Eighty-one police officers have died in the line of duty thus far in 2013. That is fifteen less police officer deaths than this time last year.

Eight have died since the last meeting.

Three were killed in automobile collisions

Two were killed by gunfire

One was struck by a vehicle

One was killed by a bomb

One was killed in a motorcycle accident.

Three were from municipal agencies

Three were from county agencies

Two were from Federal agencies

All eight were male.

FINANCIAL REPORT: Jeffrey Munster

Government shut down should be ending soon. Senate and House should be voting today and it should be getting the President’s approval.

Stock market went up then went back down. Yesterday it went down. Today it was up 200 points.

The National debt is at $17 trillion

We are at less than 2% from a monthly high. Gold and silver has not performed much at all.

The whole world is printing money trying to get the economy to grow

Interest rates will probably not change much in the next 30-60 days

LABOR: At this time I am representing 5 of your members who are under investigation.

There is a state law that states that if the agency is going to discipline you, you can request a copy of like discipline that has occurred in the last two years so that you can review and have something to compare. The officer has asked for this information and the agency staff was unaware of this law.

Two grievances went to LEMSC this month. Under LEMSC rules, an employee has an opportunity to present evidence and testimony on behalf of the employee’s position. During one meeting, the chairman right away asked for a vote and Mr. Norris had to ask permission to present their evidence.

If non-members call Mr Norris he will gladly explain to them what it is he can do for them as members.

The APA is having a legislative meeting. Under state law, because AHPA is a self-funded health care plan, when money is recovered for injured members, the state takes the money. Mr. Norris would like to see an alteration to that, where there is at least a split to this money between the employee and the state.

LEGAL REPORT: Greg Robinson

Since last month, Greg sent in the claim form for the class action suit from AIG. We may get back a little bit of money back.

The judgment renewal against Paul Sennett went through.

Spoke to Ted Dick about the property at Forest Lakes. He advised there is no money in this fiscal year to replace the double wide. They have money for repair only. A compromise recommended to the board, is that in the fiscal year that begins next July, it is put into the lease that they have to replace the double wide. This gives them a deadline. If Greg has the board’s support, he will create a new lease.

A motion was made by Bert Cheney and 2nd by Nate Teel to approve a new lease with DPS with the contingency that it will be terminated if the modular is not replaced by fiscal year beginning in July. The motion was approved. The new lease will be drawn up by Greg Robinson.

LEGISLATIVE: Jimmy Chavez

AHPA has submitted a pay plan. The department submitted an across the board 4% pay plan.

AHPA indicated support to that but would have like to see the agency submit a pay plan closer to what they submitted last year.

AHPA submitted a three year plan to the governor’s budget office of $38 million over three years to help bring our employees closer to market.

This next year’s budget there may be surplus of $200 million but it is conceivably going to be wiped out by the following year.

John Arnold believes the agency needs more money allocated to it for not only pay but things like facilities.

We are waiting to hear feedback on this plan.

Justin Pierce is very supportive of the pay plan. We also have a meeting with the Speaker of the House, Andy Tobin in regards to this plan.

Democrats will be on board with this but members will need to reach out to their legislators

Entities that would normally get HURF money have not gotten that money because legislators have given this funding to DPS to stay afloat and these entities want money back. HURF money can only go to HP.

PUBLIC RELATIONS: Stacey Dillon

The Website-Stacey usually updates information. There were inquiries about a possible virus. It was an embedded code. We went back to the people who built the website and they will have it fixed soon.

National Blue alert seems to be very well received. Per Jimmy, Stacey can get a story. An example would be Korey Lankow’s shooting story to put the word out about this new program.

We are still holding on the ADOT stories

We are trying to get cooperation regarding the Cardinals games. There have been a few tasing incidents. There are time constraints depending on what team they are playing for tailgating.

Recruitment-there are flyers and documents available on the internet to print and hand out

Membership packets will be reprinted, if there are any suggestions for edit, let Stacey know

The Membership brochure is also up for reprint. AD&D has changed to reflect current benefit.

She has changed some of the phone numbers and updated some information. It should be going to print today.

Per Luis Canez, Officer Vega was okay with doing a short video in reference to his collision to use for PR.

ATTORNEY GENERAL : Tom Horne

He has a high regard for law enforcement. He never disagreed as a legislator with law enforcement.

In reference to the accused killer of Bob Martin, he will be returned to AZ to serve his sentence.

He has been on a crusade to assist the victims of violent crimes.

He is running for reelection and is asking for the endorsement of the AHPA

He is running against Mark Brnovich

A motion was made by Bob Gilbert to endorse Tom Horn for both the primary and general elections. It was 2nd by Ken Chruscinski. Motion was approved.

RAFFLE REPORT: Colleen Girard

Only 97 tickets were turned in today.

BOARD OF DIRECTORS REPORTS:

Member has question in reference to getting paid for overtime for off duty. It is taking a very long time to get paid. Jimmy suggested that timeline issues and any other information be given to him so that he can approach executive staff about it.

Aviation open house is November 13, 2013 from 1:00 pm to 3:00 pm

It was suggested that meetings be down to 3 to 4 hours. It has also been suggested that we have our meetings every other month instead of monthly. Per Brian Kolb, history shows that meetings will be much longer if you have them every other month. Some things can be done electronically so that it does not last as long.

Insurance open enrollment will start soon. There are no increases.

DPS Walk to Remember raised over $10k for AZ COPS, this will help send people to the National Memorial in May. The Huffman family and co-workers will be invited to the orientation on January 10th and 11th to let them know what will be occurring in Washington.

It was determined that Seth Meeske was hit four times instead of three but he is doing well

Since Capitol PD is now going to be put into a DPS category, they will be able to transfer out and others can be transferred in if they desire. Officers are in advanced basic now.

Wayne Zimmerman’s memorial service is this Saturday

EXECUTIVE BOARD REPORT:

New Merchandise: We have new coasters with our emblem as well as key chains. Coasters will be to give out to promote AHPA. We also spoke about getting pens to also use for promotion of the association. We are getting prices.

We will continue to provide shirts, cups, etc. for purchase. We also need more merchandise with the AHPA logo.

Insurance carve-out now has an issue due to Obamacare. Pacific Financial is working on it.
