ANNUAL MEETING OF ANSLOW PARISH COUNCIL

The Chairman, Frank Thompstone welcomed all to the meeting.

2015/AMTG/1 Election of Chairman and Vice Chairman
Nominations for Chairman were requested and Cllr Page nominated Cllr Thompstone. No other nominations received. All were in favour. Cllr Tomlinson seconded the nomination. Cllr Thompstone was duly elected Chairman.

The Chairman invited nominations for Vice Chairman and proposed Cllr Page and Cllr Hall seconded. No other nominations were received and Cllr Page was elected Vice Chairman.

The Chairman invited nominations for Chair of Planning Sub Committee. The only proposal was from the Chairman for Cllr Tomlinson. Cllr Page seconded and Cllr Tomlinson was elected.
Register of Interest forms were emailed/delivered to all councillors prior to the meeting. Declaration of acceptance of office forms were all signed and returned to the Clerk at the meeting.

2015/AMTG/4 Public Question Time

No public in attendance

2015/AMTG/5 Minutes of the Meeting held on 5th March 2015
The minutes were agreed by all present, proposed by Cllr Page and seconded by Cllr Greer and signed as a true and accurate record by the Chairman.

2015/AMTG/6 Vacancy for 2 Parish Councillors

No nominations at present. Co-option vacancy notice to go on notice boards and websites.
Resolved: Clerk to action

2015/AMTG/7 Quotes for Village Planters & Maintenance

2 quotes received by the Clerk: Option 1: £699 Option 2: £730

Discussion took place for each quote including:-

•planting up 2 village Gateway Planters

•planting up of pots on Hopley Road, Bushton Lane and Main Road, Anslow twice a year with seasonal plants and

•maintenance of the Remembrance & Memorial Gardens twice a year.
Resolved: To accept Option 2 on grounds of having received a good, reliable service and quality planting with no issues arising over last 2 years.

•Although option 2 is higher, a 3 year contract is to be discussed and negotiated with the contractor at the price of £730 for the next 3 years. Proposed by Cllr LH and seconded by Cllr JT. Resolved: Clerk to contact unsuccessful contractor and inform of council’s decision. Existing winter plants should be retained in planters, where possible, rather than removing/disgarding when spring planting is carried out.

Clerk confirmed that letters of thanks had been sent to all volunteers in village for watering the planters/Gateway Planters in past 12 months. The following offers to water planters for this year have been received: John Lanham for Bushton Lane, Mr and Mrs McGreal for Main Road,
Cllr Page for the 3 Memorial Garden planters. Hopley Road planters are not covered.
Resolved: Cllrs to try and source a volunteer/s for this area.

2015/AMTG/8 Clerk’s Report

•The revised Standing Orders document was emailed/circulated prior to meeting for review and was agreed and signed off by all Councillors present at meeting.

•The A3 printer, which was surplus to requirements. was sold to Uttoxeter Town Council for £100

•Clerk’s old printer was donated to Cash for Clothes Charity in Burton

•3 x unused Inkjet cartridges were returned to Staples for £54.89 refund

•Purchase of new printer from Currys/PC Word for £399 inc VAT and 4 new toner cartridges for £284.02 from Staples UK Ltd.

•Clerk asked for help with storage of 2 remembrance wreaths. Cllr Page accepted.

•2 Community Banners used for last Summer’s festival at the Bell were delivered to
Cllr Thompstone to store by Dave Blair.

•Working from Home Allowance of £4pw for clerk (as previously agreed in 2015/16 budget) will start from April 2015 and recorded in Clerk’s expenses

•Staff Pensions: Pension Regulator has written to Clerk and update will be given at next meeting

•Additional storage for parish council equipment still required.

2015/AMTG/9 Finance - Audit Annual Return (Grant Thornton)

•Section 1: Accounting Statements 2014/15 for Anslow Parish Council were approved by the Council and signed by the Chairman and Clerk

•Section 2: Annual Governance Statement 2014/15 was approved by the Council and signed by the Chairman and Clerk

•The Balance Sheet for 2014/15 was reviewed and signed off by the Chairman and Clerk

•Clerk read through Financial Statement for Year Ending 31st March 2015 (copy attached)
The Chairman thanked both the clerk and Cllr Page for their hardwork in completing all the financial requirements for the audit of the accounts.

•Use of Community Fund in connection with community events

•Allotment Hedge Maintenance (adjacent to fields, not the roadside). Cllr Page to update

•Quotes for allotment hedge cutting. Resolved: Clerk to get 2 quotes
