NOTICE INVITING TENDER.
TENDER FOR TRANSPORTATION OF TELECOM STORES.
Sealed tenders are invited on behalf of BSNL from bonafide registered experienced truck owners/transporters for the “Transportation of Telecom Stores” in the jurisdiction of Telecom District Keonjhar.
The tender papers can be obtained from SDE (Estimates), O/o the TDM, Keonjhar on payment of Rs. 551/-(Rupees five hundred fifty one ) only in the shape of DD/Bankers pay order drawn in favour of A.O. (Cash), BSNL, O/o the TDM, Keonjhar. The intending applicants required to submit their requisition in plain paper along with attested copies of Experience certificate issued by an officer not below the rank of Class I or licenced competent transporter & R.C. book, Copy of Pan Card, Copy of updated IT return & Regn. Certificate as a transporter showing ownership of two truck of 10 MT capacity in the name of applicant.

The completed paper along with EMD should be submitted in sealed envelope superscribed with “TENDER FOR TRANSPORTATION OF TELECOM STORE” and addressed to The D.E. (P&A), O/o the TDM, Keonjhar.
The authority reserves the right to reject any or all tenders without assigning any reason thereof and is not bound to accept the lowest rate.

Terms & Conditions :-
1. The Tenderers are requested to submit, Experience Certificate in the field of transportation for a period of at least one year issued by an officer not below the rank of class I officer or lincensed Competent transporter. The experience certificate should show the details of volume of works done interms of bill amount passed which shkould not be below 1 lakh in a year.
2. The EMD should be deposited in the form of D/D in favour of the Account Officer O/o The T.D.M. Keonjhar payable at Keonjhar in any nationalized bank.
3. The U/s reserves the right to accept or reject any or cancel all the tenders without assigning any reason.
4. Estimated cost of the work is subjected to procurement & availability of stores and the stores received from the circle store depot Bhubaneswar.The estimated cost may vary up to 25% high or low of the mentioned cost. However it the deptt. Gets departmental truck vehicle in- between , the tender will be invalid / terminated.
5. The rates should be valid for one year.
6. At least one year of experience is mandatory.
7. Separate form for separate work should be used.
8. In case of any dispute, the decision of the TDM, Keonjhar will be final & binding.
9. Any attempt for negotiation direct or indirect on the part of a Tenderer, with the authority to whom he has submitted the tender or the authority who is competent finally to accept it after he has submitted his tender or any endeavor to secure any interest, for an actual or prospective tenderer, or to influence by any means the acceptance of particular tender will be liable to exclusion from consideration.
10. Late, delayed and post tender offers shall not be considered.
11. Tender will be opened on the schedule date & time before tender opening committee in presence of tenderer or their representative.
12. No. tender should be accepted from any person directly or indirectly related with the government servant working in the Orissa Telecom Circle.
13. After the tenders have been opened and taken into consideration, no revision or abatement of any tender should in any circumstances be permitted. On no pretext whatsoever, any negotiation be entered into with a particular tenderer to modify the terms of his tender in order to reduce them to the level or below that of any other competitor will be permitted.
14. Tender without sealed will not be accepted.
15. An affidavit is required for item no. 12 indicating that no officer/official of Orissa Telecom Circle is directly or indirectly related to me & the same is to be produced in bid documents

General Instructions for filling up the tender forms :-
1. 1.1 Name of Work :- Transportation of Telecom Stores, materials, equipments etc under the jurisdiction of T.D.M. Keonjhar.
1.2 The Telecom District Manager, Keonjhar for & on behalf of BSNL, invites the sealed tenders from registered eligible & experienced contractors/firms/individual parties for transportation of Telecom stores, materials, equipments etc. under the jurisdiction of T.D.M. Keonjhar.
1.3 All the details and specifications of tender items are given in the scope of work & specification of tender document. The following documents after filling the tender form legible are to be submitted in the tender box by the tender.
(i) Schedule – I Tender form with Annexure.
(ii) Schedule- II Tender offer letter.
(iii) E.M.D. in form of D/D as per N.I.T.
(iv) Income tax return certificate..
(v) Certificate of past experience.
(vi) Registration Certificate of the firms/Contractor ship.
(vii) Affidavit for item no. 12 of NIT & 1.17 of General conditions.
(viii) Copy of PAN Card
2.0 Filling up of the Tender Form.
2.1 The tender form should be filled legibly with ball pointed pen in English. Each page of the tender schedules and annexure should be signed by the tenderer and annexure should be signed by the tenderer and returned with tender.
All conditional or incomplete tenders will be rejected. No erasures or overwriting are permitted. If any corrections are to be made, then the entry should be clearly scored out by a single line and encircled and fresh entry should be made. All such corrections should be authenticated under the full signature of the person signing the tender. Any tenderer, which does not comply with these requirements, shall be treated as invalid.
2.2 In case of partnership concern all the partners should sign the tender documents. Tenderer may be required to produce documentary evidence in token of their ownership or partnership or authority to sign on behalf of registered firm.
2.3 The contractor having capability of undertaking such a job only should apply. Contractor to whom the work is awarded will be required to engage requisite skilled and unskilled workersfor carrying out the work at the required places. In order to ensure proper quality of work contractor will have to provide for supervision.
2.4 Quantity of work is approximate estimate, which may vary 25% above or below the estimated cost.
2.5 The rates should be quoted in the Schedule-II in figures and words without overwriting/error and omission etc.
3.0 How To Address :-
3.1 The tender should be submitted in wax sealed envelope super scribed with Name of Tender work and date of opening addressed to The D.E (P &A), Room No.-202 O/o/ TDM, Keonjhar and it should be put in the tender box-available in the office of D.E.(P&A) O/o Telecom District Manager, Keonjhar not later than 13.30hrs of 24.10.2006.
3.2 The tender form not accompainied by earnest money deposited as mentioned in clause of schedule will not considered. The earnest money in the form of cheque will not be accepted.
4.0 The tender will be opened at 16.00 hrs on 24/10/06 by the tender opening committee in the presence of tenderer or their representatives, who may wish to be present.
5.0 The Tenderer will submit schedule-I (Annexure ‘A’ to ‘E’) and schedule-II dully filled along with other required documents in sealed cover with-wax sealed and stamped in the tender box.
6.0 The decision of Telecom District Manager, Keonjhar will be final in all cases.

TERMS AND CONDITIONS OF THE AGREEMENT
1.0 GENERAL TERMS & CONDITIONS
1.1 The word “Telecom District Manager” Specified hereafter refers to Telecom District Manager, Keonjhar and includes any officer authorized by him on his behalf. The work “Tenderer” specified hereafter refers to the party with whom this contract has been concluded after acceptance of his tender by the Telecom District Manager, Keonjhar
1.2 The work “Contractor” specified hereafter refers to the party with whom this contract for execution of work has been entered into after acceptance of this tender by the telecom district Manager, Keonjhar
1.3 All terms and conditions mentioned here in the tender notice and in the schedules issued with this tender notice are binding on the tenderer.
1.4 The Telecom District Manager, Keonjhar reserves the right to accept or reject any or all the tenders in part or wholly without assigning any reasons whatsoever. He also reserves to allocate the contract to one or more contractors or to terminate the same at any time giving one month’s notice in writing without assigning any reason.
16. The contract is for 12 month from the date of acceptance of tender and may be extended by another six months by mutual consents. The rates quoted will not be changed during the currency of the contract. . However it the deptt. Gets departmental truck vehicle in- between , the tender will be invalid / terminated.
1.5 The rates quoted by the tenderer should be valid for one year. In case T.D.M. Keonjhar desires to award any additional work to the contractor, the same will have to be carried out at the rates approved during the same period.
1.6 The materials such as equipment, cable, pipes and other stores are to be transported by the contractor on his cost. No separate rates will be allowed for transportation. Hence the rates etc. should be quoted including loading, unloading and transportation from Sub-Divisional stores, to work spot.
1.7 In case of poor performance or failure to carry out this contract or the part of the contract the Telecom District Manager, will have the authority to get the work done by other agency at the cost of the tenderer. The Telecom District Manager, Keonjhar will also have the right to impose any penalty and adjust the same either through security deposit or by deduction from the bills payable to the contractor.
1.8 In case of delay or poor quality of work (including poor quality of material used by the contractor) Telecom District Manager, Keonjhar will have the right to terminate the contract and the Security Deposit to get it recovered from sources at contractor’s cost and risk.
1.9 Contractor will submit weekly progress of work to the Telecom District Manager, Keonjhar or the officer assigned by him so as to keep watch over the progress of work and take suitable action if it is not found satisfactory.
1.10 The contractor will use his own tools and testing instruments in carrying out the jobs.
1.11 Any lapse in the proper fulfillment of contract along with various terms and conditions shall result in forfeiture of the security deposit and disqualifications.
1.12 To complete the work in the stipulated period, the work can be allotted to more than one party for each part of the work in city area under T.D.M. Keonjhar.
1.13 The work has to be carried out in accordance with the time and work schedule given by T.D.M. Keonjhar or his representative on week to week basis without causing any delay. Delay penalty on prorate basis for the number of days delay caused will be imposed. If delay is so inordinate that it is not acceptable then the T.D.M. Keonjhar. Will have the right to get it done from other sources at contractor risk and cost without any further notice.
1.14 The Telecom District Manager, Keonjhar can terminate the contract at any time giving one month notice in writing without assigning reasons.
1.15 The following documents must be enclosed along with tender failing which the tender will not be considered even if the quoted rates are lowest.
(a) Tender offer letter.
(b) EMD in shape of D/D
(c) Copy of Income Tax return certificate .
(d) Certificate of past experience
(e) Registration certificate
(f) Copy of PAN Card
(g) Affidavit for item No. 12 of NIT & 1.17 of general condition.
1.16 The contractor shall not be permitted to tender if any of his near relative is working as officer/official in any capacity in Orissa Telecom Circle, Who is dealing with the tender procedure and/or finally competent to accept/approve the tender. He should submit an affidavit in this regard that no near relative is employed in Orissa Telecom Circle.
1.17 By the term near relative is meant wife, husband, parents and grand parents, children and grand children, brothers and sister, uncles and aunts and cousins and their correponding in-laws.
1.18 Conditional and incomplete tender are liable to be rejected.
2.0 EARNEST MONEY :-
2.1 The earnest money as per N.I.T. should be paid in the form of D.D. to the Accounts Officer .O/o TDM, Keonjhar be attached with the tender form..Any
tender received without E.M.D. will be rejected (small scale industries registered with N.S.I.C. and firms registered with DGS & D will not be required to pay earnest money provided, they produce a certificate of competence thereto).
2.2. Earnest Money will be refunded without interest after final acceptance of the tender and execution of the agreement with the successful tenderer. The earnest money shall be forfeited to the BSNL. If the tenderer withdraws his tender before it’s final acceptance (II) if the successful tenderer fails to pay the security deposit or enter into the prescribed agreement with Telecom District Manager, Keonjhar
