DIRECT AID PROGRAM

APPLICATION FORM 2013-14

GENERAL INFORMATION

The Direct Aid Program (DAP) is a small discretionary grants scheme that is administered by the Australian High Commission and is specifically designed to respond quickly and effectively to requests for assistance by providing small grants for small-scale development activities in developing countries.

DAP encourages projects that address among other areas, the following issues:

·  poverty alleviation;

·  gender issues;

·  children and youth;

·  disadvantaged groups;

·  health issues; and

·  environmental issues.

DAP applications will be considered according to:

·  the benefit it will provide to the community;

·  the sustainability of the project and the need for any ongoing costs;

·  project management history;

·  type of project proposed and location;

·  the submission of quotes from suppliers with the DAP application; and

·  full details of the project manager, including contact details.

DAP applications may not be considered if:

·  it the project proposal is for routine running costs and administration expenses, entertainment and event promotion or costs associated with attending training courses and conferences and sporting activities that are unable to demonstrate a development outcome;

·  it is for payment of salaries or fees for consultants and advisors;

·  micro-finance projects or micro-credit schemes that involve a return of money;

·  the project is for assistance to an individual, family or limited number of people;

·  the risk assessment are not described clearly;

·  the project is believed to be not sustainable;

·  the project manager or community have not completed or acquitted a previously funded project;

·  the location is not easily accessible, communication, transport, land issues and/or ordering of equipment which no one can maintain or no spare parts are available on the island etc

All DAP funds will be paid to the supplier on receipt of a formal letter delivered to the Australian High Commission, confirming delivery of goods and/or services.

If required, recipients must have an appropriate bank account. Recipients of DAP funds will be required to account for all money spent. Please retain original receipts, where possible, or document how funds are spent and submit to the report to the Australian High Commission upon completion of the project.

All sections of the application form must be completed and in English. If the application form does not provide enough space, please attach additional sheets of information as required. When completed, please return to Dimi Spring or Eimi Betiota at the Australian High Commission, Tarawa.
