Assignor Access To ISRC Referee Information Policy

To further protect the integrity of referee information in its possession, the Illinois Soccer Referee Committee (ISRC) will enact the following policy:

  1. Before an assignor will be provided access to password protected referee information, the assignor must annually provide the ISRC with a written statement, from an officer of a US Soccer affiliate, stating that the assignor is working to assign games for that organization.
  1. Assignors will annually provide the ISRC with asigned statement affirming that no family members, friends, or colleagues will have direct access to ISRC referee information or have indirect access to referee information derived from the ISRC referee data provided to assignors.

I hereby affirm that I, as an US Soccer certified Assignor registered in Illinois, will not release referee informationprovided to me by the ISRC as an assignor to family members, friends or colleagues either by granting direct access to ISRC referee data or by granting access to referee information derived from the ISRC data provided to me as an assignor.

  1. All assignors, because they have access to referee data that includes information about minors and adults, are required to successfully complete the background check required by the organizational members.

Purpose

Any currently registered Assignor is eligible to receive access privileges to Illinois referee information regardless of whether they are currently working as an assignor for US Soccer affiliated league or club. The potential for misuse and abuse of the information is significant.

Assignors are provided,upon completing their annual registration requirements, a password for access to the list of over 5,000 referees in Illinois. Over 65% of the game officials in Illinois are under the age of 20 and over 53% of the officials are minors under the age of 18.

Referee Assignors currently have access to the following referee information:

-Last Name- First Name

-Background Check (required by a state youth association member)

-Birthdate

-Phone- City, State, Zip

-E-mail- Grade information

The list of US Soccer certified officials in Illinois is currently available to an Assignor without the need to provide proof that the Assignor is working for a US Soccer affiliated league or club. Potentially, the list is now available to Assignors who are not assigning games for any organization, either US Soccer affiliated or unaffiliated.
