AREMA® Committee 39 2010 Meeting Minutes

Meeting of AREMA Committee 39 was called to order at 1:00 PM by Chairman, Jim Barrett. The safety briefing for the facility and introductions were made by Mr. Barrett as well as a room head count of 56 persons.
The first hour of the meeting was put aside to participate as a group in the Progressive Railroading web conference on PTC.
The first order of business was approval of the meeting minutes from the Fall 09 meeting in Germantown, WI. Bill Petit made a motion to accept the Fall 09 minutes. Chuck Wisniewski seconded the motion. A vote was called and the motion was passed.
Mike Choat was recognized by the committee to present an AREMA Board report pointing out some key activities and future agenda for us to be aware of.
Mr. Choat also expressed the concern of how PTC would integrate with Grade Crossings. It was decided that C39 would open conversations with C36 on how/if we would proceed with MP work.
Mr. Barrett and the committee discussed holding the next meeting in conjunction with the RSSI show in Omaha, NE. on May 20th, 2010. The next meeting will follow the AREMA conference in Orlando, FL. on Sept. 1st-3rd, 2010.
Sid Bakker addressed the committee on our current activity with the AREMA Scholarship Fund. He gave our current dollar amount to date and our goal to try and reach by the end of our meeting.
Chairman Barrett then explained that a presentation would be made by Kevin Kautzman updating the committee on ITC work and future ITC proceedings.
Kevin Kautzman presented a Power Point on “ITC Application Update” explaining the current ITC working assignments and future standard release dates.
Mr. Barrett introduced the sub-committee chairmen to present an update to the committee on current work and assignments.
Meeting was adjourned at 5:05pm

The general session was excused to breakout into the sub-committees from 8:00am – 5:00pm.

Meeting of AREMA Committee 39 was called to order at 8:00am by Chairman, Jim Barrett.
Mr. Barrett introduced the sub-committee chairmen to present a report of the work accomplished during the sub-committee sessions on Thursday.
C39-1. Installation – The subcommittee presented a proposed Manual Part 24.1.1, titled “Recommended Practices for Incorporating Hand Throw Switches into Non-signaled territory, ITC TYPE - PTC Systems”. The manual part was reviewed and was approved for full committee review. This manual part will be reviewed by the full committee to possibly go into the next manual revision.
C39-2. Configuration Management – The subcommittee presented proposed Manual Part’s 24.2.1 and 24.2.2, titled “Recommended Configuration Management Program for Electronic and/or Software-Based Products Used in Wayside Equipment for PTC Systems” and “Recommended Configuration Management Program for Executive and Application Software Configuration Items Used in Wayside Equipment for PTC Systems”. The manual part was reviewed and it was decided that these topics were already addressed in AREMA C&S Manual Part 17.5.1 and 17.5.2. A motion was made by Jim Barrett to strike the manual parts because they were already covered by existing manual parts. The motion was seconded by Rob Aanenson. A vote was called and the motion was passed. It was decided that there may be future work for this sub-committee but currently it would work in a support role to the other sub-committees.
C39-3. Testing and Maintenance - The subcommittee presented a proposed Manual Part 24.3.1, titled “Recommended Instructions for Test of Positive Train Control Wayside Interface Units (WIU) before Placing in Service”. The manual part was reviewed and was approved for full committee review. This manual part will be reviewed by the full committee to possibly go into the next manual revision.
C39-4. Communications – The subcommittee produced a definitions and acronyms paper to be considered a working document for the full committee. The document will be available on the C39 website for use as work is being completed. Once the document is completed, these terms will be added to the Section 1 of the AREMA C&S Manual. The subcommittee presented proposed Manual Parts. Each MP was reviewed and defined as followed: MP 24.1.1, Recommended Design Guidelines of the Maintainer Interface for PTC Communication Equipment. MP 24.4.2, Recommended Installation Practices for RF Transmission Systems. MP 22.2.4, Recommended Practices for Installation of Digital Data Radio Systems for Wayside Applications. MP 22.1.1, Recommended Clean Cab Radio Channel Designators and Railroad Radio Service VHF Frequency Table. MP 22.2.2, Recommended Functional/Operating Guidelines for Remote Control of Engine by Portable Radio. MP 22.2.4, Recommended Design Criteria for Rack Mounted Frequency Modulated Transceiver and Accessories. These manual parts were reviewed and approved for full committee review. After these manual parts are reviewed by the full committee timing will dictate if they will go into the next manual revision. MP 22.1.2, Listing of Allocated Frequencies in the Railroad Radio Service is still a work in progress and is not ready for full committee review. MP 22.2.3, Recommended Design Criteria for Rack Mounted Frequency Modulated Transceiver and Accessories is considered outdated material and will be covered by the new MP 22.2.4. A motion was made by Dave Gove to archive MP 22.2.3. The motion was seconded by Chuck Wisniewski. A vote was called and the motion was passed.
The C39 Spring 10 meeting was adjourned at 11:25am.
