VUAC Executive Report

On May 1, 2010,the ARRL's VHF UHF Advisory Committee (VUAC) was tasked by the ARRL Program and Services Committee (PSC) to review General VHF Rule 1.12 (Light) for frequencies above 300 GHz and to recommend anychanges.
For General VHF Rule 1.12 (Light), the existing rule states only coherent radiation (such as laser) may be used for contest credit. Following discussion, the VUAC votedon and approved a proposed change to the rule that would allow the use of any monochromatic source (laser or LED). The VUAC'sproposal was forwarded to the ARRL's PSC for their formal action on June 8, 2010.The VUAC believes that this proposed change willopen up contesting to new technologies and advancements leading to increased experimentation and contestingwith Light. In addition,a provision referencing ANSI Z136 (Class I, II, IIa, and IIIa) was also recommendedthat wouldlimit Laser power to 5mW or less for the purpose of safety. What the proposal did not change was the requirement that contacts be made usingreceivers employing at least one stage of electronic detection. This continues the elimination of contacts using flashlights and detection by eyesight alone.
Independentofdirection from the ARRL PSC, the VUAC has continued discussion on the recent changes to the EME contest rules. The primary discussion point is the use, or non-use, of assistance which remains a polarizing issue both within the EME community as well as within the VUAC itself. Several new proposals that represent various levels of compromise regarding the use of assistance have been discussed.
The VUAC has also been discussing the RF power levelsused to define theSingle Operator Low Power (SOLP) classification, as well as the use ofsubgrids vs. grids to better define the 300m circle requirement for VUCC credit above 1.3GHz.
At this time, the VUAC has not been tasked to formally make recommendations to the ARRL PSC on these items.
