Objectives / The Pan-European Workplace Mobility Plan Award (PEWTA) was created to reward efforts to reduce CO2 emissions in urban areas by implementing workplace mobility plans. The PEWTA is awarded in three categories: Public Authorities, Employers and Networks (such as business parks).
PEWTA-Networks concentrates on the coordinated efforts of a set of local organisations, which are based within the same locality and which may collectively be responsible for a large percentage of traffic generation. For example: business parks, shopping centres, airports or hospitals. These may take the form of Business Improvement Districts, Transport Management Associations, Areas Based Groups, Development Zones and Travel Plan Groups. They may comprise public and or private sector organisations.
Why Apply? / This is your chance to be rewarded for your efforts in achieving modal shift away from single occupancy car use and to be recognised across Europe. Your prize will be an expenses paid trip to the city of your choice to learn from a pioneering public authority, organisation or network in the field of workplace mobility plans.
In addition, we offer a cash prize of 1000 Euros to allow the winner to further develop their mobility plan measures.
Criteria / Candidate dossiers will be evaluated by an international panel of experts based on the criteria in the application form which includes:
1.  the commitment of the organisation for reducing the number of single occupancy car trips amongst its staff.
2.  the strategic approach adopted: measures, communication, evaluation;
3.  results: the impact on modal shift;
4.  innovation and originality
Requirements/
Standards for contributions / The award is open to all Mobility Plan networks, and should ideally be completed by the main coordinator of the network. All applicants should submit a completed application on behalf of their network (preferably in English). In addition, applicants are invited to submit a copy of their action plan on coordination of efforts and promotion of workplace mobility planning,

Background / The PEWTA is delivered in a partnership between EPOMM and COMMERCE.
EPOMM is the European Platform on Mobility Management, a network of governments in European countries that are engaged in Mobility Management (MM). They are represented by the Ministries that are responsible for MM in their countries. EPOMM organises the yearly European Conference on Mobility Management, ECOMM.
COMMERCE is a European project funded by the Intelligent Energy Europe programme, comprising the cities of Budapest, Bucharest, Kaunas, London, Paris and Plovdiv. COMMERCE aims to facilitate the uptake of workplace mobility plans by establishing concrete partnerships between local authority actors and businesses across Europe, enabling mentoring and exchange of expertise. The ultimate goal of COMMERCE is to reduce excessive CO2 emissions in urban areas through the promotion of workplace mobility plans.
Award Ceremony / The presentation of this Award will take place at an official award ceremony in Graz during the European Conference on Mobility Management on 5 May 2010. The winner of the prize will be invited to present and display its experience on stage and will be highlighted in the EPOMM and COMMERCE websites.

0. Overview
Please provide a brief overview of your workplace mobility plan, how many years has it been in operation, is there an action plan, what are the modal share targets?
What are your organisation’s motivations/reasons for setting up a mobility plan (max 150 words).
The Mobility Management group was set up in 1994 and has a steering group membership that includes representatives from airlines, local and regional government, cycling groups and strategic partners. In addition, there are 42 airport companies signed up to the Heathrow Travel Plan which accounts for 75% of the 76,000 staff that work at Heathrow. .
The latest Travel Plan 2008 – 2012 has an action plan with clear aims, objectives, targets and measurable outcomes. The mode share targets are:

The key motivations are to reduce single occupancy car use and reduce CO2. The primary reason for having the group is to deliver a co-ordinated approach to tackling mobility management over a large campus and varied workforce.
1. COMMITMENTS
Please indicate the level of investment made to deliver the mobility plan on an annual basis, and describe how the mobility plan is anchored in the overall strategy of the organisation

Is there an operational steering group or working group / The Mobility Management Group is in place and has a budget of £100,000 per annum to support Travel Planning. In addition Heathrow Transport Fund spends c. £2 Million per annum on supporting bus routes and free travel for staff.
What level (if any) of senior management/Human Resources involvement exists in the travel plan / The Travel Plan has the support at Senior Director and Executive board level.
What level (if any) of cooperation exists with local/regional government and consultancies. / High level of cooperation exists with local and regional government with officers taking an active role in the mobility management group. The chairman of the group is from a local authority and there are excellent working relationships with TfL, SWELTRAC, London Boroughs and County Councils
2. OBJECTIVES
Please provide us with figures relating to the objectives of your travel plan.
We have a singular target for the travel plan aimed at staff. This is to achieve no more than 65% of airport staff coming in single-occupied car by end 2012
3. MEASURES
Please describe the measures implemented in your organisation in the framework of your mobility plan. (max 150 words).
The Heathrow Travel Plan seeks to improve sustainable travel for staff coming to the airport. This campus-wide approach promotes a number of measures provided to all 367 companies on site. These include:
·  The Airport Car Sharing scheme which at over 5000 registered members is the biggest single scheme in Europe.
·  The Airport Travelcard that gives up to 50% discount for commuter travel for staff.
·  Increased frequency of bus services, with a focus on the early morning and late evening services.
·  The only Free Bus Travel Zone in the UK around the campus for staff and passengers
·  Investment in cycle parking facilities and introducing cycle salary sacrifice schemes
·  Promoting companies to sign up to the Heathrow travel plan and to develop initiatives for their own staff as well as adopting the campus-wide initiatives
·  Marketing and publicity initiatives aimed at changing staff travel behaviour
4. COMMUNICATION
Please describe how you have communicated the travel plan to staff, visitors, external partners. (max 100 words).
The Communications Strategy looks at all channels available to us both inter and intra-company to maximise the impact of any mobility management messages being communicated.
The long term communication programme we have developed aims to raise awareness and highlight the benefits of changing to a more sustainable mode or altering commuting behaviour.
The communication has taken many forms including face-to-face events / roadshows, competitions, posters, leaflets, texts, email and electronic messages, payslip messages and promotional gifts. We are also seeking to use the latest technology such as Bluetooth and proximity detection to give specific information to staff in car-parks on travel options.
We work with external stakeholders and partners to develop and promote initiatives and seek to adopt and develop best practice at all times.
5. EVALUATION
Please describe monitoring schemes used to evaluate your actions. Indicate problems encountered; lessons learnt, indicators chosen, stakeholders involvement etc.
How frequent are staff travel surveys, what was the % response rate? Has a site audit been carried out ? (max 150 words)
The overarching evaluation tool is our staff survey which is carried out every two years and our key indicator is mode share change. We have recently completed our staff survey which had over 12,500 face-to-face interviews with staff employed on the campus. This makes up approx 20% of all airport staff which will be diagonally sliced to represent the different types of staff employed on site.
The main problem encountered as part of any initiative at Heathrow is scale. Heathrow is the largest employment site in the UK with 5 Terminals and 3 further employment sites for staff. In addition 75% of all staff are shift based so being able to deliver marketing and promotions to the widest possible staff audience is challenging. However this has been achieve successfully through a co-ordinated approach with stakeholders and airport companies.
A site audit was competed in 2008 and we are seeking to repeat this in 2010.
6. RESULTS:

We have already exceeded our mode share target reduction for 2012 by nearly 3%.

7. COSTS & COST BENEFITS

The Group funding comes from the Transport Fund which is a levy on car parking at Heathrow. Annual budget for mobility management initiatives is £100,000 with 2 FTE staff members. The budget does not include enhancements to bus services or larger initiatives which are approx. £2 Million pounds per annum.
Cost benefit analysis is complex when delivering a high number of initiatives for a sustained period of time. It is however estimated that the cost of not delivering a reduction of single occupancy car use at the airport results in a cost to the business in excess of £4 Million pounds per annum.
In addition, other members of the network who purchase car park passes for staff have seen a significant saving as each pass they purchase costs over £750. In some instances, companies have reduced their car park pass purchases by up to 10% making considerable OPEX savings.
8. INNOVATION
Please describe what you feel is particularly innovative in your approach to mobility plans.(max 50 words)
We have a multi disciplined team with local, regional and national membership seeking to deliver behavioural change.
One site , 350+ companies with one Travel Plan is innovative in itself. In addition we were one of the first to introduce a car sharing scheme in the UK and have the only Free Public Transport Travel zone in the UK .
