April 16, 2007 Special Council Meeting

The Ashby City Council held a Special Council Meeting on April 16, 2007 at AshbyCity Hall. The purpose of the meeting wasto discuss the proposed assisted living facility, office help, daycare issues, web-site renewal, cluster boxes for new development and the proposed industrial park. Mayor Thomas Grover called the meeting to order at 5:00 p.m. with council members Carl Ulrich, Kristyn Fick, Peter Hoffand Lynn Jensen present. Also present was Val Martin – Clerk, Richard Walton – City Attorney, Del Sand, Mike Scaffold, Donna Jean Grover, Carrie Fisher, MarieShores, Don Vodegel, Walt Bruns, Bonnie Norgren, and Shirley Stenerson.

The Pledge of Allegiance was recited.

Ulrich moved to approve the agenda. Hoff seconded. MCU.

The Council presented Mr. Sand with Tax Increment Financing information on the proposed assisted living facility. There was a discussion of land options and it was decided that the original piece of land would probably be the best option. Mr. Sand and Mr. Scaffold will talk to the property owner and will than put together numbers to see if it is feasible to go ahead with the project.

Laura Hoff will be done with the Experience Works program on June 1st. Fick moved to hire her part-time as office assistant at $9.00 an hour. She will work when Val is gone and when extra help is needed. Jensen seconded. MCU

The council discussed the daycare shortage in town. Carrie Fisher and MarieShores were present. Carrie stated that she had looked at the possibility of a daycare center and decided it was not feasible at this time. MarieShore, a daycare provider, answered general questions on licensing, etc. It appears that 3 people are applying for new licenses at this time. The school is also looking into the possibility of some sort of after-school daycare program.

Ulrich moved that the business listing on the web-site be the same price as last year. Hoff seconded. MCU

Ulrich moved to purchase cluster mailboxes at the clerk’s discretion. Jensen seconded. MCU

The council discussed the JOBZ program and the proposed industrial park. The legislator may be changing or eliminating new businesses into this program but it has not been decided. The only way for Ashby to get into the program is to request another city to release some of their acreage from the program. The council directed the clerk to send a letter requesting this. Alexandria is the best option.

Jensen moved to adjourn. Ulrich seconded. MCU
