AQS Data Certification

Standard Operating Procedure

  1. Annual data certification package must be submitted before the July 1 deadline. (Note: In 2010, the certification deadline will be revised to May 1 for 2009 monitoring data).
  1. The following is required documentation to be included in the data certification package to the USEPA Regional Administrator:
  2. Formal Certification Letter addressed to USEPA Regional Administrator (ie: Region 8-Mr. Robert E. Roberts).

Certification letter must be signed by the AQ Program Manager and applicable AQ staff. The letter must specify what combinations of site, monitoring equipment, pollutant, and POC are subject to the certification statement. Referring to the attached AMP240 and AMP450 reports can help clarify the letter.

  1. AQS AMP240Precision and Accuracy (P/A) Raw Data Report for all criteria pollutants monitored at both Ute 1 (NO2, CO, O3) and Ute 3 sites (NO2 and O3).

Make sure to includeall the pages of the reports and not just the data

statistics.

  1. AQS AMP450 Quick Look Report for all criteria pollutants monitored at both Ute 1 (NO2, CO, O3) and Ute 3 (NO2, O3) sites.

Make sure to include all the pages of the reports and not just the data

statistics.

  1. The Regional Administrator must first review and approve the certification package for completeness before submitting it to the USEPA OAQPS* (Mr. David Lutz, AQS Data Certification Contact).
  1. To expedite the process, the AQ staff can prepare an advanced copy of certification package for USEPA OAQPS.
  2. Formal Certification letter addressed to USEPA OAQPS (Mr. David Lutz). Certification letter must also be signed by AQ Program Manager and applicable AQ staff. The certification statement must indicate the following:

(1)The ambient concentration data and the quality assurance data are completely submitted to AQS, and

(2)the ambient data are accurate to the best of AQ staff’s knowledge taking into consideration the quality assurance findings. (These are emphasized phrases to old 40CFR 58.26)

  1. AQS AMP240 Precision and Accuracy (P/A) Raw Data Report for all criteria pollutants monitored at both Ute 1 (NO2, CO, O3) and Ute 3 sites (NO2 and O3).
