1 APPOINTMENT OF TOWN MAYOR

Resolved: that Councillor W Temperton-Ball is elected Town Mayor for the year 2013/14. Councillor Temperton-Ball duly signed the Declaration of Acceptance of Office.

Members thanked Councillor Hart for his excellent work during his year as Town Mayor.

2 ACCEPTANCE OF APOLOGIES FOR ABSENCE

Apologies for absence were received and accepted from Councillors T Gibbs (recovering from operation), E Durdy (illness), Mrs J Credland (previous appointment), P Siddons (work commitments)

Councillor M Glynn stated that he did not accept the reason for non-attendance put forward by Councillor P Siddons.

Resolved: that Councillor Siddons is reminded of the 6-month rule regarding non-attendance at Town Council meetings.

3 MATTERS RAISED BY MEMBERS OF THE PUBLIC

Four members of the public were present at the following matters were raised:-

a Councillor’s Attitude

A member of the public stated that he was unhappy with the way in which Councillor Glynn had spoken to him when he was going round the corner at the junction of Station Road and Cuckoo Lane, Hatfield.

The member of the public was thanked for his comments and informed that the matter would be discussed later in the agenda.

b The Oval, Dunscroft

A member of the public stated that he had been the object of an unprovoked attack by a gang of youths in The Oval. He had reported the matter to the Police. The resident enquired if the Town Council could request extra patrols in the area.

Resolved: that the Clerk will send a letter to South Yorkshire Police requesting extra patrols in the area.

c Dog Waste Bin

A member of the public enquired whether a dog waste bin could be provided on the roadside between Victoria Hall and the motorway bridge in Hatfield.

4 DECLARATIONS OF INTEREST

Councillor J Brown declared a disclosable pecuniary interest in Minute No. 9j being a member of the Hatfield Woodhouse Village Hall Committee.

5 APPOINTMENT OF DEPUTY TOWN MAYOR

Members discussed the appointment of the Deputy Town Mayor and it was -

Resolved: that Councillor W Morrison is elected Deputy Town Mayor for the year 2014/15.

6 ELECTION OF LEADER

Resolved: that Councillor James Hart, as the retiring Town Mayor, is elected Leader of the Town Council for 2014/15.

8 MINUTES OF THE MEETING OF THE TOWN COUNCIL HELD ON MONDAY 14 APRIL 2014

The Minutes of the Meeting of the Town Council held on Monday 14 April 2014 were approved as a true record and signed by the Town Mayor, Councillor W Temperton-Ball, with the following amendment:-

Declarations of Interest – Councillor N Bennett stated that he had not declared an interest in Minute No. 149a (14/0650/FULFT).

9 MATTERS ARISING FROM THE MINUTES

a Health & Safety – Corner of Station Road, Hatfield (Opposite Church)

Further to Minute No. 143b, Councillor M Glynn stated that “my protest is peaceful and it is my democratic right to carry it out. People can contact South Yorkshire Police if there is a problem”.

b Councillors’ Surgery

Further to Minute No. 145a, one member of the public had attended the surgery and had been given advice on who to contact regarding his issues. The gentleman subsequently brought the matter to the Town Council meeting.

Resolved: that Councillors D Fiennes-Gregory and W Morrison will attend the surgery to be held on 7 June 2014.

c Station Road, Hatfield – Speeding Lorries

Further to Minute No. 145b, the Clerk reported that she had requested Hargreaves to hold a public meeting, to have sight of minutes of routing agreement meetings and sight of tachograph readings. She had also approached Doncaster MBC regarding traffic counters and weight restrictions signs on Station Road, Hatfield but was still awaiting replies.

Resolved: that the Clerk continues to pursue the matters.

d Proposed Development of Land off Doncaster Road, Dunscroft/Dunsville

Further to Minute No. 145c, the Clerk reported that Nathaniel Lichfield & Partners had cancelled their meeting, at very short notice, with the Town Council which was due to take place immediately prior to the Town Council meeting. They had been requested to supply dates before the next Town Council meeting when they are available to meet the Town Council so that a special meeting can be called. This they had done.

Resolved: that a meeting is held with representatives of Nathaniel Lichfield & Partners on Wednesday 28 May 2014, commencing at 6 p.m.

e High Street, Dunsville – Traffic Problems

Further to Minute No. 145e, the Clerk reported that Doncaster MBC had put traffic counters in place on the main road through Dunsville. No mention had been made of traffic islands.

f Hatfield Library

Further to Minute No. 145f, the Clerk reported that some progress had been made and a further meeting is to be held on Wednesday 14 May 2014.

g Newsletter

Further to Minute No. 137e, the Clerk reported that as the newsletter distribution company had only delivered to approximately 85% of the area requested, only 85% of the invoice is paid, which amounts to £459.00.

Resolved: that Old Fashioned Leaflet Distribution Ltd is paid £459.00.

h Planning Application 14/0763/WCC

Further to Minute No. 149b, Members again requested that Doncaster MBC are informed of the 7.5 tonne weight restriction on Ancient Lane. They also requested that a list of 106 agreements for the Ward are obtained from Doncater MBC.

Resolved: that Doncaster MBC is reminded on the weight restriction on Ancient Lane. Further resolved: that a list of 106 agreements is requested from Doncaster MBC.

i Planning Application 14/0778/COU

Further to Minute No. 145b, the Clerk reported that the nursery previously had 62 places and it was proposed to increase this number to 90 an increase of 28 places. Members expressed their concerns regarding the condition of the access road and the problems extra traffic might cause and problems other residents might experience with accessing their properties.

j Land at Hatfield Woodhouse

Further to Minute No. 150a, the Clerk reported that she had not been able to progress any of the matters raised.

k Thorne & Moorends Neighbourhood Plan – Consultation

Further to Minute No. 50c, the Clerk reported that a copy of the letter and attachment was forwarded to the Hatfield Village Plan Committee who are already aware of the plan.

l Taxation of Mayor’s Allowance

Further to Minute No. 150g, the Clerk reported that so long as an account is forwarded by the Mayor at the end of his year, of how the money was spent, it is acceptable under Section 15(5) of the Local Authorities (Members’ Allowances) (England) Regulations 2003, to pay the Mayor such allowance as the council think reasonable, to enable him to meet the expenses of his office.

Resolved: that no change is made to the present system.

The Minutes of the Annual Towns Meeting had been circulated to Members for information.

11 MATTERS ARISING FROM THE MINUTES

York Road Recreation Ground

Further to Minute No. 4e in which Councillor Mrs L Curran had stated that she had not received correspondence for the past year. It was noted that a Ward Member has attended a Town Council on only one occasion in the past year, in July 2013 and no apologies had been received on any occasion.

Resolved: that an extra item is added to the Town Council agenda recording the attendance or non-attendance of Ward Members and whether or not apologies had been received.

No minutes of the Newsletter Committee had been circulated as the meeting called had been inquorate.

Resolved: that the next meeting of the Newsletter Committee is held on Monday 19 May 2014 at 7 p.m. in the Council Offices.

14 CORRESPONDENCE/REPORTS

a Standing Orders

Further to Minute No. 88d, the Clerk had circulated a copy of the new Model Standing Orders, supplied by YLCA, amended to reflect the Town Council’s system and stated that they required adopting.

Resolved: that the new Model Standing Orders, as amended, are adopted with immediate effect.

b Staff Representative on Health & Safety Committee

The Clerk reported that the Cemetery & Recreation Grounds staff had requested that they have a representative on the Health & Safety Committee.

Resolved: that the request is granted and that, if necessary, time off in lieu is granted to enable the representative to attend the meeting as meetings are usually held in the evenings.

c Northern Power Grid – Pruning – Jubilee Park

The Clerk had received an email from Landscape Planning Group Ltd who are working on behalf of Northern Power Grid, requesting permission to cut back trees on Jubilee Park that are located very near to overhead power lines.

Resolved: that the Clerk requests a copy of the company’s risk assessments.

d Station Road Recreation Ground – Impounding of Horses

The Clerk outlined the situation and the steps she had taken to have horses which were illegally grazing on the above recreation ground, removed. She had consulted with the Mayor and Leader of the council and it had been agreed to ask Doncaster MBC to erect a notice giving 7 days’ notice of impounding if the horses are not removed. If the notice was not complied with Doncaster MBC would go ahead with impounding.

Resolved: that the Clerk’s actions are approved.

e Charity Land – Gilliatt

Further to Minute No. 75g, the Clerk reported that she had now received a letter from the solicitors stating confirming completion of the registration with possessory title of the above land.
