Education Department General Administration Regulations (EDGAR)

The Department of Education’s regulations that govern grant making and administration for formula and discretionary grant program. The entire regulation includes Parts 74-86 and 97-99

  • Part 74 applies to institutions of higher education (IHEs), Hospitals, and other nonprofit organizations. 74.23 describes cost-sharing or matching.
  • Part 75 applies to all recipients of discretionary grant (direct grant) programs. 75.51(b) describes how to prove nonprofit status. 75.127-75.129 describes group applications.

OMB Circulars

The Office of Management and Budget circulars address a variety of topics/issues and create standardized policies and procedures across the government. The OMB circulars are “letters of instruction” from the Office of Management and Budget to the Department and agencies but do not overrule legislation or regulation.

e-Grants is the Department of Education’s portal site for electronic grants. From e-grants, you may access and submit all Department of Education grant opportunities. e-Grants includes the e-Application function for submitting Department grants. All Full-Service Community Schools grants must be submitted electronically via e-Application.
