Objective of the Study Visit:
The rights of accused persons or supects are some of the most complicated issues in Turkey. Among all the legal reforms achieved by Turkey in recent years, the ones concerning to widespread of the rights of accused and suspect can be seen as one of the most important reforms. Although the new legal arrangements in this field are appriciated by EU authorities, there are still ongoing discussions about the implementations.
All the Universal Human Rights Conventions support the following opinion, "Everyone Possesses Inherent Fundamental Rıghts And Freedoms Whıch Are Invıolable And Inalıenable." This study visit will give the participants, who are experts or advisors on human rights and law , an opportunity to research the best practices within the framework of EU Conventions. Also the discussions with European experts will lead the Turkish participants to look to the rights of suspect and accused from different perspectives.
Finally, we belive that this study visit will contribute to increase the awareness of the protection of the human rights in Turkey and prevention of hesitations and contradictions arising from performing new crimanal system.
Ministry of Interior, Presidency of Inspection Board has an important role in monitoring and investigating of complaints on human rights violations and ill treatments all around the country. The Board has authority over the governors and mayors in 81 provinces (All public servants and mayors). Also this board investigates all complaints for gendarmerie and police as well.
According to EU annual reports, generally, there are still complaints on violations but improvement of the fighting ill treatments is limited in Turkey. But Turkish Government has accepted "zero tolerance to torture" policy.
In this sense, We need a central institution for coordination to set up a systematic strategy for prevention and fight against ill treatment. Additionally, we need to collect and evaluate the statistics about law enforcement bodies for producing useful policies for our people.
Our aim is to strengthen the institutional and organizational capacity building of the Inspection Board under the authority of the Ministry of Interior. Therefore we would like to visit a member state which used the statistics for prevention ill treatment.
Meanwhile, objectives of the study visit are;
* To see how statistics are collected about law enforcement bodies.
* To see how these statistics are used more effective- independent- adequately monitoring systems to investigate human rights allegations about law enforcement bodies.
* To see related implementations.
Finally, we belive that this study visit will contribute to increase the awareness of the protection of the human rights in Turkey and prevention of hesitations and contradictions arising from performing new crimanal system.

Turkey had faced many cases on human rights violation that some of them were related with the violation of the rights of the suspect and accused.
Within EU process of Turkey many reforms have been started and cause of mentioned cases the first priorites were The Penal Code and Turkısh Criminal Procedure Code, Arresting and Detention Regulations. These basic laws that regulates rules of Criminal trial and procedures for Police, was effectuated in June 2005. Eventhough the new arrangements, this law and related regulations causes some lacks and negative impact about the implementations of law enforcement agencies.
That s why, we would like to observe the the implementations in a EU member state and also examine the legal procedures on thıs issue."
