GUIDELINES

PREFACE

THESE GUIDELINES ARE INTENDED TO COMPLEMENT THE A.A SERVICE MANUAL WHICH SERVES AS OUR PRIMARY REFERENCE. IN CONDUCTING ALL DISTRICT BUSINESS, WE REMAIN EVER MINDFUL THAT THERE IS BUT ONE ULTIMATE AUTHORITY- A LOVING GOD AS EXPRESSED THROUGH OUR GROUP CONSCIENCE.

A. MEETINGS

1. District 10 shall meet once each month at a predetermined time and place as decided by a group conscience. The time and place may be changed according to the needs and wishes of the group by a group conscience.

2. District 10 meetings are open to all having a desire to attend.

B. ELECTIONS

1. In keeping with The A.A. Service Manual suggestions, the position of DCM will be a two year term with said term coinciding with that of Area Delegate.

2. DCM election will be the District meeting immediately preceding that of Area Delegate.

3. All other District positions-Alternate DCM, Treasurer and Secretary-will also be elected at this time.

4. All GSRs (or their alternates) are eligible to vote.

C. STANDING COMMITTEES

1. The P.I Committee (Public Information) will report to District at each monthly District meeting.

2. The P.I. Committee will set its own meeting times and establish its own procedures and requirements for volunteers and offices.

3. Any other committees shall be formed as needed by group conscience.

D. FINANCE

1. In keeping with the Seventh Tradition of Alcoholics Anonymous, District 10 shall be self-supporting through contributions of District 10 A.A. groups.

2. The District 10 prudent reserve will be $300.00.

3. Reimbursement for service expenses:

a. The District Committee Member (DCM) or District Standing Committee Chairperson (DSCC) shall receive reimbursement up to $250.00 per event for attendance to AreaAssemblies, Southwest Regional Alcoholics Anonymous Service Assembly (SWRAASA),and Southwest Regional Forum.

b. District 10 Officers will be reimbursed for necessary district meeting expenses, such as printing, etc., not to exceed $10.00 per district meeting without prior approval.

c. District 10 Committee Chairs, including Public Information Chair and Treatment FacilitiesChair will be reimbursed for necessary service expenses not to exceed $50.00 per districtwithout prior approval.

4. Group contributions to District 10 will not be earmarked toward specific committee chairs.

5. District 10 treasury funds are to be used for approved AA service work and will not be used for other purposes (e.g., flowers, funerals, etc.)

6. The district may invite Area, Regional and General Service Office staff members to attend district functions. The invited member will be responsible for the expenses unless otherwise pre-approved by the district.

7. District 10 will not reimburse travel for out-of-town speakers or district function participants without prior approval of the district.

8. District 10 contributions to AA GSO and Area 66:

a. The district will contribute 2.5% of the district's available balance based on the last month of each fiscal quarter to Alcoholics Anonymous General Service Office.

b. The district will contribute 2.5% of the district's available balance based on last month of each fiscal quarter to Area 66 Treasury

c. Explanation:

i. Contributions will be calculated by taking the pre-defined percentage of the available balance for the last month in the fiscal quarter (e.g. Q1 contribution calculated using the district's available balance in March).

ii. Quarterly contributions will be submitted in the month following the conclusion ofeach fiscal quarter (e.g. Q1 contribution will be submitted in April).

E. COOPERATION WITH INTERGROUP

District 10 has the unusual circumstance of having an Intergroup separate from the A.A. Service Structure. This group was formed many years ago and does a great deal of work and provides an invaluable service to the alcoholic community of El Paso. Due to this, we have found it to be in the best interests of District 10 to have a dynamic relationship with the El Paso Intergroup. Specific suggestions as to how best keep this relationship productive follow.

1. Maintain a voluntary position of liaison to Intergroup who will attend their monthly meetings and keep the lines of communication open.

2. Participate and contribute in Intergroup sponsored events and activities as needed to the extent of our capabilities.
