About this document

Good parenting and high quality early learning together provide the foundation children need to make the most of their abilities and talents as they grow up. This document has been developed by the Early Years Service for Bournemouth Borough Council in order to support all of the Early Years providers in the borough to create high quality settings which are welcoming, safe and stimulating, and where children are able to enjoy learning and grow in confidence.

Thedocument is divided into 3parts to support providers to ensure they are securely meeting the statutory requirements of the Early Years Foundation Stage.

Safeguarding and Welfare requirements

Appropriate guidelines are followed and continually checked and monitored with regards to adult and child ratios in accordance with this section in the Statutory Framework

All newly qualified early years staff (with full and relevant level 2 or level 3 childcare qualification) has to also hold a current paediatric first aid (PFA) or emergency PFA certificate in order to be included in the required ratios in early years settings. (Note childcare providers will be allowed a three month ‘grace’ period to complete PFA training after starting work with a new employer
There is an E-Safety designated person who writes and reviews the E-Safety policies and procedures.
Settings have appropriate filters and monitoring systems in place to protect learners from harmful online material (Paragraph 18 new doc)
Leaders oversee the safe use of technology including the internet which could pose a risk to children by way of bullying, grooming, radicalisation or abuse of children.

Robust safeguarding and staff behaviour policies and procedures are in place, accessible and consistently implemented to safeguard children. These are in line with the guidance and procedures of the Local safeguarding Children’s Board (LSCB).
The safeguarding policy includes an explanation of the action to be taken in the event of an allegation being made against a member of staff and is robustly adhered to.
All staff has a copy of and understands the written procedures for managing allegations of harm to a child.
All staff know how to make a complaint and understand policies on whistle blowing and how to manage other concerns about the practice of adults in the respect of the safety and protection of children
The safeguarding policy covers the safe use of mobile phones and cameras in the setting and is robustly adhered to.
A senior practitioner is designated to take lead responsibility for safeguarding children (DSL). There are sufficient resources and allocated time for the DSL to carry out their role of liaising with local stator children’s services agencies, and with the LSCB.
All those connected with the setting including parents/carers, can identify the DSL.
The DSL has completed the level 3 multiagency child protection training
The DSL provides support, advice and guidance to any other staff on an ongoing basis, and on any specific safeguarding issue as required.
There is a named DSL or an appropriately trained deputy should be available during opening hours for staff to discuss safeguarding concerns.(Para 18 of new doc)
All adults know how to take appropriate and necessary action in line withthe setting safeguarding policy, local procedures, and with statutory guidance.
Training undertaken by staff enables them to know and understand the indicators that may suggest that a child is suffering or is at risk of suffering abuse, neglect or harm at the earliest opportunity, and to respond in a timely and appropriate way. This includes inappropriate behaviour displayed by other adults working with children.
An effective key person system is in place which helps children build strong attachments to a trusted adult. This system helps children communicate about any concerns and, because the key person knows each child well, any concerns are identified at the earliest point.
There is a strong, robust and proactive response from all adults working with children that reduces the risk of harm or actual harm to children. For example effective systems are in place for identifying, recording and passing on safeguarding information and concerns.
Written records are made in a timely way and held securely.
Records are written and recorded in a format approved by the LSCB
Records are shared appropriately and, where necessary, with consent.
Effective systems are in place to notify children’s social care services immediately, and in emergencies the police, concerns about children’s safety or welfare, in line with the government statutory guidance ‘Working Together to Safeguard Children 2015’.
All staff understands when to make a referral regarding issues of sexual exploitation, radicalisation and/or extremism or if they need additional advice and support.
An accurate record of all contact and referrals is retained.
All agreed action following contact with children’s social care is taken promptly to protect children.
Children are supported, informed and protected appropriately about the action the adult is taking to share their concerns.
Parents are made aware of concerns and their consent is sought in accordance with local procedures, unless doing so would increase the risk of actual harm to a child.
Any children who are subject of a child in need plan or child protection plan, staff must ensure the plan identifies the help the child should receive and the action to be taken. If a professional working with the child has further concerns or information to report.
Children who go missing from the setting receive well coordinated responses that reduce the risk of harm to them.
Providers are aware of and implement the requirements of the statutory framework for the early years Foundation Stage when children go missing
Children are protected and helped to keep themselves safe from bullying, homophobic behaviour, racism, sexism and other forms of discrimination.
Any discriminatory behaviouris challenged and helps and support is given to children and adults in the setting about how to treat others with respect.
Children feel secure, and where they may present risky behaviours, they experience positive support from all adults.
Babies and young children demonstrate their emotional security through the attachments they form with those who look after them and through their physical and emotional well-being.
Staff respond with clear boundaries about what is safe and acceptable and seek to understand the triggers for children’s behaviours.
The team develop effective responses as a whole to children’s behaviour and review those responses to assess their impact, taking into account the views and experiences of the child.
Positive behaviour is promoted consistently.
Reasonable force, including restrain is only used in strict accordance with the legislative framework to protect the child and those around them.
All incidents of reasonable force are reviewed, recorded and monitored and the views of the child are sought and understood.
Monitoring of the management of behaviour is effective and the use of any behaviour strategies significantly reduces over time.
Staff use effective de-escalation techniques and create alternative strategies that are specific to the individual needs of the children
Effective systems are in place to inform Ofsted of any allegations of, and the action taken in response to, serious harm or abuse by any person living, working, or looking after children at the premises. Notifications are made as soon as reasonably practicable but at least within 14 days.
