JOB PURPOSE: Briefly describe the overall purpose or function of the job
To ensure that the annual operational plan for IAPB Latin America is implemented in line with both with the IAPB regional and global strategic plans.
To support the promotion of improved eye health and eye care services in Latin America in line with the Regional Action Plan for the Prevention of avoidable blindness and visual impairment.
To encourage a spirit of collaboration and partnership amongst allVISION 2020 Latin America stakeholders including the IAPB Members working in the region.
MAIN ACCOUNTABILITIES:
1 / To manage on a day to day basis the implementation of IAPB LA’s annual operational plan.
Specific tasks include:
  • Arranging and participating in regional meetings, technical subcommittee meetings, training seminars, and workshops.
  • Collecting country data required to monitor progress against the regional action plan for the prevention of avoidable blindness and visual impairment.
  • Supporting the IAPB Latin America Strategic Adviserin the production of the Community Eye Health Journal publication in Spanish as a web-first publication in coordination with the International Centre for Eye Health, London.
  • Collaborating with VISION 2020 Latin America stakeholders and others to promote eye health information through the content of the regional website and all other social media
  • Producing reports and newsletters to share progress and good practice.
  • Contracting individual consultants and organizations to deliver specific activities and projects, as advised by the IAPB Regional Chair and the IAPB Latin America Strategic Adviser.
  • Liaising with the IAPB ambassador in Bolivia to ensure the alignment of work.

2 / To prepare reports for donors supporting IAPB’s work in the region and together with the IAPB fundraising manager (based in London) to seek funding opportunities to further the work of IAPB and the goals of the regional action plan.
3 / To encourage good partnership working through communication and collaboration between the key stakeholders engaged in VISION 2020 Latin America, the Pan American Health Organization, The Pan American Association of Ophthalmology, IAPB Members, national Prevention of Blindness committees, local NGOs, professional bodies and other relevant organizations & institutions working in the region.
4 / Help identify opportunities for innovative programs within the region to address the target blinding diseases, human resource development, mobilization of resources, and awareness creation.
5 / Support the IAPB Regional Chair, the IAPB Latin America Strategic Adviser and other influential stakeholders in their advocacy work with the 19 Ministries of Health in the region.
6 / Support the IAPB Latin America Strategic Adviser in the needs assessmentand identification of priorities and strategies in blindness control of national VISION 2020 committees in each country of the region, and in developing national eye health plans of action, implementation, and monitoring.
7 / To support the IAPB Regional Chair and the IAPB Latin America Strategic Adviser in the development of longer term strategic regional plans for eye health.
8 / To support IAPB globally through reporting, contributing to the IAPB global website and social media, attendance at global council meetings and support towards the planning and delivery of the quadrennial General Assembly
JOBHOLDER ENTRY REQUIREMENTS: In a series of brief statements identify the essential knowledge, skills and behaviours required.
Knowledge (Education & Related Experience):
A degree from a respecteduniversity
Good knowledge of programmemanagement. A minimum of four years directexperience of working in programme management, preferably in a health related field, in either government or an NGO.
Experience of web-site design and management, the use of social media and production of newsletters and other communication tools.
Experience of working with all levels of stakeholder including senior personnel
Some experience of working internationally ideally in Latin America
Skills (Special Training or Competence):
Excellent command of both written and spoken English and Spanish. Other language skills are highly desirable, particularly Portuguese.
Excellent communication skills with the ability to engage with, and gain the respect of, a wide range of health and development professionals as well as government officials.
Excellent project management and administration skills.
Good financial management skills.
Strong analytical skills.
High level report writing skills.
