1.INFORMATION ABOUT THE FORUM FISHERIES AGENCY

The Forum Fisheries Agency (FFA) was established in 1979 in response to the member countries’ desire to promote regional cooperation and coordination in respect of fisheries issues and their concern to secure maximum benefits from the living marine resources of the region, in particular the highly migratory species.

Under the 1979 FFA Convention, the Forum Fisheries Agency consists of the Forum Fisheries Committee (FFC) which is the governing body, and a Secretariat. The Agency presently has seventeen members, each of which is represented on the FFC. The Convention places the seat of the Agency at Honiara, and an Agreement between the Agency and the Government of Solomon Islands defines the diplomatic status of FFA.

The Secretariat, with a current establishment of approximately seventy five positions, is organised into four divisions; Fisheries Management, Fisheries Development, Fisheries Operations and Corporate Services. FFA is led by an executive management unit headed by the Director General.

2.SELECTION CRITERIA

Essential Requirements:

  • Diploma in Finance/Commerce/Business/Accounting.
  • At least two years relevant experience in accounting and finance
  • Good knowledge of computer/financial software and accounting systems
  • Good knowledge of Microsoft Word and Excel spreadsheet.
  • Good English communication skills, both orally and written.
  • Demonstrated discretion in the handling of confidential information

Desirable Requirements:

  • Good working knowledge of the FinanceOne system.
  • Good interpersonal skills.
  • Prior experience in financial reporting

3.TERMS OF REFERENCE – ASSISTANT FINANCE OFFICER - FSM

The Assistant Finance Officer is responsible to the Finance Manager through the Finance Officer UST and Financial Accountant. Main responsibilities are:

  • Record, control and maintain the ledgers for all creditors accounts for payment/reimbursement for the FSM Account.
  • Prepare the (General Disbursement Form) PV for payments to utility creditors for FSM including observers payments.
  • Reconcile observers advance subsidiary ledger on a monthly basis to the general ledger control account.
  • Assist Observer Placement Officer with trip reconciliations.
  • Compile the Payment Vouchers payment batches for processing and postings.
  • Maintain the Payment Register for payments.
  • Reconcile FSM creditors/suppliers accounts
  • Monitor and follow up the progress of cheque issued
  • Prepare the monthly status report on creditors payments
  • Assist with the paying out of cheques when required.
  • Record, control and maintain the revenue ledgers for all FSMA accounts for FUNDS received
  • Prepare and issue Receipts for all monies received from FSM boats
  • Maintain Debtors list for FSM
  • Reconcile all Debtors Account on a monthly basis
  • Compile Monthly Receipt batches for processing
  • Maintain the Cash Receipts Register/Journals
  • Monitor and follow up the progress of receipts due and outstanding
  • Prepare the monthly status report on all monies received.

4.ADMINISTRATIVE INFORMATION

Salary.The position is offered at Grade D – E of the FFA Support Salary Schedule. The base gross salary range is $39,571 to $50,244 per annum.

The appointee can be expected to be offered a starting salary at the lower point which is SI$39,571 pa. However, a higher starting salary can be negotiated based on considerable past experience.

Annual salary increments are available based on highly satisfactory performance.

Housing:A rent assistant of $3,000 per month less tax is payable. No housing accommodation will be provided.

Annual Leave: Annual leave entitlement is 22 working days per year. Annual leave passage will be provided to home village by the most economical route and the most economical method every year.

Tenure:Appointment will be for a four year term subject to satisfactory work performance as assessed by the annual staff appraisal process, the ongoing need for the position, availability of funds, and the conditions of the FFA Staff Regulations. This contract is renewable subject to the same conditions above.

National Provident Fund:Deductions and contributions will be made in accordance with the SI National Provident Fund Act.

Health Insurance:Limited medical and accident insurance coverage is provided under the Agency’s medical and insurance schemes.

5.HOW TO APPLY
