2. He reviewed the minutes of the 2006 meeting.
3. He reviewed the meeting sign-in sheet.
4. He reviewed the API process, procedure, and organization. Once a document is approved and published, it is reviewed every five years. It may be reaffirmed, revised, or withdrawn.
5. He reviewed the process for obtaining approval of new projects.
6. He reviewed the API RP development time line.
7. He provided information on Gas-Lift Book 6 of the Vocational Training Series, Third Addition, 1994. We can obtain Book 6 from the IHS online store:

Review of Existing Documents:
1. Specification 11V1 – Specification for Gas-Lift Equipment.
a. It is the minimum standard for gas-lift equipment.
b. It will be rolled into ISO 17078-1 and17078-2.
c. We unanimously approved reaffirmation of the document, without changes, so it can stay in place until the ISO standards are fully in place. We don’t currently know the needed reaffirmation date for this, so the vote to reaffirm will apply when that time comes up.

2. RP 11V2 – Gas-Lift Valve Performance Testing.
a. It is an RP for testing and modeling gas-lift valves.
b. It will be rolled into ISO17078-2.
c. We unanimously approved reaffirmation of the document, without changes, so it can stay in place until it is replaced by the ISO International Standard. It was to be reaffirmed in March, 2006. Jim Hall is checking on the current status of the document.

3. RP 11V3 – Gas Lift Valve Mandrels Design and Fabrication - Dropped
4. RP 11V4 – (title unknown) Dropped
5. RP 11V5 – Recommended Practice for Operations, Maintenance, and Troubleshooting of Gas-Lift Installations. Action Plan
a. It is under revision.
b. We will plan to reaffirm it after it is revised.
c. Originally issued in 1989.
d. 2nd Edition in June, 1999.

6. RP 11V6 – Recommended Practice for Design of Continuous Flow Gas-Lift Installations Using Injection Pressure Operated Valves.
a. This RP was the basis for the Continuing Education course on gas-lift design at the 2007 Gas-Lift Workshop.
b. It has been recently reaffirmed (believed, but not confirmed)
c. We will look at it when it comes up again and potentially revise it.
d. Arun Kallal mentioned interest in PPO valves. This may be addressed in a revision of 11V6; it may become a new item in the future; or it may be sufficiently covered in RP 11V9.

7. RP 11V7 – Recommended Practice for Repair, Testing, and Setting Gas-Lift Valves.
a. It should be used in every gas-lift valve shop.
b. It will be rolled into ISO 17078-4.
c. We unanimously approved reaffirmation of the document, without changes, so it can stay in place until it is fully replaced by the ISO document. It was to be reaffirmed in June, 2004.
d. If a revision to this document is needed to address the temperature of the nitrogen used for testing gas-lift valves, or is this information is needed in ISO 17078-4, Steve Gossell volunteers to work on this.
e. If we revise valve testing in 11V7, we need to review wording in API 11V1 and11V2.

8. RP 11V8 – Recommended Practice for Gas-Lift System Design and Performance Prediction.
a. This document focuses on the gas-lift system.
b. We will reaffirm or revise it in 2008.
c. We may want to consider dynamic models in the revised document.
d. John Martinez, work group chair, said that there will likely be some revision needed when it comes up for review.

Review of Documents Being Developed:
1. 11V9 – Recommended Practice for Operation, Maintenance, Troubleshooting and Design/Re-design of Dual Gas-Lift Wells. Action Plan
a. This document is under development.
b. It was started in 2002.
c. The following people agree to review the document when the current draft is finished:
i. Sies Hussain
ii. Steve Gossell
iii. Stan Groff
iv. Tom Nations
d. The goal is to complete 1st draft by April 15, 2007. To do this, Cleon Dunham will need to obtain input from a few people.
e. When the first draft is complete, the document will be reviewed by the Work Group.
f. The Work Group is to return comments by June 15, 2007.
g. We will review at the comments at a meeting of 11V Task Group at our July, 2007 meeting.
2. 11V10 – Recommended Practice for Intermittent Gas-Lift. Action Plan
a. This document is under development.
b. The Chairman has been Ali Hernandez of PDVSA. He is no longer able to serve in this role.
c. We need a new chairman.
d. Steve Gossell agrees to be the new chair.
e. Fortune Bikoro agrees to be on the team.
Review of New Documents to be Developed:
1. NWI – Recommended Practice for Application of Dynamic Simulation Techniques for Designing and/or Optimizing Natural Flowing and Gas-Lift Wells and Systems. Action Plan
a. This is a new RP to be started, if it is approved by Work Group 11.
b. The chairman will be Juan Carlos Montecon, SPT Group
c. This was originally proposed at 2006 API 11V Task Group meeting.
d. Juan was charged with organizing a work group.
e. A “new work proposal document” has been prepared.
f. The justification in the document is to be revised to remove the comment about saving millions of dollars.
g. We must have work group members from different service/supply companies.
f. We need to invite all we are aware of.
g. We must have at least two service companies participate on the Work Group.
h. Potential supply companies, in addition to STP, are: Edinburgh Petroleum Services, Petrobras, AppSmiths, FMC, and NorskeHydro.
i. The new work item was returned to Juan to work on further development of the Work Group team.
Review of New Work Item Prospects:
1. Possible Future API RP subjects:
a. Surface–controlled gas-lift valves.
b. Gas-Lift automation, surveillance, and monitoring
c. Gas-Lift design for PPO valves.
i. ExxonMobil has a PPO design document. Mike Johnson will look into whether or not it can be donated to API.
d. Sub-sea and deepwater gas-lift (if this is not pursued by others).
i. Steve Gossell is willing to be part of this.
Summary of Meeting:
1. API specifications are moving to ISO.
2. API recommended practices staying with the API.
3. API is driven by Operating Companies, but lots of input is needed from Service Companies.
4. Operating Company participation is required.
5. Recommended Practice = Industry Knowledge.
