Unitary: Given that the study produced by AVDC has already considered the two unitary model the County Council has agreed that the option of a single unitary council for Buckinghamshire should be explored. This would then ensure that residents and key stakeholders have two options to consider. Once the study is complete it will be available on line for consultation by all. The direct link to the consultation will soon be published but I am sure that logging on to Buckscc.gov.uk will take you to it. I will keep you informed.
Home to School Transport Consultation 2016 Here is a link to the consultation. Changes to Dial-A-Ride across Aylesbury Vale: A series of community meetings are currently underway to look at how we might best continue to help keep our more isolated and vulnerable members mobile. Buckinghamshire Disability Services (BuDS)have produced a survey on the Aylesbury Vale Dial-A-Ride service closure which will also help to provide a picture of where people are and what support they might be looking for. Energy from Waste - our EfW plant at Greatmoor is now complete and is now finally accepted.It has taken 10 years to develop. The facility will process 300,000 tonnes of waste a year. It will save £150 million over 30 years by avoiding landfill charges and selling the electricity – enough to power 36,000 homes. These savings will support wider Council services. FCC Environment will run the facility for the Council in a 30-year partnership. Brexit- We have issued a clear communication to all staff and the press that, regardless of the Referendum result, it is 'business as usual' in Bucks. We are the 'Entrepreneurial Heart of England' and we expect to weather any short term turbulence and have the entrepreneurial spirit to help the UK make the best of the resultant changes. Clearly the prospect of Governmental changes may make discussions and decisions withMinisters on all topics more problematic. Grass cutting: where, when, and why: Grass cuttingis undertaken primarily for safety reasons; to ensure that forward visibility requirements for road users are maintained. Rural cuts take place twice a year and, in general, a one metre swathe will be cut adjacent to the road, with wider areas cut at junctions, inside bends or other areas where additional visibility is required.Urban grass cuttingtakes place at more frequent intervals,with scheduled cuts commencing in April this year and set to continue ‘til October. Devolved Services:Some grass cutting has been devolved to parish councils. Many of the parishes in Buckinghamshire have signed an agreement to take over responsibility for a number of County Council activities, including their ownurbangrass cutting. Transport for Bucks will retain responsibility forruralgrass cutting within all parishes, and also for cutting grass on central reservations. New website supports LGBT people in Bucks:A group of voluntary organisations have come together with Bucks County Council and Thames Valley Police to create LGBT Bucks, an attractive new website that offers support across a range of issues for people in Buckinghamshire who are lesbian, gay, bisexual or transgender (LGBT). - Cllr Berry reported on some antisocial parking problems within Buckingham Park.
- Cllr Looker reported on a matter relating to the bus stop and the Chairman will raise this with the bus service.
- Cllr Jones stated that the newsletter letter was ready for delivery
- Cllr Poth reported that the flag was continually wrapped around the flag pole and that rubbish bins were overflowing at the pond area – these are emptied by the developers.
- Cllr Christensen reported on some matters relating to traffic survey by BCC and Neighbourhood Watch set up on Buckingham Park.
Cllr Glover left the meeting at 8.25pm
RESOLVED: Chairman to reconvene meeting under Standing Orders
- Parking Strategy
To receive an update on the work related to the parking strategy and other plans.
General discussion took place on the work needed to engage with the community on matters relating to parking and vehicle access and progress through Buckingham Park.
It was RESOLVED: that the following would be done to engage with residents and obtain a list of concerns, requests and other information to enable the parish council to address, if possible, some the issues of concern.
- The current BP road and street maps to be used for consultation
- The Chairman to ensure the maps are updated with a view to have them laminated and put on a board as agreed previously
- Cllr Steven Lambert to be contacted by the Chairman to request, again, further information to assist Cllr Whitlock on taking the Parking Strategy forward.
- Two sessions are booked for community engagement. Both to be held in the community centre on 26th and 28th July, 2016 from 7.30pm to 8.30pm. Cllrs are requested to attend the events and assist in logging information gained from residents. There will also be sessions arranged at the school.
- The Chairman to purchase, and be reimbursed, for a number of “20 is Plenty” stickers for the school to give to pupils as part of a school competition. Cllr Whitlock to make the necessary arrangements with the school on these matters and their involvement in the Parking Strategy.
- Cllr Whitlock was requested to put all information on parish council and other social media sites.

To receive any updates from the Developers regarding adoption or maintenance

To receive any updates on the transfer of open spaces via Developer/AVDC to BPPC

RESOLVED: To agree the following orders and retrospective orders forpayment:

RESOLVED: To receive and agree the Councils Financial statements, income / expenditure report presented by the Clerk of the Council.
- Planning Applications
To receive, comment and to either object, support or oppose the following planning
Applications. To consider late applications presented by the Clerk.
All applications are sent to councillors electronically and cllrs should look at the AVDC website for details of all applications prior to decision at parish council meeting.
- No applications received.
RESOLVED: The Clerk to deal with non contentious planning applications during the Council recess in August.
There being no further business of the Council, the Chairman closed the meeting at 8.50pm
