Minutes of Monthly Meeting held on 15th October 2007 at 2.30 p.m.

1.0Confirmation of Minutes:

The minutes of meeting held on

1.1 Proposed Cllr. P. Cantwell:

5.1+5.3 Agreed to meet in Committee to discuss said items.

  • Joe Fahy Engineer outlined the background for the remedial works and what it encompassed, namely 12 houses and 3 bays along with a manager’s office after a consultation period, involving existing residents and Traveller groups and the design will encompass CCTV and proper security.
  • The design will encompass CCTV and proper security .
  • Next step is Part VIII procedure, cost analysis and Dept.funding report and assessment.
  • During works existing families will have to be temporarily accommodated.
  • Cllr. Cantwell does not see this as a solution to problems on site and wondered where visitors would go.
  • Cllr. Murray agrees that this is an improvement but may cause some problems due to the amount of open space within the development and would ask the question where there is a provision with the scheme to cator for large families and asks are they required to pay rent.
  • Cllr. Higgins understanding that there are legal obligations to provide a halt-site and there is a group scheme and wonders will we be now asked to provide another halt-site elsewhere within the Town/Area. Cllr. Higgins also raised queries in relation to the design of the public space.
  • Cllr. Fegan also wondered if this development would remain designated as a halt-site and questioned the relocation area as being a suitable location. But ultimately agrees that the development is good.
  • Cllr. Butler echoed the above sentiments and asked if there was a Manager there at present and why are we placing members of the Travelling Community in Social Housing if this scheme is in the offing.
  • J. Fahy suggested that members should examine St. Patricks Park for a successful operational scheme.
  • L.Whelan clarified that residents looking for normal accommodation were assessed on a need and will continue to be regarded as a halt-site, however if there was a demand for an additional halt-site it would have to be addressed.
  • J. Fahy stated there is a manager in place who operates in very difficult circumstances. The needs of families are being catered for within the scheme.

Part VIII Proposal Cottage at Maudlin

  • L. Whelan outlined details of above report and history of above scheme in accordance with the Traveller Accomodation Programme. L. Whelan would also hope to accommodate them in remedial works too.
  • Cllr. Cantwell stated that this was Mrs. Leavey’s land and would have grave concerns over the fact that a high voltage cable was nearby.
  • Cllr. Fegan raised queries in relation to zone created originally and that the cable of the house would front onto also agreed with factors of the cable and was so close to Maudlins graveyard.
  • Cllr. Higgins raised the point if we are stating this site was for planning then it should be maybe deferred until the development plan review is complete.
  • L. Whelan stated that planners would look at issues revised however he will revert to the planner with queries raised pending clarification of items raised.
  • Cllr. Fegan feels we have legitimate planning concerns and should be considered before any decision is made.
  • Cllr. Carey proposed a request for further information from Planners should be considered before any decision is made.
