APPRENTICE LINEMAN

  1. JOB SUMMARY:

With much supervision, provides assistance to linemen and other line personnel in connection with construction, maintenance and repair of the electric system.

  1. ESSENTIAL FUNCTIONS:

(a)Assists Digger Operator, as directed, in performing his assigned job.

(b)Is familiar with procedures for operating the digger.

(c)In absence of Digger Operator, performs his normally assigned duties, only after being judged fully competent by the Crew Foreman or Line Superintendent.

(d)Principally works outdoors in all weather conditions.

(e)Regarding all aspects of the position, including safety, must receive and follow all instructions given by Crew Foreman, Line Superintendent, or designee.

(f)Is familiar with R.U.S. specifications as to framing, pole hole depths, anchor settings, tamping, and pole alignment. Is also familiar with specifications as to stringing, sagging and tying-in wire. Performs these duties in accordance with specifications.

(g)Must learn to read staking sheets accurately within the first ninety (90) days of employment.

(h)Performs all related work on new construction with close supervision and in accordance with the R.U.S. specifications.

(i)Anticipates linemen’s needs and supply them with proper tools, equipment and material.

(j)Assists in the installation, connection, removal, and maintenance of all equipment (ie. transformers, meters, oil circuit breakers, fuse cutouts, etc.) which is used on HCEC’s lines.

(k)Checks voltage, etc., only with proper safety apparel and only after judgment that he is fully competent by the Crew Foreman or Line Superintendent.

(l)Assures that all tools, equipment and materials are returned to the truck.

(m)Acts as a flagger, when needed.

(n)Sets and remove barricades, flags, signs, and flares.

(o)Must learn to use cooperative two-way radios within the first ninety (90) days of employment.

(p)Assists in reading, connecting, and disconnecting meters, as well as collecting delinquent bills.

(q)Assists in retirement of lines and in preparation of material for return to stock and in recording of necessary records.

(r)Is assigned to construction and maintenance on energized facilities under close supervision of a Second Class Lineman or a First Class Lineman, only after being judged fully competent by a Crew Foreman or Line Superintendent.

(s)Must learn to recognize nominal voltages for the system.

(t)Is capable of operating the lower controls of an aerial platform, when needed.

(u)Must learn to climb de-energized structures, only after being judged fully competent by the Crew Foreman or Line Superintendent and being properly certified as a climber.

(v)Can be assigned to operate and work from an aerial platform under close supervision of a Second Class Lineman or a First Class Lineman, only after being judged fully competent by a Crew Foreman or Line Superintendent.

(w)Must learn to perform Pole Top Rescues.

(x) Patrols distribution facilities checking for defective materials, defective equipment, and/or unsafe conditions, and notifies the Crew Foreman or Line Superintendent of problem areas.

(y)Must learn to read map books accurately within the first ninety (90) days of employment.

(z)Assists in maintenance of overhead lines using pruning sticks and chainsaws to provide a safer and more reliable service for the member-owners.

(aa)Observes safety rules and practices when encountering possible hazardous situations, such as falls, electric shock, automobile traffic, and falling objects, etc., and recommends to fellow workers the use and practice of the same.

(bb)Operates assigned transportation equipment in accordance with applicable state laws and safe driving practices. This includes driving forward and backing vehicles in excess of 25,000 pounds and pulling trailers appropriate for these vehicles.

(cc)Is responsible for routine maintenance of equipment and recommendation to supervisor of any major mechanical repairs which may be needed.

(dd)Assists in maintaining proper amount of equipment, tools and incidentals on vehicles necessary for the planned job and to see that tools are maintained in good working order.

(ee)Loads and assists other in loading material, weighing up to 50 poundswithout assistance and in excess of 50 pounds with assistance, for a planned job.

(ff)Assists in cleaning up each job site so that it is in an appropriate condition for public safety and member satisfaction.

(gg)Completes and signs out all necessary reports (such as Vehicle Inspection Reports, Daily Timesheets, Driver’s Time Records, etc.) carefully and legibly and submits those reports to the proper individuals for recordkeeping purposes.

(hh)Must understand and comply with all Department of Transportation (DOT) rules and regulations, including Drug and Alcohol Testing.

(ii)Accepts after-hours work for emergency calls, as required.

  1. EQUIPMENT USED:

Organizational vehicles, two-way radios, digger trucks, bucket trucks, chainsaws, forklifts, front-end loaders, hammers, channel locks, high-leverage wire cutters, tamps, shovels, pliers, screwdrivers, and any other Electrical Construction or Maintenance-related equipment.

  1. OTHER IMPORTANT DUTIES:

(a)Maintains good relations with the public and our member-owners and promotes the good will of the coop by taking pride in their work.

(b)Represents the Cooperative by attending schools/seminars/meetings for improvement of job knowledge and skills, when requested.

(c)Participates in monthly Safety Meetings.

(d)Observes safety rules and practices, and recommends to fellow workers to use the practice of the same.

(e)Follows HCEC policies and procedures and seeks input when information is unclear, inadequate or requires interpretation.

(f)Continually explores new ideas to enhance job performance, efficiency, productivity, and work relations. Communicates these ideas to the Crew Foreman, Line Superintendent or designee.

(g)Performs other assignments as may be directed by Crew Foreman, Line Superintendent or designee.

  1. EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS, AND ABILITIES:

(a)Must obtain and maintain professional knowledge of all issues relating to electrical linework.

(b)Must obtain knowledge of Cooperative’s policies related to duties of the position.

(c)Ability to learn CPR and retain knowledge in order to be able to use it, when needed.

(d)Ability to travel intra/inter-state, as necessary, for training purposes.

(e)Ability to operate an organizational vehicle in accordance with all applicable traffic laws.

(f)Ability to move about and within a multi-level office building and on various terrain.

(g)Ability to lift and/or move equipment weighing up to 50 pounds without assistance and in excess of 50 pounds with assistance.

(h)Ability to frequently stand and/or walk, either on the ground, while working off of a pole in hooks, and/or in a bucket, and sit, for extended periods of time.

(i)Ability toperform manual and detailed hand work using both hands, sometimes repetitively, climb and balance, squat, stoop, crouch, or kneel, push, and pull.

(j)Ability to bend at neck, waist, legs, and arms, reach above shoulder level, twist body and change positions at will.

(k)Possesses vision at normal range, with or without corrective lenses.

(l)Ability to communicate effectively and efficiently, both orally and in writing, with a diverse group of people and personalities. Requires a high degree of interpersonal skills.

(m)Ability to be tactful and have good interpersonal skills and the ability to get along with diverse groups of people and personalities and capable of conveying a positive and professional image.

(n)Ability to prioritize and manage multiple tasks, even simultaneously, as well as coordinate projects with other employees working to consistently meet deadlines and budgets.

(o)Ability to listen to andread instructions and other paperwork.

(p)Ability to use judgment and reasoning skills to perform the essential functions of this job.

  1. REQUIRED EDUCATION DEGREES, CERTIFICATES, AND/OR LICENSES:

(a)High School diploma or equivalent required.

(b)Valid Texas Driver’s License at time of employment and the ability to obtain a Texas Commercial Class A Driver’s License (CDL) within 30 days of employment and retain CDL status. Retaining CDL includes maintaining DOT physicals with satisfactory results.

(c)Must be eligible to be and remain insured as a driver by the Cooperative’s group liability policy for the automotive fleet.
