I am seeking to employ a person with relevant experience at a strategic level to assist me and my leadership team to deliver our priorities in this important area.In addition you will be expected to represent the Commissioner’s team at Youth Offending Team meetings, as well as other strategic partnership meetings across the South Wales area.

Following initial success in obtaining funding from the Police Innovation Fund, we are now entering a critical phase of implementation and this role will be crucial in delivering long-term sustainable initiatives to provide the necessary support to divert people away from the criminal justice system, and ensure a coherent approach to youth justice.

INTRODUCTION

The overall responsibility of the South Wales Police and Crime Commissioner is to maintain an effective and efficient police service and to play a leading role in crime reduction and community safety in the force area.

To assist him in this, the Police and Crime Commissioner is seeking to appoint apolicy lead for youth justice and young people.Reporting into an Assistant Police and Crime Commissioner, the role will be based at South Wales Police Headquarters, Bridgend, but operate across the whole South Wales Police area.

OVERVIEW OF THE ROLE

Department: Police and Crime Commissioner for South Wales

Location: Tŷ Morgannwg, Police Headquarters, Bridgend, CF31 3SU

Security Vetting: Checks will be made at two levels which are: Management Vetting and a Security Check. The first category involves local checks on South Wales Police systems and the second is a national check with MI5

Responsible to:Assistant Police and Crime Commissioner (Victims, Offenders and the Criminal Justice System)

Liaison With: Police and Crime Commissioner and leadership team Chief Constable, Chief Officers, Members of Parliament, Assembly Members, Councillors, local partner organisations including Local Authorities, NHS Bodies, Probation, etc, as well as voluntary and community organisations and members of the public

ROLE PROFILE

Purpose:

Reducing offending and reoffending amongst young people (under 18) andin the 18 – 25 age group is a key priority for the South Wales Police and Crime Commissioner.

We know that people in the 18-25 age group are committing a disproportionate amount of recorded crime and that, althoughfirst time entrants to the criminal justice system has fallen dramatically in the under 18 age group, more crime is being committed by those who do re-offend.

We have been working with partners to apply the lessons learned from the work with under 18s to the 18-25 age group, creating further headroom for the police and other services, using precious resources in the most effective way for those who do offend.

To continue our work in this area the Police and Crime Commissioner is looking for an individual with proven experience in youth justice and an understanding of how the support mechanisms of the youth offending teams and fresh approaches can be translated into work with the 18-25 age group. The post holder will work across the force area as required and develop this policy area and is expected to work with all relevant partners and stakeholders to ensure the successful delivery of initiatives within this policy areato assist in the delivery of the wider priorities within the Police and Crime Reduction Plan.

This role will require a high calibre, dynamic individual with a professional demeanour and proactive approach; someone with the desire to make an impact coupled with the communication and organisational skills to follow that vision through.

Key elements of the role will include:

  • Supporting and advising the Commissioner and leadership team on policy area
  • Representing the Commissioner’s team at youth offending team meetings across the South Wales Police area,
  • Attending partnership meetings to report on policy area
  • Delivering the 18-25 triage programme to provide long-term, sustainable diversionary support
  • Working with Youth Justice Board and Public Health Wales to develop and implement the Enhanced Case Management programme across South Wales Police area which encompasses the Adverse Childhood Experiences (ACEs) approach to reduce offending and reoffending rates
  • Maintaining strong and consistent relationships with colleagues within South Wales Police and partners to ensure a coherent approach to tackling offending and reoffending across South Wales Police area
  • Identify opportunities to collaborate with partners in the development of new interventions particularly aimed at the 18 – 25 age group or at young offenders.
  • Work with colleagues to monitor youth offending performance and ensure that the budget to which the Commissioner makes a significant contribution is being spent effectively

Main Responsibilities

Advice and Guidance
  • Provide advice to the Police and Crime Commissioner, leadership team, and other stakeholders in relation to youth offending (under 18) and 18-25 age group
  • Provide advice and guidance on escalated, varied and complex issues relating to area of work
  • Resolve complex problems independently, referring major issues to senior colleagues
  • Identify and escalates serious problems

Business Improvement
  • Contribute to the successful delivery of projects that will support the priorities within the Police and Crime Reduction Plan
  • Work with partner agencies and stakeholders to provide a more effective partnership approach to reducing offending and re-offending within youth offending and the 18-25 age group
  • Conduct a robust review of project implementation to ensure that business benefits and project objectives have been delivered and are being realised

  • Individuals are required to effectively engage with internal and external individuals at all levels, in order to provide a high quality standard of service

  • Ensure unit meets its obligation with regards to Health & Safety and escalate serious problems
  • Monitor and ensure compliance with all regulations and policy guidelines

In addition, the post holder must be prepared to undertake such additional duties which may result from changing circumstances, but which may not of necessity, change the general character or level of responsibility of the post.

The fulfilling of these responsibilities may require the need to travel around Wales and England.

PERSON SPECIFICATION

Qualifications

  • Experience of operating at a strategic level within a youth work or youth justice environment, with a developed understanding of offending and reoffending within the 18-25 age group
  • Relevant qualifications or ability to demonstrate equivalent experience.

The expectation of the successful incumbent will be high levels of performance, including attendance, and being flexible in your approach to working hours.

Team members are expected to undertake relevant training in respect of their role.

Team members will be vetted to the required standard for the role. They must maintain safe working practices for self and others in accordance with Police and Crime Commissioner Statement of Policy on Health and Safety and be responsible for identifying all risk management issues arising out of work duties and taking appropriate action.

Team members will be subject to annual appraisal, which will incorporate a review of the post holder’s performance against the competencies and accountabilities for the role.

All members of the Police and Crime Commissioner’s team must be able to work with members of minority groups of all sorts and to provide service to minority groups in the community. They must contribute to an open, fair working environment where inappropriate behaviour is not permitted and be committed not to contribute in any way to workplace bullying or any other form of discriminatory behaviour.

POLITICALLY RESTRICTED POSTS

The Policy Lead for Youth Justice and Young Adults is a politically restricted post.

The Local Government and Housing Act 1989 places an obligation upon staff of the Police and Crime Commissioner to prepare a list of all posts which are regarded as politically restricted. The Act imposes restrictions on public political activity by the holders of such posts.

All staff of the Police and Crime Commissioner, except for the Commissioner and the Deputy Police and Crime Commissioner, are politically restricted.

In summary, the restrictions imposed on post holders include:

  • Becoming (whether by election or otherwise) or remaining a member of a Local Authority, of the National Assembly for Wales, of the European Parliament or of the House of Commons, or Police and Crime Commissioner;
  • Announcing, or allowing others to announce, ones candidature for one of the aforementioned offices;
  • Holding office in a political party;
  • Canvassing at elections; and
  • Speaking or writing publicly on matters of party political controversy.
