Application Procedures of the Chinese Government Scholarship

(2013-2014EU Window)

Chinese Government Scholarship(EU Window) is a full scholarship program set up by the Ministry of Education of China for European youth. The purpose of this program is to expand student exchanges between China and the European Union.

Are you eligible?

  1. Applicants must be a citizen of a member state of the European Union and in good health.
  2. Education background and age limit:

- Applicants for Chinese training program must have senior high school diploma and be under the age of 35.

- Applicants for general scholar program must have completed at least two years of undergraduate studies and be under the age of 45.

- Applicants for senior scholar program must have master’s degree or above or hold academic title of associate professor or higher and be under the age of 50.

Application

  1. Fill in and submit the application form online first. Please read the “Instructions for online application”(Annex 2)carefully, visit and complete the CSC Online Application System for Study in China ( and then submit the printed version to the Mission of PR China to EU in Woluwe, Brussels, Belgium.
  2. Application documents received after the deadline(April 30, 2013) will not be processed.
  3. Application documents to the Mission of PR China to EU will not be returned.
  4. Crucial documents such as original copies of diplomas, Foreigner Physical Examination Form as well as medical test reports must be properly kept by the applicants themselves.

Documents you must provide in the package:

The applicants must fill in and provide the following documents truly, correctly and completely (in duplicate: 1 original copy, 1 photocopy).

  1. Application Form for Chinese Government Scholarship (filled in Chinese or in English). Applicants shall fill in and print the application form after submitting it online.The CSC Online Application System for Study in China is available on who have no internet access due to the limited internet service provided in their countries can request the application form from their dispatching authorities.
  2. Highest diploma (notarized photocopy): Applicants shall also provide proofs of studying on application. Documents in languages other than Chinese or English must be attached with notarized translations in Chinese or English.
  3. Academic Transcripts (notarized photocopy): Transcripts in languages other than Chinese or English must be attached with notarized translations in Chinese or English.
  4. Recommendation letters:Applicants for senior scholars must submit two letters of recommendation in Chinese or English from professors or associate professors.
  5. Applicants for music studies are requested to submit a CD of the applicants’ own works. Applicants for fine arts programs must submit a CD of the applicants’ own works (including two sketches, two color paintings and two other works).
  6. A study or research plan written in Chinese or English (no less than 400 words).
  7. Photocopy of Foreigner Physical Examination Form (the original copy should be kept by the applicant. The form printed by Chinese quarantine authority could be downloaded from The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take medical examination as it is valid for only 6 months.

The above materials should be forwarded to CSC by April 30th 2013 via the Office for Education and Culture, Mission of P. R. China to the European Union. Application documents will not be returned.

Important note:

In your application package, you need to attach an envelope with your address and stamps ready. If you are selected, we will use this envelope to mail the admission documents from Brusselsto you. The admission package usually includes no more than 20 pieces of A4-letter-sized papers. The address and postage are at your own responsibilities. We highly recommend you to attach the international post coupons which could be validated in Brussels. Please be reminded that we will not return these envelopes if you are not selected.

Admission

  1. CSC will assess all the application documents and it reserves the right to make necessary adjustments on the proposed institutions, specialties and duration of study. The qualified applications will be forwarded to institutions and the final decision whether to admit the applicants will be made by them. The applications will be regarded as invalid and will not be accepted if they fail to meet the eligibility or the application documents are incomplete.
  2. Applicants are required to enclose the admission notice from Chinese HEIs, if they have, in the application documents.
  3. Scholarship applicants academically accepted by Chinese HEIs will be officially awarded the Chinese Government Scholarship with the approval from CSC.
  4. Students are not permitted, in principle, to change their specialties, institutions or the duration of study specified in the Admission Notice after registration.
  5. CSC will send the Admission Notice and Visa Application Form for Study in China (JW201) to the candidates through the Office for Education and Culture, Mission of P. R. China to the European Union by July 31st, 2013.
  6. The Education Office of Mission of PRChina to the E.U. will post the name-list of the students approved by CSC on its website: by July 31th, 2013 and then forward the admission documents to the students.
  7. Each applicant can only apply for ONE type of scholarship under the Chinese Government Scholarship Program. Applicants should note although they may apply for more than one scholarship or more than one institution, only one offer of award may be awarded. And CSC reserves the right to choose a scholarship or a university for the applicant under such circumstances.

How to Choose Institutions you would like to attend?

Applicants may choose one academic program and three institutions as their preferences from the Chinese HEIs designated by MOE. Please check the Directory of Chinese Higher Institutions Admitting International Students under Chinese Government Scholarship Program. Only the listed Chinese HEIs in the Directory are available to the applicants for their study in China.

China Scholarship Council (CSC), designated by the Ministry of Education, administers the recruitment and the routine management of the scheme.

Visa application and registration in China

1. Visa Application

Students under Chinese Government Scholarship Program should apply for visa to study in China at the Chinese embassy or consulate-general with the original documents and one set of photocopies of the Admission Notice, Visa Application for Study in China (JW201), Foreigner Physical Examination Form and valid ordinary passport. Those who will study in China for more than 6 months need to apply for “X” visa, and those who will study in China less than 6 months (including 6 months) shall apply for “F”visa. The scholarship students must come to China and register with institutions with the original copies of the above documents. Students who come to China with other types of passports, visas or without the original documents will not be able to register with institutions, nor will they be able to apply for the residence permit in China.

2. Registration

Scholarship students must register with the institutions within the due time with original Admission Notice, Visa Application for Study in China (JW201) and Foreigner Physical Examination Form. Those who are unable to register on time must get permission from the institution directly. Those who fail to register without the prior consent of the institution will be considered as voluntarily giving up the scholarship which will be automatically withdrawn.

3. Health Verification and Residence Permit

Health verification: Scholarship students who are to stay in China for more than 6 months are requested to bring their passports, Admission Notice, the original Foreigner Physical Examination Form and the Blood Test Report to the local health quarantine office within the due time to have their medical examination reports verified. Scholarship students who do not meet the requirements of the above authority will be required to re-take the medical examination. Those who refuse to re-take the medical examination or are diagnosed with diseases that are not permitted to enter China according to the Chinese laws and regulations will be required to leave China.

Residence Permit: After the health verification, the scholarship students must apply for residence permit to the local police authority with their passports, Admission Notice and Visa Application Form for Study in China (JW201) within 30 days upon their arrival.

Expenses incurred in the procedures above shall be born by the scholarship students themselves.
