AUDIT OF AMADOR ABANDONED VEHICLE ABATEMENT SERVICE AUTHORITY

PROPOSAL No. 04-49

DESCRIPTION:

The County of Amador is seeking sealed proposals for an audit, in accordance with the requirements described herein, of the Amador Abandoned Vehicle Abatement Service Authority.

INSTRUCTIONS:

Your proposal must be submitted on the form provided herein (Proposal Form) in a sealed opaque envelope. Your return address and the proposal number (#04-49) must appear on the outside of the envelope.

Sealed Proposals will be received by the County of Amador Purchasing Office; by U.S. Mail at 12200-B Airport Road, Jackson, CA 95642-9527; or delivered in person, U.P.S., Federal Express, or by any other means to 12200-B Airport Road, Martell, CA; until 1:30 pm, Thursday, January 6, 2005, at which time, sealed proposals will be opened and read in the office of the Director of General Services Administration, located at the above Martell address. Proposals received late, will be rejected and returned unopened.

PROPOSAL CONTENT:

Your proposal package must contain the following:

  1. Completed Proposal Form.
  2. Supplemental information regarding your approach to the project, qualifications, experience, education, professional affiliations, registrations, permits, certificates and licenses.
  3. Evidence of your insurance coverage, such as insurance certificates. (Insurance requirements are listed in the attached contract).

GENERAL:

The Board of the Amador Abandoned Vehicle Abatement Service Authority (AVA) reserves the right to accept or reject any or all proposals. All proposals will become a part of the official files of the County of Amador and the AVA without obligation to the County of Amador and the AVA.

AUDIT GUIDELINES:

The audit shall ensure that funds are being spent in accordance with Sections 9250.7 and 22710 V.C and shall be performed by a certified public accountant or public accountant pursuant to Section 6505 GC.

The period to be audited shall be July 1, 2002 through June 30, 2003. Alternate proposals to include an audit of the period July 1, 2003 through June 30, 2004 will also be considered.

An exit conference will be held with Linda Van Vleck, Amador County Code Enforcement Officer.

The most recent audit was performed by Jackson D. Brown CPA, P.O. Box 509, Carmichael, California 95609, of the 2001-2002 fiscal year. Previous audit information is available from the Amador County Auditor.

Preliminary work may begin at time of award of contract and all work shall be completed by June 6, 2005.

Payment shall not be made until audit is completed.

The total proposed cost for each fiscal year’s audit and the total proposed cost of both audits (2002-2003 and 2003-2004) shall be submitted on the Proposal Form.
