ANTI-BULLYING AND CHILD PROTECTION POLICY

Introduction

Bullying is a behavior that can only be easily recognized when individuals experience it. Bullying can happen to anyone at any age and anywhere whether at school, home, or even in a workplace.

A school must be child-friendly, conducive and a peaceful environment for the pupils to learn and mold themselves to be better agents of change in the future.

Plamango Integrated School will do whatever is reasonably necessary to protect the school children against any form of abuse and violence.

Statement of Intent

The school is very much committed to implement DepEd Order No.40, s. 2012 also known as Policy and Guidelines on Protecting Children in School from Abuse, Violence, exploitation, Discrimination, Bullying, and Other Forms of Abuse and the Implementing rules and regulations on Republic Act No. 10627, otherwise known as the Anti-Bullying Act 0f 2013. This is to ensure the safety and to provide a nonviolent and child-friendly environment.

Objectives of this Policy

  1. Ensure that all the teachers, parents, pupils and stakeholders will understand the effects of bullying and other forms of abuse.
  2. Inform pupils, parents, teachers, school personnel and stakeholders on the kinds and effects of bullying, the DepEd Order No. 40 s. 2012, the Republic Act 10627 and the anti-bullying policy of the school.
  3. Lessen and prevent cases of bullying and other forms of abuse or violence in the school through effective implementation of the School Anti-Bullying Policy.
  4. Make sure that bullying in school will not be tolerated.

Definition of Terms

Bullying” refers to any severe, or repeated use by one or more students of a written, verbal or electronic expression, or a physical act or gesture, or any combination thereof, directed at another student that has the effect of actually causing or placing the latter in reasonable fear of physical or emotional harm or damage to his property; creating a hostile environment at school for the other student; infringing on the rights of another student at school; or materially and substantially disrupting the education process or the orderly operation of a school. (Section 1, Anti-Bullying Act of 2013 RA 10627)

Republic Act 10627 – An act requiring all elementary and secondary schools to adopt policies to prevent and address the acts of bullying in their institutions.

Bully - Someone who uses physical or verbal aggression on something of a regular basis against other young people. Usually, bullies are found to be stronger, bigger, and more aggressive than their peers and victims.

Victim of Bullying - are typically anxious, insecure, cautious, and suffer from low self-esteem, rarely defending themselves or retaliating when confronted by students who bully them. They may lack social skills and friends, and they are often socially isolated.

Intervention - are the programs and activities that are done by the teachers to reduce or eliminate cases of bullying in their school.

Child Protection.It refers to programs, services, procedures and structures that are intended to prevent and respond to abuse, neglect, exploitation discrimination and violence.

Prevention and Intervention Programs

Initial Intervention

  1. The pupil or the parent must report to any member of the Child Protection committee on the incidence of bullying.
  2. The member of the committee must make clear to the victim that the incident must be settled and revenge is not a solution.
  3. The committee member must record the incident so that there will be an accurate report.
  4. The bullying incident must be investigated.
  5. Other pupils will served as witnesses.
  6. Action will be taken so as to change the behavior of the bully.
  7. Follow- up assessment must be made of the bully’s behavior.

Further intervention

  1. If there is no change in the behaviour of the bully, there must be a meeting with the parents to discuss what must be done to change his/her behaviour.
  2. Appropriate consequences must be endorsed so that the bully will stop his bad behaviour. Suspension or even expulsion could be considered.

Consequences

1st Offense- Warning, Conference with Parent, Adviser, Guidance Coordinator

2nd Offense-Community service with parent consent

3rd Offense- Referral to the school head, and child protection committee
