Q1.What are the chances there is another technical specs document? We would need this information in order to respond. Also, will there be a bidder’s conference? Our internal team would also like to ask for a 3 week extension. Can that be granted?

A1.Thank you for your interest in this project. The RFP document contains 23 pages and is all inclusive. Unfortunately we cannot honor a request to extend the due date. Proposals are due in no later than 3:00 p.m. April 14, 2017.

Q2. Does the Department anticipate releasing any RFPs for the following?

▪Laboratory System

▪ Monitoring and Compliance system

▪Customer Billing System Enhancements

▪Automated Meter Reading Enhancements

▪IVR Upgrade/Replacement

A2.No, DPU does not anticipate releasing RFP’s for any of the mentioned products. The County is in contract negotiations for a replacement Laboratory System and Monitoring & Compliance systems. This replacement solution is anticipated to be implemented in the next 12 months.

Q3.How does the Department typically fund technology efforts (budget, grants, user fees, etc.)?

A3.DPU is an enterprise fund and budgets for technology efforts as part of their annual and capital planning processes.

Q4.Has funding for the projects mentioned within the RFQ already been allocated?

A4.Funding is already available for some projects within the RFP but not necessarily all in one year. The projects are undertaken as funds and project personnel resources are available.

Q5.In reference to IVR that it is in need of being upgraded and/or replaced.Are there specific requirements that are needed? Same thing with all the other technology requests.

A5.The IVR is in the process of being upgraded from an onsite platform (Tele-works) to a hosted solution (Paymentus, who bought Tele-works).

Q6.Are there any proposed projects for this coming fiscal year that have been identified already?

A6.The replacement Laboratory/Monitoring & Compliance system is budgeted. Additionally, the IVR upgrade, enhancements to the meter reading program (MVRS mobile solution with Itron ERTs), eBilling (web presentment of utility bills to DPU customers) and the upgrade to a new CIS Infinity executable with a connection fee module (CFM) to replace the existing USOFT connection fee system are all already being worked on with an anticipated completion in the upcoming fiscal year or will begin in the upcoming fiscal year.
