee shall submit quarterly deviation (excursion) reports that include the following information:

  1. an identification of each hour during which the total controlled organic compound emissions exceeded [XXXX1] pounds per hour, and the actual organic compound emissions for each such hour; and
  2. an identification of each day during which the total controlled organic compound emissions exceeded [XXXX2] pounds per day, and the actual organic compound emissions for each such day.

The quarterly deviation reports shall be submitted in accordance with the General Terms and Conditions of this permit.

[OAC rule 3745-31-05(A)(3)]

Please note that one of the following sections must be added to this term and condition if the emissions unit is subject to an annual organic compound emission limitation and the permittee has not proposed an equivalent approach for reporting the annual organic compound emissions.

This term may be used for a Title V or non-Title V Facility:

(2)The permittee shall also submit annual reports that specify the total organic compound emissions from this emissions unit for the previous calendar year. These reports shall be submitted by January 31 of each year.

Or if the facility is a Title V facility, the annual reporting requirement may be satisfied with the submission of the fee emissions report, due April 15th of each year.

(2)The permittee shall also submit annual reports that specify the total organic compound emissions from this emissions unit for the previous calendar year. The reports shall be submitted by April 15 of each year. This reporting requirement may be satisfied by including and identifying the specific emission data for this emissions unit in the annual Fee Emission Report.
