Ministry of Petroleum & Natural Gas has reserved 7 1/2% of all types of dealership agencies of the public sector oil companies for Physically Handicapped / Government personnel ( other than Defence personnel disabled on duty / Widows of Government personnel ( other than Defence personnel who die in the course of duty ).

The oil industry appoints its dealers / distributors through an advertisement in one English daily and one regional daily having maximum circulation in the district in which the dealership is to be located.

ELIGIBILITY CRITERIA

  • Indian Nationality
  • Age group ( Between 21-30 years)
  • Educational Qualification ( Matriculation or equivalent )
  • Physically handicapped person should produce a certificate from Civil Surgeon / CMO or Superintendent of Govt. Hospital that he / she is O.H. to the extent of minimum 40% permanent partial or either upper or lower limb or both upper and lower limbs together.
  • The candidate income should not be more than Rs 50,000/- per annum. Income for this purpose would include the income of the candidate, his / her spouse, dependent children put together, In case of dependent his / her parents income would also be taken into consideration.

Indian Oil Corporation released a brochure for the selection of dealers in july 2011. As per the brochure, there is 5% reservation quota for physically handicapped for the petrol/diesel dealership.

Allotment of petrol pumps

Ministry of Petroleum & Natural Gas has commissioned 446 petrol pumps/gas agencies for the dependence of martyrs of Kargil war, out of which 303 are petrol pumps and 143 are gas agencies. Statwise figures are not maintained.
Widows/next of kin of Kargil martyrs have been paid an ex-gratia of Rs.10 lakh each and have been sanctioned liberalized family pension based on the last pay drawn by the deceased soldier. They have also been given Rs 5 Lakh for housing and Rs 1 lakh per child or Rs 2 lakh per family for education of children. Further where next of kin are not parents, Rs 2 lakh have also been paid as parental assistance. Statewise figures are not maintained.
The above benefits were exclusively for the dependents of martyrs of Kargil war as Operation Kargil was specifically notified as an international war by the Government.
The details of the scheme for allotting petrol pumps/gas agencies to the dependent of martyrs are given here under:
(i) The guidelines for allocation of Petrol Pumps or Gas Agencies to entitled Disabled ESM/Widows, dependents have been issued by Ministry of Petroleum & Natural Gas vide its letter No.P-39012/1/1999-IOC, dated 9th October 2000. As per above guidelines, Ministry of Petroleum & Natural Gas has reserved 8% of Oil Product Agencies for the following five categories of Defence Personnel:-
(a) Priority I: Widows/dependents of Posthumous Gallantry Award winners.
(b) Priority II: War Widows/dependents
(c) Priority III: War disabled (Disability 20% and above)
(d) Priority IV: Widows /dependents of those who died in harness due to attributable to Military Service.
(e) Priority V: Disabled in peace with disability 20% and above attributable to Military Service.
(ii) In addition to the above, Ministry of Petroleum & Natrual Gas has also instituted Rajiv Gandhi Gramin LPG Vitrak (RGGLV) Yojna vide its letter NO. P-20020/22/2009-Mkt, dated 6th August 2009. As per the scheme 25% quota reserved for combined category which includes Paramilitary Personnel, Government Employees, Defence Personnel and Outstanding Sports Personnel. The entitled category of ESM/Widow/Dependent includes War widows/dependents of those who died in war, War disabled/disabled on duty, Widows/dependents of those who died in harness due to attributable cause and Disabled in peace due to attributable cause.
(iii) A Special Scheme for allotment of Retail Outlet Dealerships (Petrol Pumps)/LPG Distributorship (Cooking Gas Agencies) to the widows/next of kins of the Defence personnel killed in action in ‘Operation Vijay’ in the Kargil Sector was launched in the year 1999. A total of 500 Retail Outlet dealerships (Petrol Pump)/LPG distributorships (cooking gas agencies) were earmarked under the scheme. The scheme was formulated by Ministry of Petroleum & Natrual Gas in consultation with Ministry of Defence. Under the scheme, the Director General Resettlement in the Ministry of Defence was to recommend to Ministry of Petroleum & Natural Gas the names of the beneficiaries alongwith the locations where the dealerships/distributorships were proposed to be setup. Thereafter, allotments were approved by Ministry of Petroleum & Natural Gas subject to the conditions that the locations opted for were commercially viable.

News: 27 pc reservation for OBCs in new petrol pump allotment

NEW DELHI: The oil ministry on Friday changed fuel marketing guidelines to carve out the biggest piece of pork-barrel in recent times by reserving 27% of new petrol pump dealerships for OBC (other backward class) applicants.

To ensure that the move is not criticized as a vote-bank patronage, the revised guidelines also said all future dealers would be selected through draw of lots. A ministry statement, however, said the step was being taken to make the dealer-selection process more transparent by removing any subjectivity.

As first reported by TOI on October 19, 2011, the oil ministry had pushed state-run fuel retailers to announce opening of 11,600 new petrol pumps ahead of elections in five states that concluded in March, 2012.

The changed guidelines would help extract the maximum political benefit for the ruling coalition in upcoming assembly elections, particularly Gujarat, by reserving most of these new petrol pumps for a big chunk of voters.

The ministry first made the move in January, 2012, but it got stuck because of the model code of conduct kicking in ahead of the state polls. But with oil minister S Jaipal Reddy approving the proposal on Thursday, the ministry's corridors in Shastri Bhavan are expected to see a rush of favour-seekers once again, harking back to days when quotas and VIP references held key to a cooking gas connection or a petrol pump.

The guidelines reserve 25% of new pumps for SC and ST applicants. The new guidelines would see that reduced to 22.5%, while 27% dealerships would be reserved for OBCs. The remaining 50% of the pumps would be for general category candidates. About 33% of the locations in each category are reserved for women belonging to that particular category.

In addition, physically handicapped, former/martyred paramilitary/police personnel, freedom fighters and outstanding sportspersons would also get quota in each of the three categories — SC/ST, OBC and general.

Physically-handicapped persons get 5% reservation, while paramilitary/police/government personnel and defence personnel are each allotted 8% of new petrol pumps. Another 2% reservation is provided for freedom fighters and outstanding sportspersons, taking the overall reservation to 50%.
