APPENDIX II – SECTION 1

BASEBALL BYLAWS

Article I.OBJECTIVES AND ORGANIZATION

Section 1.01 The South Jeffco Baseball program is intended to serve as a means of providing both recreation and skill development opportunities for its participants. To this end, it is expected that all coaches will provide players with a fair opportunity to participate in all games, which will allow them to further improve their skills.

Section 1.02The Baseball program is designed to teach players, ages 8-14, the fundamental principles of sportsmanship, teamwork, and leadership, within a competitive environment. Since coaches (either head or assistant) can have a significant impact on the formation of attitudes and values of players, they are expected to conform to the highest standards of sportsmanship and conduct on the field.

Section 1.03Coaches should be cognizant of the responsibilities which they assume when participating in the baseball program, and standards of conduct which are expected. Since the coaches serve at the pleasure of the Area Director and the Director of Baseball, they are subject to removal by the directors for just cause. Coaches who are relieved of their duties, have the right to appeal such actions to South Jeffco’s Sports Review Board.

Section 1.04The Baseball program will field teams in age groups nine (9) through fourteen (14). In addition, the program may field an eight (8) 0 and 1 level league team (or any equivalent levels). Rules and regulations governing conduct of the program are set forth herein.

Section 1.05The Director of Baseball will appoint one (1) Director and one (1) Assistant Director for each high school area. The Area Directors serve at the pleasure of the Director and shall be responsible for the teams within their specific high school area. These responsibilities include, but are not limited to the following:

(a)Form teams in each age and division for their high school area. The number of teams is to be determined by the number of player registrations.

(b)Recruit and interview competent head coaches for each team in their area and recommend league assignments.

(c)Assist in planning, supervising, and conducting the open tryouts and draft.

(d)Follow up after the draft to make sure all players are placed on a team.

(e)Support the coaches within their area of responsibility.

Section 1.06The Director of Baseball will also appoint the following Director/Representative positions:

Section 1.07The Director of Baseball is a voting member on the SJSA Board of Directors and will assign one of the Directors as a voting member on the SJSA Board of Directors. SJSA Bylaws provide for two (2) voting members per sport.

Section 1.08The Director of Baseball (or the JCJBL Rep) and the Baseball Scheduler shall represent South Jeffco at the JCJBL team bracketing meeting (normally in February).

Section 1.09South Jeffco Sports will provide uniforms (shirts and hats) for those teams that wish to use them. Individual teams may purchase their own uniforms. The uniforms must consist of South Jeffco colors only (navy blue, cardinal, black, silver/gray, and white). Starting in 2012, it is MANDATORY for teams to include South Jeffco, or SJ, in a visible manner on the uniform or cap. (NOTE: This will not be required on Existing uniforms being used but will be on new uniforms.) South Jeffco will not provide uniform pants or socks.

Article II.BASEBALLPROGRAM

Section 2.01Team Continuity: Team continuity is an important element of the Baseball program.

(a)For age groups nine (9) through thirteen (13), teams that participate in league play the previous year will be able to return as a team provided there are at least six (6) players who have registered and agreed to remain with the team, prior to the tryouts. Teams with fewer than six (6) returning players will not be allowed to remain as a team. All players from that team will enter the draft and be required to attend tryouts. Exceptions to this policy can be made at the discretion of the Director of Baseball.

(b)For age group 8, Continuity is as follows:

1)8 Majors – Existing Head Coach (pending approval of Baseball Director) will be able to protect up to four (4) players in 2011 for 2012 season and 4-6 players in future years. Baseball Director reserves the right to refuse to allow this if (a) the Head Coach is not deemed to be suitable and/or (b) if the 8M team does not achieve a winning percentage of at least 33% or higher.
2)8AAA players will be released and required to enter into the 9 Year Old draft process.

(c)For age group 14s – Any Level 0 or 1 team will be forced to place ALL players in the Open tryouts to establish High School based teams. Refer to Section 4.04 for detail.

Section 2.02Head Coach Departure: In the event that a Head Coach does not return to a returning team, the Assistant Coach normally will be given first opportunity to coach the team. The Assistant Coach must go through the interview process, and is not guaranteed to become the head coach. Should the Assistant Coach decline, or be judged unqualified to assume head coaching responsibilities, a qualified coach will be recruited and assigned to coach the team. At the discretion of the Baseball Director, a team with a head coach departure and no assistant coaches in line to assume the team may choose to release all players into the tryout and draft process.

Section 2.03Recruiting Violations: Any coach, assistant coach, or any other adult associated with a SJSA team who solicits, in any manner, any player(s) on an existing SJSA team for the purpose of encouraging such player(s) to participate in the open draft will be suspended from coaching, assistant coaching, or otherwise being associated in any manner with any SJSA team for one (1) calendar year. If an assistant coach, parent, or other adult associated with a SJSA team is found to have violated the forgoing rule, the head coach of the team may also be suspended at the discretion of the Director of Baseball.

(a)Coach initiated contact – A coach interested in another player on another SJ team, must contact the Coach of theplayer that he is interested in before any contact with that player or parents.

(b)Parent initiated contact – A parent interested in having their child tryout for another team should contact player’s current coach to talk to the coach of the targeted team.

Section 2.04Roster Size: Team rosters will be comprised of a minimum of eleven (11) players and no more than (14) fourteen players. The Baseball Directors have the discretion to dictate to SJSA teams how many players they must carry on their roster, in order to allow all registered players the best opportunity to be placed on a team. In general, no zero league team will be required to carry more than eleven (11) players on it’s roster, a level one (1) team will not be required to carry more than (12) players on it’s roster, and level two (2) and level three (3) teams will not be required to carry more than thirteen (14) players on it’s roster. Exceptions to the roster requirements may be granted by the Baseball Directors under special circumstances.

Section 2.05Age Group Assignment: A player must play with a specific age group indicated by their birth date, or grade, unless special approval is given by the Baseball Director (by September 30th of the year prior to the season). All such requests must be submitted in writing for consideration by the Baseball Directors. At the time of this update, April 30th is used as the cutoff for the age eligibility. For the 2012 season (as an example), the following is the age restrictions:

-14 - Can't turn 15 before April 30 (BOD 4/30/97)

-13 - Can't turn 14 before April 30 (BOD 4/30/98)

-12 - Can't turn 13 before April 30 (BOD 4/30/99)

-11 - Can't turn 12 before April 30 (BOD 4/30/00)

-10 - Can't turn 11 before April 30 (BOD 4/30/01)

-9 - Can't turn 10 before April 30 (BOD 4/30/02)

-8 - Can't turn 9 before April 30 (BOD 4/30/03)

Section 2.06Area Eligibility: All level 1, 2, and 3 players must tryout and play in the area in which they live or go to school. Exceptions to this policy can be made at the discretion of the Director of Baseball, as long as the exceptions support the eligibility rules of JCJBL.

  • Note: South Jeffco is in the middle of a transition period whereby ALL NEW 8 & 9 year old teams starting in the 2012 Season will be required to be Affiliated as South Jeffco. They will remain this until the 14 year old season (related to Section 4.04)

Section 2.07Waivers: Players who are from a JCJBL area outside of South Jeffco must obtain a Waiver Release in order to play in Levels 1, 2, 3. (Note: 0-league does not require a waiver.) Coaches are responsible for working with these players to have their parents contact their respective area for this release. Normally, this can be managed through an email from the players area director. Once a player has been given a waiver and has played in SJ, they do not need to get an annual release (unless they leave SJ for a season).

  • Beginning in 2011 draft (for 2012 Season), Any South Jeffco Association Player/Resident who tries out in the South Jeffco tryouts and is selected on a SJ team – but chooses to leave SJ for another JCJBL affiliate – will be charged a $25.00 Tryout Fee in order to get the necessary Waiver.

Section 2.08Request to Change Teams: Any player may request not to return to their former team/coach. Any player who does not wish to return to their previous team/coach, must attend tryouts, and be placed in the draft. A player may only request not to be placed on a team he has played on previously.

Article III.Player/Team Retention Rules:

Section 3.01“0” League Teams: Pending Changes due to JCJBL introducing a new “Open” League format in 2011.

(a)OLD FORMAT - Each season, a team at the 0 level must have a majority of their roster from their home area – that either live, or go to school in the team’s home high school area, on their roster, in order to comply with JCJBL roster eligibility requirements. All 0 league teams may protect a maximum of eight (8) players from the previous season’s roster. These eight (8) players are exempt from attending tryouts, and will be automatically returned to their previous team, provided they meet registration deadlines.

(b)NEW FORMAT – JCJBL is now utilizing a new format of an “Open” League division. Teams will not be required to have a majority of players from the area of their home high school. Please note that South Jeffco reserves all rights to refuse to sponsor a team that does not have a majority of their players from a SJ home area.

Section 3.02Level 1-3 Teams: Each season, a Level 1, Level 2, or Level 3 teams, may protect a minimum of six (6), and a maximum of eight (8) players from their previous season’s JCJBL roster. Exceptions to this requirement may be granted by the Area Director for Level 2 or Level 3 teams who are the lowest level team in their age group and area.

Section 3.03Protected/Unprotected Players: All players who are related to a team’s head coach must be counted as a protected player. All released/unprotected players must attend tryouts. An unprotected player may be recalled by their previous team, after the tryout, and before the draft. Head Coaches should notify each player on their team of their protected/unprotected status, no later than one month prior to tryouts. A list of protected and unprotected players must be provided to the Area Director three weeks prior to tryouts.

(a)If a player who is protected requests a release from a coach in the period of less than 3 weeks prior to the tryout will not be guaranteed a spot on their prior team. This is left to the coach’s discretion.

1)In the event, a protected player elects to ask for release in order to tryout for another team or at another level, the Head Coach may elect to protect a player who had been previously released. Per Section 3.02, the team must have at least six (6) players on the roster prior to tryouts and may not exceed eight (8) players.

(b)In the event, a protected player notifies a coach that he wants to retain his spot but have an opportunity to tryout for another team at a higher level (a SJ team), the player is guaranteed his spot if he does not make the higher level team.

1)In the event, a protected player elects to ask for release in order to tryout for another team or at another level, the Head Coach may elect to protect a player who had been previously released. Per Section 3.02, the team must have at least six (6) players on the roster prior to tryouts and may not exceed eight (8) players.

Section 3.04Player Movement: A player may elect to enter the draft in order to attempt to earn a roster spot on a team that plays at a more competitive level. If a protected player does not make a team that plays at a more competitive level, the player retains his original slot on his prior team.

Section 3.05Coaches Responsibility: It is the purpose of the annual tryouts and draft to allow players to have opportunities to move to different levels of play. It is every head coach’s responsibility to allow for this movement by giving all the players participating in a tryout a fair opportunity to earn roster spots on their team. Any coach who openly states that there are no roster openings or opportunities on their team, may be suspended from coaching at the discretion of the Baseball Directors.

(a)Coaches are expected to ENCOURAGE their players to consider trying out for a more competitive level.

Section 3.06SJSA Loyalty Policy: If any person who has a child or relative who plays on a SJSA team, leaves SJSA to serve as a coach or assistant coach of a team which is sponsored by or associated with another league, sports association, or becomes a non South Jeffco tournament team, and takes any SJSA player with them in the first year of their departure for the purposes of playing on a new team, the coach will be prohibited from coaching or otherwise assisting with any SJSA team for a period of one (1) calendar year. If in the first year of departure, three (3) or more players who have previously played on a SJSA team, leave to play on that team, the coach will be permanently prohibited from coaching any SJSA athletic team.

Section 3.07Appeal Process: A Head Coach, Assistant Coach, Parent, or Player may appeal any disciplinary issue or Director’s decision, first through their Area Director, second, the Director of Baseball, and finally, the SJSA Sports Review Board.

Article IV.Tryouts and Draft:

Section 4.01Nine Year Old Age Group: Teams will be formed in accordance with JCJBL eligibility rules.

(a)All nine (9) year old players must attend tryouts and go through the open draft process. Any player in the 9 year old age group, may choose whether or not they wish to participate in the 0 League. Declaration must be made at time of check in at tryouts.

(b)A group of independent evaluators will evaluate the player’s skill level and athletic ability, and will rank players according to their evaluations.

(c)The evaluators should be experienced coaches who have no connection with any of the players in the tryout.

(d)Coaches will be chosen by the Area Directors after the teams have been formed.

(e)Coaches will be notified within 24 hours after the team’s have been created. Each coach will be given the player contact list for their team, and must make every effort to contact all players on the same day.

Section 4.028-year old Tryouts: Teams will be formed in accordance with JCJBL eligibility rules. As noted in Section 1.04, SJ will form a 8 “0” and 8 “1” level team if the evaluated talent reflects it.

(a)Only those 8-year old players interested must tryout.

(b)A group of independent evaluators will evaluate the player’s skill level and athletic ability, and will rank players according to their evaluations.

(c)The evaluators should be experienced coaches who have no connection with any of the players in the tryout.

(d)Coaches will be chosen by the Area Directors after the teams have been formed.

(e)Coaches will be notified within 24 hours after the team’s have been created. Each coach will be given the player contact list for their team, and must make every effort to contact all players on the same day.

Section 4.03Draft Procedures for 10-13 Year Old Teams: Teams will be formed in accordance with JCJBL eligibility rules. The order of the draft will be conducted as follows:

(a)0 league teams, followed by Level 1 teams, followed by Level 2 teams, followed by Level 3 teams. Each high school area will draft separately, unless otherwise approved by the Director of Baseball. For purposes of the draft, a team must draft at the level that they competed in during the previous season.

(b) Any team that won (finished either alone or tied for first place) their JCJBL league (regular season play) the previous year, must draft at the next highest level of competition, since they will be required to “move up”. Teams that are choosing to “move up”, but are not required to, must draft at their previous level, unless an exception is granted by the Director of Baseball.
