Ozarks Transportation Organization (OTO) announces the open application process of the Moving Ahead for Progress in the 21st Century (MAP-21), Bus and Bus Facilities(5339) program.

The Bus and Bus Facilities (5339) program provides grant funds to urbanized areas for public transportation and allows investments in capital projects to replace, rehabilitate, and purchase buses, vans, and related equipment, and to construct bus-related facilities.

It is estimated from the FY2015fundingapportionments thatapproximately $260,000 will be available for FY2016. It is understood that the actual amount available may vary and the scoring committee may choose to award funding based on the final FY 2016 apportionment rather than the estimated amount of funding available.

The application process closesNovember 30, 2015. These funds constitute a core investment to enhance local public transportation systems in the OTO area. Priority will be given to projects that preserve and provide upgrades to existing transit systems.

It is the responsibility of the transit provider to submit the application and include all information needed for the OTO subcommittee selection process, in order to assess how each project applies to the selection criteria.

GOAL:To create and maintain a safe, accessible, and energy-efficient metropolitan area transit system that will enhance the region’s livability and assure its economic vitality.

PROGRAM GOAL: The Capital Investment Program provides funds to invest in capital equipment and facilities to allow for efficient and improved public transportation services. For bus and bus related facilities, the program provides for extraordinary capital needs that require resources in excess of funds supplied by formula funding or to advance important special emphasis initiatives. For New Starts and Small Starts, the program provides funds to construct new and expand existing fixed guideway systems and comprehensive corridorbased bus systems. For fixed guideway modernization, the program provides funds to rehabilitate and renovate older fixed guideway systems. For all program-funded projects, FTA expects recipient agencies to maintain sufficient funding resources to ensure the recapitalization and operation of the overall transit system.

POLICY: The Springfield metropolitan area public transit providers that are eligible for FTA Section 5339 funding shall apply for capital projects under FTA Section 5339.

WHO IS ELIGIBLE: Public agencies or private nonprofit organizations engaged in public transportation, including those providing services open to a segment of the general public, as defined by age, disability, or low income, are eligible to apply for the Bus and Bus Facility 5339 program.

PROCEDURE: FTA Section 5339 capital project requests shall be analyzed based on the project considerations and ranked by each reviewer. The numerical point system takes into account a weighted factor for each consideration. The MPO transit subcommittee will individually rank each FTA Section 5339 project. The results of the individual ranking process will be averaged from all subcommittee rankings. Note: It is the responsibility of the transit provider to include all information needed to the subcommittee in order to assess how each project applies to these criteria.   • Federal Share is 80 percent
  • Local Share is 20 percent
  • Funds are available for three years after the fiscal year in which the amount is apportioned

Exceptions: The Federal share may exceed 80 percent for certain projects related to the

Americans with Disability Act (ADA) or Clean Air Act (CAA), and certain bicycle projects. See FTA Circular C9300.1B part II-7.b
