- Purpose
- The purpose of the PQQ (Pre Qualification Questionnaire) is to enable The Royal Borough of Kensington and Chelsea (the Council) on behalf of the West London Housing Partnership to assess Potential Providers in accordance with its minimum requirements so that only those Potential Providers, that meet or exceed those minimum requirements, are included on the Approved Provider List. The PQQ is designed to elicit from Potential Providers sufficient information that will allow the Council to make such an assessment.
1.2This document is designed to describe how PQQs are to be assessed and will provide guidance to both respondents and evaluators.
- Evaluation Team
2.1The evaluation team for the initial batch of questionnaires will consist of the individuals detailed below:

- Charles Stephens (Business Assessment Only)
- Further Project Team Members (Technical Assessment Only)
2.2 The initial evaluation exercise is to be conducted at Kensington Town Hall during the week commencing the Monday 15th of August 2011.
- Evaluation Process
3.1Questionnaire return. Responses will be formally logged upon receipt. Any PQQ response received after 1p.m. Wednesday 10th August 2011shall be rejected and therefore not considered for evaluation if it is evident from the post mark on the envelope or from the delivery documentation that the PQQ could not have been received by the due date and time.
3.2Checking responses.All responses should be checked to ensure that all Yes/No and Pass/Fail questions have been addressed and that all documents requested have been attached. In the event that a Potential Provider is unable to provide a positive response to any of the questions, or a detailed reason as to why a positive response cannot be given, the Council may either exclude the Potential Provider from further participation in the selection process or, at its discretion, may seek clarification. In the case of the latter, a failure by the Potential Provider to provide a satisfactory response within the deadline specified in the request for clarification may result in its disqualification from the selection process. Further details of what constitutes an acceptable response are dealt with below on a question by question basis.
- Questionnaire Structure
4.1 The assessment sections of the questionnaire are separated in to four sections. Section 5 – Organisational Information; Section 6 – Eligibility to Apply; Section 7 – Financial Standing and Capacity and Section 8 – Technical Information and Assessment. The next section of this document will mirror the questionnaire and detail what response is required at each stage.
- Organisational Information
5.1 This question is for information only and will not be scored, but MUST be completed.
5.2This question is for information only and will not be scored, but MUST be completed.This question will only be applicable to organisations that are either private limited companies (Ltd) or public limited companies (PLC), and all other organisations should enter the response ‘not applicable’.
5.3 This question is for information only and will not be scored, but MUST be completed, either by attaching the relevant plan or responding ‘no’. The Council actively promotes Business Continuity Planning for organisations of all sizes and potential providers who respond ‘no’to this question will be offered advice and guidance on the subject.
5.4 This is a Pass/Fail question; all organisations accepted on to the approved providers list must be a member of a relevant professional body such as ARLA (Association of Residential Letting Agents) or LLAS (as certified by the UK Landlord Accreditation Partnership).
6. Eligibility to Apply
6.1This question relates to Regulation 23 – Criteria for the rejection of economic operators, of The Public Contract Regulations 2006. The Regulations state that a contracting authority SHALL treat as ineligible and shall not select an economic operator if they have committed any of the offences detailed from a-f.

Selection will be at the Council’s discretion based on any supporting information provided.
7. Financial Standing and Capacity
7.1This question is for information only and will not be scored, but MUST be completed. At this stage the Council will employ a third party (Brooks Bates Associates) to undertake a financial robustness assessment. Organisations assessed as a major financial risk shall at this point be excluded from the process and will not be included on the Approved Provider List.
8. Technical Information and Assessment
8.1This question is for information only and will not be scored, but MUST be completed.
8.2Potential Providers who respond ‘Yes’ will automatically Pass this questions, Potential Providers who respond ‘No’ will Fail unless they respond ‘Yes’ to question 8.3.
8.3Potential Providers who responded ‘Yes’ to question 8.2 should respond ‘not applicable’ to this question. Potential Providers who responded ‘No’ to question 8.2 will Pass both questions if they respond ‘Yes’ to this question. Potential Providers who respond ‘No’ to both questions 8.2 and 8.3 will Fail both questions, be excluded from the process at this stage, and will not be included on the Approved Provider List.
8.4The response to this question will be assessed by the evaluation team. Response which meet or exceed the Council’s minimum requirements will be scored a Pass, those which fail to meet the Council’s minimum requirements will be scored a Fail. Potential Providers who score a Fail on this question will be excluded from the process at this stage, and will not be included on the Approved Provider List.
8.5This question is for information only and will not be scored, but MUST be completed; you should also indicate how many of these properties are;

8.6This is a Pass/Fail question; all organisations accepted on to the approved providers list must be able to demonstrate experience of procuring property.
9.Declaration
The Council reserves the right to reject any questionnaire where this declaration is not correctly completed.
