It states that Hideki Tojo planned the attack on Pearl Harbor and that he sent forces to Pearl Harbor. The attack was planned by Admiral Isoroku Yamamoto and Minoru Genda. Yamamoto sent the forces under Admiral Nagumo. Tojo was in command of the Army and was not necessarily in favor of the attack.
