Draft Alcohol Exemplar:
The purpose of the exemplar is to show how planning could be completed for one issue aligned with RBA. It also serves to reflect the level of information and performance measures that are appropriate for the PHU Annual Plan.
Please note:
- the exemplar is not a complete description of all activities required under alcohol-related harm.
- not all activities outlined in the exemplar will be relevant or appropriate for your population of coverage and you may be required to prioritise some activities over others to ensure that existing resources are used most efficiently and effectively - what is important is for you to ensure your service delivery is aligned with the strategic priorities of the Government, the Ministry and your DHB(s).
- all of the Health Protection section should be fulfilledas this section relates to regulatory requirements under the Sale and Supply of Alcohol Act 2012. This means that all PHUs are expected to deliver these services and report on the performance measures. Please note though that there is a degree of flexibility in terms of level or quantum of activities appropriate for your population of coverage and individual PHU situation. The Ministry has designated some of these measures as 'vital few RBA reporting measures for Alcohol’ and thereforethey will be reported in the ‘Vital Few’ report.
- although the exemplar covers all three RBA dimensions: How many, How well and Is anyone better off for almost all activities, we advise you to choose a few SMART (specific, measurable, appropriate, realistic, time-bound) Performance Measures to enable you to tell the whole performance story. It is not necessary to have specific Performance Measures covering all three dimensions for every single activity (but noting that the Health Protection section is mandatory).
- some of the suggested performance measures will not be appropriate in every circumstance (eg, satisfaction surveys may only be appropriate for large projects, and some performance measures may be more useful for internal management purposes).
- the Health Protection Tier 2 Service Specification covers Tobacco, Alcohol and Other Drugs, Communicable Diseases and Environmental Health - for these issues, the Health Promotion, Public Health Capacity Development and some Health Assessment and Surveillance activities that are directly related to the PHU’s statutory role are placed under the Health Protection core function to align with the Tier 2 Public Health Service Specifications.
Service delivery expectations:
- Reports pursuant to the Sale and Supply of Alcohol Act 2012 should be robust, internally peer reviewed and meet the requirements of the District Licensing Committee (DLC), the Alcohol Regulatory and Licensing Authority (ARLA) and
the Public Health Alcohol Regulatory Officer Toolkit, May 2013.
- Controlled Purchase Operations (CPOS) should be conducted as per procedures in the 2014 Health Promotion Agency Guidelines for Conducting Controlled Purchase Operations and in line with Ministry of Health policy.
- Information contained in submissions should be consistent with the Ministry of Health’s policy positions, guidelines, legislation, and other relevant documents.
