ANNUAL IHM NORTHERN IRELAND QUALITY AWARDS 2014
The Institute of Healthcare Management, in partnership with Department of Health, Social Services and Public Safety, is inviting applications for the 2014 HSC Quality Awards.
This invitation is extended to any team working within a Health and Social Care Organisation which can satisfy the criteria shown at paragraph 4 below. The closing date for entry is 12th September 2014.
Aim of the Awards
The aim of the Quality Awards is to recognise, reward and promote excellence in the provision of health and social care.
Criteria upon which Applications will be Judged
Submissions should demonstrate high quality effective services and be able to show:
· Leadership
· Safety and Quality
· Efficiency and Effectiveness
· Collaboration/ Partnership working
· Innovation
· Continuous Improvement/ Pursuing Excellence
· Strategic and Systematic Approach
· Stakeholder engagement
Details of each criterion are included in the forward to the application form.
How to Apply
All applications must be legible and made on the official application form. If typed, font size should not be less than 11 and the format of the form must not be altered in any way. E.g. the size of the boxes must not be changed. For your convenience an application form is attached. The application form is also at HSC Leadership Centre website.
Judging
Judging will be in 3 stages and the criteria described above will be used at each stage.
Stage 1: Members of the Northern Ireland IHM Council will shortlist 6 applications.
Stage 2: Short-listed projects will be notified as soon as possible after the closing date and visited on site during October by an assessing panel. These visits will provide project team members with an opportunity to give additional information or discuss any new developments in the project since the application was submitted and marking against the criteria will be done afresh. From these visits, 3 projects will be selected to go through to the final stage.
Stage 3: The final judging will take place in November. Each team will be asked to make a 15-minute presentation on their project to an expert judging panel. The panel will then have the opportunity to ask the team questions on the project before marking afresh against the above criteria.
The winner will be announced at the IHM Conference dinner on 20th November at Ballygally Castle, Larne.
Health & Social Care Organisations in Northern Ireland have much to be proud of and this is an excellent opportunity for innovative work to be recognised and rewarded. It also provides an opportunity for acknowledging, showcasing and for sharing good practice.

HSC QUALITY AWARDS 2014
NOTES FOR GUIDANCE:
The Quality Awards are inclusive in nature and offer an excellent opportunity for innovative work to be recognised and rewarded. The Awards also provide a vehicle for acknowledging and sharing good practice.
Judging will be in 3 stages. Scores from each stage will not be cumulative.
Following the initial marking, a number of projects will be short listed for visits. The visiting assessors will award marks from which the 3 finalists will be selected. The finalists will be invited to give a presentation in November before a panel of expert judges.
In each of the attached application form’s sections please outline how the project or service meets the appropriate criteria as set out below. Supplementary material will not be considered at the first stage of judging.

1. Leadership /Show evidence of how the team:
· Demonstrated effective and appropriate leadership· Led change through people and inspired others to be positive in their support of the work change or project/initiative.
2. Safety and Quality /
Show evidence of how the team:
· Made a difference to the service they work in and contributed to improving quality of care· Embedded patient/client safety in the project or service (i.e. adherence to evidence-base, improved reliability of processes and better outcomes)
· Based their project/service/initiative on the best research evidence available
3. Efficiency and Effectiveness /
Show evidence of how the team:
· Demonstrated a significant contribution to the efficiency of the work they perform· Improved the services to service users through efficiencies and service reform
· Ensured the effective use of resources (i.e. what was spent on the project? What were the sources of funding? How was it spent? Did it represent good value? In what ways? What savings were identified?)
4. Collaboration/ Partnership Working /
Show evidence of how the team:
· Engaged and facilitated others to work collaboratively in a multi-agency /disciplinary environment to achieve change.· Clearly showed a multi-professional, partnership approach to service/project design and/or delivery
5. Innovation /
Show evidence of how the team:
· Demonstrated an innovative approach in the planning and delivering of new or existing services.6. Continuous Improvement/ Pursuing Excellence /
Show evidence of how the team:
· Demonstrated commitment to continuous improvement of services· Identified time for reflection and reviewing evaluations. Set above average yet achievable objectives/ambitious performance targets.
· Rigorously evaluated the project and demonstrated clear evidence of a sustained improvement in established services
7. Strategic and systematic approach /
Show evidence of how the team:
· Ensured a systematic approach to the design and delivery of the service/project (i.e. what was the background and rationale for its development, its objectives, process undertaken and key outcomes?)· Ensured the service/project reflected local need and regional priorities (e.g. Has the project been effective in improving the health and well-being of the population. Is the project transferable to other service areas?)
8. Stakeholder engagement /
Show evidence of how the team:
· Developed meaningful and sustainable engagement with providers, users and others.· Ensured users’ views and opinions influenced the design, delivery and evaluation of the service/project
· Ensured the views of all involved in the care/treatment process e.g. informal carers; voluntary organisations and service users have been taken into account throughout the project.
